Minutes of a regular meeting of Council
held on Monday, February 13, 1984, at
9:30 a.m. in Court Room #2.
Mayor Rickard called the meeting to order and
led in prayer.

Moved by Councillor Hobbs, seconded by Councillor Hubbard
THAT the minutes of a regular meeting of Council,
held on Monday, January 23, 1984, at 7:00 p.m.,
be approved as read.

Mrs. Ruth Kaaz representing Town of Newcastle Ratepayers
Association appeared before Council with a petition appealing
the implementation of 1980 Market Value Assessment.
The brief stated that their reasons for appealing were:
1) Limited services for taxes paid
2) Glaring inequities in the assessment method used.
3) The provincial study was never made public.
The brief asked why 1980, which reflected the highest inflation
rate for real estate, was used.
The Ratepayers Association felt that Council still has time and
and power to reconsider and withdraw the resolution asking the
Provincial Government to implement this re-assessment.
They petitioned therefore that, as the Council of the Corporation
of the Town of Newcastle gave consideration to and initiated the
request for the Minister of Revenue, Province of Ontario, to
update the 1983 Assessment roll for the 1984 Taxation Year on
the basis of 1980 Market Value, and that this request has
adversely impacted a significant number of properties in the

Town of Newcastle, Council reconsider and withdraw their
approval of Section 63 and asked that the Council vote on
this matter in their presence.

Moved by Councillor Hobbs, seconded by Councillor Cowman
THAT the Rules of procedure be suspended so questions can
be answered from the floor.

Mr. J. Slyfield said that he had heard of no councillors
consulting with their constituents before voting on this
matter.
The Mayor announced that he had called a Public meeting for
7:30 p.m. on Monday February 20, 1984 in Court Room #1 with
Provincial Representatives for the purpose of providing more
information to tax payers relative to the re-assessment.
Mr. Ed Thompson asked if the budget would be approved if the
total assessment remains the same.
Mr. W. Bagnell suggested that, at the Public meeting a Public
Address system be provided.
Mr. I. Cappucciti asked if the public will be allowed to speak
and wi 11 Council support the Ratepayers.
Mr. J.B. asked the Mayor if he would personally support the
Ratepayers.
Mrs. Barbara Burke asked Council to make arrangements for
assessment appeals to be heard in Bowmanville.
Mr. Ron Bickell of Solina Road said that the market value on
his farm of 96 acres had been rasied to $315,000.00.
Mrs. Helen Shamklen asked if there were more reductions in the
town or the country.
Mr. Raymond -- said that he had bought Bethesda school and the
taxes would be so high, he and his wife would be forced to sell
and move into subsidized housing.
Mr. Slyfield asked why two houses on the same road, with the
same services, should have such diverse taxes --one three times
the other.
Mr. Harold Kaaz said that the delegation was aSking Cquncil to
appeal on their behalf to take back the re-assessment.

Ratepayers
Mrs. Nancy Smale asked if Council could get the Provincial
Government to change the method of taxation relative to
property values
Margaret Rodgers said that all the taxpayers in the Town of
Newcastle are represented by Mr. S. Cureatz and he has stated
that the Government is prepared to reconsider and she asked
Council to reconsider at this meeting.

NOTICE OF MOTION
THAT WHEREAS on November 28th, 1983, the Council of the Corp-
oration of the Town of Newcastle, for the third time, gave
consideration to and enacted Resolution #C-883-83, requesting
"THAT the Mi ni ster of Revenue update the 1983 Assessment Roll
for 1984 Taxes for the Town of Newcastle, on the basis of 1980
Market Values, pursuant to Section 63(3) of The Assessment Act,
R.S.O. 1980";
AND WHEREAS the re-assessment has adversely impacted a signif-
icant number of properties in the Town of Newcastle, and the
ability of property owners to justify the tax increases incurred
by the re-assessment:
THEREFORE BE IT RESOLVED THAT the Council of the Corporation of
the Town of tiewcastle reconsider Resolution #C-888-83 which chanqed
property assessment from 1975 t1arket Val ues to 1980 Market Values."

that the Town is interested in planting trees and to make
arrangements to have trees planted equally in each ward.

THAT the communication from A.F. Watson, District Commissioner,
Boy Scouts of Canada, dated February 7th, 1984, requesting
that the week of February 19th to 26th 1984 be proclaimed
"Guide/Scout Week" in the Town of Newcastle be received;

AND THAT the request be approved and advertised in accordance
with Town Policy;
AND THAT the request of Boy Scouts of Canada to fly the Guide
and Scouts flags on Sunday, February 19th, Wednesday, February
22nd and Sunday, February 26th, 1984 be approved;
AND FURTHER that in conjunction with the flying of the flags,
they be permitted to break the flags on both Sunday, February
19th and February 26th 1984 and the flags be flown below the
"Heart Fund' flag during "Guide/Scout Week".
