Minutes of a Regular Meeting of Council,
held on Tuesday, November 13, 1984, at
9:30 a.m. in Court Room # 2.
Mayor Rickard called the meeting to order
and led in prayer.

THAT the Minutes of a Regular Meeting of Council held on
Monday, October 22, 19B4, be approved as read.

No person was present to speak to By-law B4-136 being a by-law
to stop-up and close and to authorize the sale of parts of the
unopened road allowance, lying between lots 22 and 23, Concession
10, in the former Township of Clarke, now in the Town of Newcastle.
Mr. A. Strike spoke to Council on behalf of Mr. Maurice Pedwell,
relative to Report on Residential Nodes and Clusters. He felt
that more criteria should be considered in determining a node or
cluster. He suggested that there should not be a maximum of six
existing residential lots in the area and that the status of
services, such as roads, hydro, gas, water, sewage and school
capacity and present and future traffic patterns should be
considered.

Mr. David Shevchuk, representing a group of ratepayers on Hancock
Road, presented a petition with 38 signatures disagreeing with
the Council trying to formulate a policy statement on Residential
Nodes/Clusters as outlined in Report PD-185-84 without public input
and requesting that the node or cluster of homes on Hancock Road be
recognized as such. He said the report was weak in substance and
ignores existing clusters. He stated that Section 10.21.4 of the
Regional Official Plan is unfair. He also said that there were no
road improvements in his area and taxes had risen by 40% in the last
few years. He asked that report PO-185-84 be tabled for further
input.

canvassin the Town of Newcastle during March, 1985, be approved;
AND FURTHER THAT the organization be advised of Council's decision.

Renewals Branch, Ministry of Municipal Affairs and Housing dated
October 29th, 1984, inviting muncipalities to submit applications
for funding under ONIP and CAIP Programs be received;
AND THAT Mr. Boles"be advised that the Town of Newcastle will not
be participating in either program during 1985, but may be in a
position to participate in one or the other of the programs in 1986.
