THAT Council endorse the following resolution in the correspondence
from the Town of Port Hope relative to nuclear waste:
"WHEREAS the location of a permanent nuclear waste disposal
site in this area would have far reaching effects on the future
of Port Hope;
AND WHEREAS the very nature of a nuclear waste disposal site
demands monitoring and controls;
AND WHEREAS Eldorado is responsible only for its own wastes and
should not be expected to secure a national site(s);

NOW THEREFORE Port Hope requests that the Federal Government
of Canada be the body responsible for establishing and
monitoring of permanent disposal sites for all nuclear waste;
And further that immediate action be taken by the Federal Gov-
ernment to find such sites with the least possible impact
on Canada's people and her environment;
And further that the said sites to be subject to the Federal
Environmental Assessment review Process.
Copy of this resolution to be forwarded to the Prime Minister of
Canada, A.E.C.B., A.E.C.L., Premier William Davis of Ontario,
Federal Minister of Energy, Mines and Resources, Ontario Minister
of Environment, Hope Township and Town of Newcastle."

Orono Arena Improvement Projects fund Committee, requesting that
Council authorize the selling of Beer and Liquor during the annual
Orono Fair being held from September 6th to 9th, 1984, inclusive
be received;
AND THAT the Clerk be directed to advise the Liquor Licensing
Board of Ontario, that the Council of the Town of Newcastle has no
objection to the issuing of a special occasion permit to the
Orono Arena Improvement Projects Fund Committee for the sale of
beer and liquor in the Community Centre section of the arena during
the period September 6th to 9th, 1984, inclusive.

THAT Report PD-140-84 - Objection to By-law 84-62 being a
by-law to rezone certain lands in Part of Lot 34, Concession 2,
Former Township of Darlington, DEV 84-7 (Moase) be received; and
THAT the following resolution be adopted by Council and forwarded
to the Ontario Municipal Board together with By-law 84-62:
WHEREAS the Council of the Town of Newcastle has
approved By-law No. 84-62 to amend Restricted Area
Zoning By-law 2111, as amended, as a result of their
consideration of an application for such an amendment
submitted by the property owner;
AND WHEREAS the effect of By-law No. 84-62 will be to
change the zone designation of the land subject to By-
law 84-62 from "R2-Residential" to "Special Provision
By-law 83-123" to more accurately define the limits of
the Special Purpose Commercial Zone as it relates to
the designation set out in the Courtice Urban Area
Official Plan (Amendment 12 to the Official Plan of the
former Darlington Township of Planning Area);
AND WHEREAS By-law 84-62 has been approved in
conformity with the applicable policies of the Durham
Official Plan; and
BE IT NOW THEREFORE RESOLVED THAT the Town of
Newcastle hereby request the ontario Municipal Board
to approve By-law 84-62, notwithstanding the objections
recieved, and further request that the Ontario
Municipal Board convene any required Public Hearings in
respect of By-law 84-62 at the earliest possibl~ opportunity; and

THAT the third ,and final reading of the following by-laws
be approved: 84-95; 84-96; 84-97; 84-98; 84-99; 84-100;

WHEREAS the Newcastle Arena Board of Management find
it necessary to replace and upgrade the present lighting system
above the ice surface;
AND WHEREAS the Arena Board recognizes they will realize
considerable savings in energy consumption and related costs as
outlined in a written report received from McTeague Electric Limited,
Whitby, Ontario, provided this resolution is adopted;
BE IT NOW RESOLVED that the present lighting system above
the ice surface for the Newcastle Arena be replaced and upgraded
per recommendation from McTeague Electric Limited;
AND BE IT FURTHER RESOLVED that total funding for this project
be provided for by the Newcastle Arena Board;
AND BE IT FURTHER RESOLVED that the Arena Board ask the
Corporation of the Town of Newcastle make application on behalf
of the Board to the Ministry of Energy for financial assistance
under the Municipal Oil Conversion and Energy Conservation Program;
AND BE IT FURTHER RESOLVED that all funding (grants) received
from the Ministry of Energy in relation to the project be transferred
to the Newcastle Arena Board of Management to reduce costs incurred.

The Mayor congratulated the Bowmanville B.I.A. on behalf of
Council fon the successful Sidewalk Sale. He thanked the Fire
Department for the demonstration of equipment and Public Works
for their efforts closing off streets and other Staff who assisted.
The Mayor distrilbuted the new apple stickers for the Town of
Newcastle.
