Cowman, at 9:45 a.m. Councillor D. Hamre, until 12:15 p.m. Councillor I. M. Hobbs Councillor M. Hubbard Councillor R. B. Taylor Councillor E. R. "CARRIED" Resolution #C-12-84 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the correspondence from the Township of Georgian Bay re long-term occupancy of trailers within recreational campgrounds, be referred to the Chief Administrative Officer and staff for a report to Council on the implications of the request of this municipality. Hampton Community " Centre re ceil i ng D - 9 Interim Levy - Region of Durham ~MaYOr Rickard's New Year's Message Reces s . - 4 - January 9, 1984 Resolution #C-13-84 Moved by Councillor Taylor, seconded by Councillor Cowman THAT the correspondence from Marjorie Hill, President, Hampton Community Centre Board re installing a dropped ceiling for the Hampton Community Centre, be received and referred to the Chief Administrative Officer for consideration in the building inventory and to budget discussions. "CARRIED" Resolution #C-14-84 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the correspondence from the Regional Municipality of Durham dated December 29th 1983, respecting the Interim Levy for the Regional Municipality of Durham be received; AND THAT the Treasurer be authorized to pay the Town of Newcastle's interim levy as detailed in Schedule "An to the Regional By-law 237-83. "CARRIED" Mayor Rickard addressed Council and Staff, outlining the advancements made during the first ten years of the existence of the Town of Newcastle. He spoke of the improvements to the Fire Department and the Community Services facilities in particular, and the introduction of a New Year's Levee. He spoke of the challenges facing Council in the next ten years; administrative headquarters; the proposed arena for Bowmanville area; and Bicentennial projects, such as visits from representatives from twinning municipalities in England. He praised the efforts of Volunteers and Members of Boards and Committees. He thanked Council, Staff and Members of the Press and all Citizens for their interest and support. First Reading Moved by Councillor Taylor, seconded by Councillor Hubbard THAT leave be granted to introduce the following by-laws, and that the said by-lawsbe now read a first time: 84-1 being a by-law to permit the continuation of an encroachment onto Town-owned lands, by John and Jane Thomas, Scugog Street, Hampton, now in the Town of Newcastle, Regional Municipality of Durham pursuant to the provisions of Section 210(101) of The Municipal Act R.S.O. 1980, and the Town of Newcastle By-law No. 81-50; 84-2 being a by-law to authorize the execution of an Agreement between the Corporation of the Town of Newcastle and Her Majesty The Queen, in right of the Province of Ontario, represented by the Ministry of Transportation and Communications; 84-3 being a by-law to repeal By-law 82-132, entitled "a by-law to establish the position of Administration and Records Supervisor"; . 84-4 being a by-law to amend By-law 76-34 being a by-law to designate certain highways or portions of highways within the Corporation of the Town of Newcastle as "School Bus Loading Zones." 84-5 being a by-law to amend By-law 2111, as amended, of the former Township of Darlington, now in the Town of Newcastle; (Kilimanjaro) 84-6 being a by-law to amend By-law Number 2111, as amended, of the former Township of Darlington, now in the Town of Newcastle; (McKenna) 84-7 being a by-law to amend Restricted Area By-law 1592, as amended, of the former Township of Clarke, now in the Town of Newcastle; (S. "CARRIED" Other Business Resolution #C-29-84 El dorado Dump Moved by Councillor Hamre, seconded by Councillor Hubbard WHEREAS through an environmental assessment hearing process, the Port Granby area was already determined to be unsuitable for a permanent low level radioactive waste disposal site; WHEREAS at this time there has not been a federally sponsored proper and thorough search for such a site in Canada; WHEREAS the establishment of such a site and the possible long-term environmental implications and concerns are of a magnitude that warrants the accountability of a body such as the Federal Government as opposed to a private and/or Crown Corporation; . THEREFORE BE IT RESOLVED THAT the Federal Government of Canada veto Eldorado Nuclear Ltd. proposal for a permanent radioactive waste disposal site in the Port Granby area, and the same Federal Government proceed to actively develop plans for a permanent isolated location where low level radioactive wastes can safely be disposed of; AND FURTHER THAT copies of this Resolution be sent to: Federal Ministers of Energy and Environment; Allan Lawrence, M.P.; Sam Cureatz, M.P.P.; Region of Durham; Port Granby Monitoring Committee; Eldorado Nuclear Ltd. Roadside Ditching Wi tzke Property . . - 9 - January 9, 1984 Resolution #C-30-84 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the Mayor convene a meeting of Members of Council and Mr. Allan Lawrence, M.P., within 4 to 6 weeks, to discuss and update Council on this issue. "CARRIED" Resolution #C-31-84 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT in the absence of the Chairman of the General Purpose and Administration Committee, the next Councillor in line, take the Chair, and in such cases, the rules of procedure be suspended.
