Minutes of a Special Meeting of Council
held on Friday, April 27 1984 at 9:30 a.m.

Mr. Gordon Weir, Currie Coopers Lybrand.
The purpose for which the Special Meeting had been called
was to discuss Wage Settlements.

THAT Council convene in Committee of the Whole.

THAT the meeting be 'in camera'.

Moved by Councillor Cowman, seconded by Councillor Taylor
THAT the motion be divided into; Recommendations 1 to 5
and Recommendations 6 to 10.

Recommendations 1 to 5:
Recommendation 1. Report be received 'in camera'
Recommendation 2. Staff be authorized to make the necessary
submissions to the Inflation Restraint Board.
Recommendation 3. The attached by-law authorizing the Mayor and
Clerk to sign the collective agreements in
accordance with the terms and conditions
outlined in the minutes of settlement, as
signed on April 17 1984, be adopted.
Recommendation 4. The Union be advised of Council's actions.
Recommendation 5. The Administrator be authorized to have the
collective agreements reprinted and distributed
to members of Council, department heads,
deputies and unionized employees.

THAT Recommendations 6 to 10 be considered individually.

Recommendation 6. was tabled
Recommendation 7. Part time non-union staff, currently
employed by the Corporation, be granted
a five per cent salary adjustment, effective
January 1st, 1984.

Recommendation 8.
Mileage rates be standardized for the
Corporation at 22 cents per kilometer
effective July 1st 1984 for all persons
receiving such allowances from the Corporation.

Recommendation 9. Council review their own remuneration
and that of special purpose bodies and appointees,
such as the Newcastle Community Services Planning
Board, Committee of Adjustment and Property
Standards.

Resolution #C-307-84
Moved by Councillor Hubbard, seconded by Councillor Taylor
THAT Livestock Evaluators and Fence Viewers be granted a 5%
increase and the remuneration for the Newcastle Community
Services Planning Board, the Property Standards Committee
and the Committee of Adjustment remain the same.

Councillor Cowman declared a Conflict of Interest in the
previous resolution because of matters before the Committee
of Adjustment at the present time, and left the table for
the discussion and voting.

THAT the remuneration for members of Council and the Mayor
be increased by 5%, effective January 1, 1984.

Full-time Non- Recommendation 6. Full-time non-union staff be granted the
Union Staff same increases and benefits approved for
union personnel.

Recommendation 10. THAT those affected by Council's actions
be so advised.

THAT the action taken in Committee, be approved.

Resolution #C-312-84
Moved by Counclllor Hobbs, seconded by Councillor Cowman
THAT leave be granted to introduce by-law 84-61, being
a by-law to authorize execution of a collective agreement
between the Town of N~wcastle and the Canadian Union of
Public Employees and Its Local 74, and the said by-law
be now read a first time.
