Minutes of a Special Meeting of
Council, held on Wednesday,
August 29, 1984, at 9:30 a.m.,
in Court Room #2.

The meeting convened at 10:15 a.m.
Resolution #C-559-84
Moved by Councillor Hubbard, seconded by Councillor Taylor
THAT the recommendations in Report TR-70-84 be endorsed; and
1. That this report be received; and
2. That the Canadian Salt Company Ltd., Mississauga, Ontario,
with a unit price of $27.43 per tonne being the lowest
responsible bidder, meeting all terms, conditions,
and specifications of Region of Durham Co-Op Tender
WD50-84, be awarded the contract to supply bulk
sodium chloride to the Town of Newcastle as required
by the Department of Public Works; and
3. That the funds be drawn from the Public Works approved
winter maintenance accounts for the 1984-85 winter
season requirements.

2. That Bennett Paving & Materials Ltd., Oshawa, Ontario,
with a total bid in the amount of $157,634.90~being the
lowest responsible bidder meeting all terms, conditions,
and specifications of Tender T84-16A be awarded the
contract to supply and place Hot Mix Asphalt as
required by the Town of Newcastle; and
3. That the funds expended be drawn from the approved
Public Works Roads Maintenance, Construction and
Capital Project Budgets.

THAT the recommendations in Report TR-72-84 be endorsed; and
1. That this report be received; and
2. That Harnden & King Construction (Ont.) Ltd.,
Cobourg, With a total bid in the amount of
$30,650.00 being the lowest responsible bidder,
meeting all terms, conditions, and specifications
of the Region of Durham Co-Op Tender WD52-84, be
awarded the contract to supply and deliver winter
sand to the Town of Newcastle for the 1984/85 winter
season; and
3. That the funds be drawn from the Public Works approved
winter maintenance accounts for the 1984/85 winter
season requirements.

THAT the recommendations in Report TR-74-84 be endorsed; and
1. That this report be received; and
2. (a) That Council approve purchasing three half-ton
trucks in accordance with Tender T84-15
(Section A) from Holiday Ford Sales (1980) Ltd.,
Peterborough, with a total bid of $32,658.54,
being the lowest responsible bidder, meeting
all terms and specifications,
OR
(b) That Council approve purchasing three half-ton trucks
in accordance with Tender T84-15 (Section A) from
Cowan Pontiac-Buick Ltd., Bowmanville, with a total
bid in the amount of $27,622.05 being the lowest
bidder and that Council direct staff to make
appropriate arrangements for fuelling said
vehicles; and

3. That Winslow-Gerolamy Motors Ltd., Peterborough,
with a total bid in the amount of $75,206.02, being
the lowest responsible bidder of Tender T84-15
(Section B) be awarded the contract to supply two
only 35000 G.V.W. Cab & Chassis as required by
the Town of Newcastle; and
4. That Cowan Pontiac-Buick Ltd., Bowmanville, with a
total bid in the amount of $11,596.66, being the
lowest responsible bidder of Tender T84-15 (Section C)
be awarded the contract to supply one only 10000 G.V.W.
Cab & Chassis as required by the Town of Newcastle; and
5. That the funds be drawn from the approved 1984 Public
Works Capital Budget Account.

THAT the recommendations in Report TR-75-84 as
corrected be endorsed; and
1. That this report be received; and
2. That Champlain Graphics, Whitby, Ontario, with a bid
in the amount of $12,654.36, being the lowest responsible
bidder be awarded the contract to supply 5000
promotional brochures as required by the Town of
Newcastle; and
3. That the funds be drawn from account #6770-X-2-0.

Installation of Traffic
Signals, King and THAT the recommendations in Report WD-72-84 be endorsed; and

Bowmanville 1. That this report be received; and

2. That the attached construction by-law for the
installation of traffic signals at the intersection of
King and Division Streets in Bowmanville be passed,
executed by the Mayor and Clerk, and forwarded to the
Minister of Transportation and Communications for
approval; and
3. That the installation be completed in 1984 by
utilizing the M.T.C. Connecting Link Subsidy allocated
for the project with the Town's share to be taken from
account No. 7205-X-84002-X which has been budgeted in
1984 for this project; and
4. That By-law 82-56 being a by-law for a pedestrian
crossover on king Street at Division Street in
Bowmanville be rescinded; and
5. That in this instance the tendering requirements of
the Town's Purchasing By-law be dispensed with and the
Region of Durham be requested to install traffic
signals at King and Division Street in Bowmanville on
behalf of the Town; and
6. That a certified copy of these recommendations be
forwarded to M.T.C. with the construction by-law.

THAT the recommendations in Report TR-76-84 be
endorsed; and
1. That this report be received; and
2. That Robert Young Construction Ltd., Ennismore, Ontario,
with a total bid in the amount of $126,465.00 being the
lowest responsible bidder meeting all terms, conditions,
and specifications of Tender T84-17 be awarded the
contract to provide Gravel Crushing and Hauling as
required by the Town of Newcastle; and
3. That the funds expended be provided from the approved
Public Works Roads Maintenance Construction Budget.

THAT leave be granted to introduce By-law 84-108,
being a by-law to authorize the execution of a
proposal and estimate of cost pursuant to an
agreement with Her Majesty the Queen, In Right
of the Province of Ontario, as represented by the
Minister of Transportation and Communications,
entered into under The Public Transportation and
Highway Improvement Act, R.S.O. 1970, Chapter 201,
and that the said by-law be now read a first time.
