Minutes of a Regular Meeting of
Council, held on Monday, September
10, 1984, at 9:30 a.m., in Court
Room #2.
Mayor Rickard called the meeting to order and
led in prayer.
Present Were: Mayor G. B. Rickard
Councillor A. Cowman
Councillor D. Hamre
Councillor I. M. Hobbs
Councillor M. Hubbard
Councillor R.B. Taylor
Councillor E.R. Woodyard
Also Present: Chief Administrative Officer, D. Johnston

Deputy Director of Community Services, J. Caruana
Mayor Rickard spoke of some of the experiences during
the summer recess of 7 weeks. He mentioned the increased
interest in development - new businesses, industry and
housing. He recalled visits over the Civic Holiday of
the "Good Sams Club", a group of 50 trailers; the
Trail Riders of Ontario; and a group of Malaysians
looking at industrial opportunities in the Town. The
extra efforts of the Chief Administrative Officer and
staff, in assisting people, had been appreciated by
those who had been helped. He mentioned the passing of
former Chief of Police of Bowmanville, Bernard Kitney and
Mr. Wm. Hulsman, who had contested the Mayor's seat in
the last election.
He thanked the Members of Council and staff who attended
the A.M.O. and congratulated the Chief Administrative
Officer on his appointment as Vice-President. He also
thanked those who had supported his re-election to the
Board of Directors.
He spoke of the Bicentennial projects, such as the Parade
at the Durham Central Agricultural Fair in Orono - the
opening of the Main Street in the Village of Newcastle,
the Town's participation in the Tall Ships in Oshawa,
and the Booth at the Orono Fair. He spoke of the
Town's pride in the accomplishment of Silvia Reuger at
the Olympic Games.
He hoped Council and Staff would continue to be involved
in the activities of the Town and accentuate its positive
a tt ri butes.

on Wednesday, August 29, 1984, be approved as read.

Mrs. Margaret Maskell addressed Council on behalf of
the objectors to the By-law. She was concerned with
traffic problems as the development will be exiting
onto Highway #2, mid-way on a hill. She questioned
where the children in the development would play, if
the parking area was paved. She spoke of the untidy
state of the property since the present owner had
purchased it. She said her property would be devalued -
she and her husband had purchased their present home on
the understanding that the area was zoned for single
family homes. She asked what would happen if the
development was sold and how would snow removal be
done.
She felt that the owner had a Conflict of Interest in a
letter from the Village of Newcastle Chamber of Commerce
endorsing the project.
Mr. W. M. Kraayvanger, owner of Kraco Carpentry Services
presented a handout supporting the project. He said that if
the project had been approved - the property would have
been cleaned up. He said he was not present at the
meeting of the Chamber of Commerce when the matter was
discussed.

Mrs. Diane McCurdy said that the severances at the Land
Division Committee had been tabled. The applicant had
been advised to get a rezoning and come back again.
The separation had not been guaranteed. She had not
understood that the 2 single family dwellings would
be rented.

2. Authorize the Mayor to expend up to $500 from the Mayor's
Receptions and Tributes Account towards promotion of the
Town of Newcastle in conjunction with the Canada Cup
Races which will be held on Lake Ontario from
September 16th through to the 23rd;
3. Authorize staff to contact local newspapers and
encourage the promotion of the Town through the
writing of articles about Wiggers Custom Yachts
Ltd. and the Canada Cup;
4. Authorize the Mayor on behalf of the Town to send a letter
to Wiggers Custom Yachts Ltd. congratulating them on
their successes to date and wishing them continued
success;
5. Declare the week of September 16th through to the
22nd Canada Cup Week in the Town of Newcastle;
6. Consider a further report on advertising opportunities
at a future date.
