Council Minutes Roll Call Minutes Public Meeting Highway Closing TOWN OF NEWCASTLE July 9th 1984 Minutes of a Regular Meeting of Council held on Monday, July 9th 1984, at 9:30 a.m., in Court Room #2. Mayor Rickard called the meeting to order and led in prayer. Present Were: Mayor G. B. Rickard Councillor A. Cowman Councillor D. Hamre at 10:20 a.m. Councillor I. M. Hobbs Councillor M. Fanning, unti I 11 :00 a.m. Resolution #C-473-84 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the Minutes of a Regular Meeting of Council, held on Monday, June 25, 1984, approved as read. "CARRIED" The Mayor announced a Public Meeting and asked any person wishing to speak re By-law 84-92, being a by-law to stop-up and close and to authorize the sale of those portions of the unopened road allowance, lying between Concessions One (1) and Two (2) across Lots 13 and 14, in the former Town of Bowmanville, now in the Town of Newcastle, designated as Parts 1, 2 and 3, Plan 10R-1816. No person indicated a wish to speak to this matter. . . . Council Minutes Delegations Orono Estates B.M.H.A. Hockey Request for Crossing Guard Orono COlllllunications - 2 - July 9th 1984 Mrs. Peggy Powell spoke on behalf of the residents of Orono Estates and presented a petition requesting an adult crossing guard on Mill Street near Mangar's Garage in Orono. (79 signatures) She said that traffic coming off Highway 35/115 and traffic coming and going into the I.G.A. Market, made crossing dangerous. She felt that there should be a mechanical traffic count taken over a longer period than the survey done by the Durham Regional Police. She also spoke of the lack of a sidewalk on the west side of the road and limited visibility in winter. She explained that some children were being driven to school by parents because of the lack of an adult crossing guard. There are no visible lines on the pavement indicating a school crossing. No one was present to speak to this matter. "CARRIED" Councillor Cowman declared a Conflict of Interest in this matter as she and her husband had a matter before the Committee. That APV Crepaco of Canada Ltd., Weston, Ontario, with a total bid in the amount of $18,735.00 being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender T84-12 be awarded the contract to supply and install one only 50 H.P. Ammonia Compressor and Motor as required by the Town of Newcastle; and 3. That the funds be drawn from the approved 1984 Community Services Capital Budget of $20,000.00 (Account #1110-X-160-2).
