Highway Closing
By-law 84-113
THAT the Minutes of a Regular Meeting of Council, held
on September 10, 1984, be approved as read.
"CARRIED"
No person spoke relative to By-law 84-113,
being a by-law to stop-up and close and to
authorize the sale of parts of unopened
Darlington Street and Durham Street, lying
between and adjacent to Lots 155 and 156,
according to the Wilson, Armour and Mearns
Plan, in the former Town of Bowmanville,
now in the Town of Newcastle.
Delegations
Police Awards
The Mayor called on Chief Jon Jenkins of the Durham Regional
Police Force, to read the civilian commendations, for three
Town of Newcastle persons, Mr. Douglas Sleep, Mr. James
Kamstra, and Mr. Ivan Lloyd. All three were commended
for assisting police officers under dangerous circumstances.
The three men were present at the meeting and were given
Town pins and coins in recognition of their efforts.

Mr. John Veldhuis, Chairman of the Port Granby Monitoring
Committee, asked Council to endorse a resolution calling
on the Government of Canada to form an ad-hoc committee to
search for a suitable site for a Nuclear Waste Disposal
Dump; to establish a fund to cover the costs of clean-up
of the existing sites; and charge producers of Nuclear
Wastes for disposal of all wastes produced. He said a
similar resolution had been sent to Port Hope and hopefully
would be sent to the Region of Durham and the County of
Northumberland.
Mayor Rickard informed the meeting that a boat built in
Bowmanvi lIe by Wiggers Boat Bui lders "Coug II" won the
Canada Cup Race. He congratulated MR. Wiggers on this
marvellous achievement.
Mr. A. McKay, representing the individuals on the petition
to oppose the Ullrich Rezoning, noted that those in support
of the rezoning will not be close to the proposed
slaughterhouse. He was concerned that a back-up tile
bed was being installed in the event that the holding
tanks could not be emptied. He objected to waste being
spread on the land and the 2~ storey height of the proposed
building and was concerned that the operation may be
expanded in the future.
He Quoted from a 1975 report which said there would be no
slaughtering on the premises. He contended that this was
not a permitted use in permanent agricultural reserve land
use. He asked Council to deny the application, citing that
this land was primarily agricultural, relatively densely
populated; the operation would prevent the Quiet enjoyment
of the homes; would be responsible for noise; flies and
smell; the residents have a substantial investment in
their properties; there is a possibility of pollution of
the creeks and wells. He asked Council to vote on the
by-law at this meeting.
Mr. Gord Barrie, President of the Durham Federation of
Agriculture spoke in support of the rezoning. He said
that the abattoir would be an expansion of a business
now operated on the same parcel of land. He said the
proposal had received approval from the Regional Health
Unit; the Durham Regional Planning Department; the
Ministry of Agriculture and Food, and the Town's Fire
Department. He said there was a need for an abattoir in
the Town of Newcastle. It would be continually inspected
by the Regional Health Unit. The Federatiom of Agriculture
had checked with neighbouring residents of abattoirs in
Port Perry and Uxbridge with no complaints of these
operations. The Town would receive a financial benefit
from this operation. The Federation urged Council to
approve the application.

Personally, he said that Agriculture is the second
largest industry in Canada and it seems that Agriculture
is always fighting for its existence. He felt that people
moving into the country for its benefits should also live
with some of the less desirable aspects.
Mr. Bryan T. Davies, of Kelly, Jermyn, Zuly, Solicitors
for Mr. Ullrich, spoke to Council. He said the purpose
of the zoning was to strike a balance between the rights
of the Ullrichs and the neighbours. The proposal was
supported by the Town's and Region of Durham's Planning
Departments, the Ministry of Agriculture and Food, and
the local Federation of Agriculture. He said that the
slaughterhouse is part of the process. The building
would be 32' x 64' and there would be no more than 2
slaughters per week. The waste would be trucked away and
disposed of as liquid sewage. There would be holding tanks
with a back-up tile bed. It was not the Ullrich's
intention to use chemicals.
In the week since the public meeting, 90 people had
contacted the Ullrichs, supporting the proposal. The
closest residence would be 900' from the proposed
abattoir. He suggested that the wording of the petition
which had been circulated, elicited a negative response.
He said it was a small scale proposal which had been
well thought out. He felt that 10 acre estate lots is
not typical residential living. In answer to a question,
he said the building would be 21' 10" tall. He asked
Council to approve the application.

PD-169-84 be endorsed; and
1. That staff report PD-169-84 be received; and
2. That the Clerk and Director of Planning take
appropriate action to advise the Ontario Municipal
Board, the applicants and appellants in respect
of By-laws 84-89 and 84-62, that the Town will be
seeking an adjournment of the respective hearings,
pending the expiration of the appeal period for
By-law 84-63, so as to permit a consolidation of
the hearings.

THAT Mr. Veldhuis' presentation be acknowledged, and
Council endorse the following resolution, and further
that Mr. Veldhuis be advised of the action taken.
"That the Government of Canada establish during
1985, through an Order in Council, an "ad hoc
committee" to institute a nation-wide search
for a suitable, safe and permanent low level
nuclear waste disposal site; and
That the Government of Canada establish a
suitable fund to cover the costs of the clean-up
of the existing nuclear waste sites in Port Hope,
Welcome and Port Granby and to deposit these
wastes in this permanent disposal site; and
That the Government of Canada charge all present
and subsequent producers of nuclear wastes
a suitable disposal fee for all wastes produced,
in order to repay the above fund over a period
of years."
