December 2nd 1985
Minutes of the Inaugural Meeting of the
Council of the Town of Newcastle, held on
Monday, December 2nd 1985, at 7:00 p.m.,
in the Council Chambers.
Present Were: Mayor John Winters
Councillor Ann Cowman
Councillor Diane Hamre
Councillor Marie Hubbard
Councillor Hal McKnight
Councillor Frank Stapleton
Councillor Arnot Wotten
Also Present: Chief Administrative Officer, D. Johnston
Town Clerk, D. W. Oakes
Director of Planning, T.T. Edwards
Director of Public Works, R. Dupuis
Director of Community Services, J. Devantier
Fire Chief, J. Aldridge
Deputy Clerk, R. Rutledge
The Clerk called the meeting to order and administered
the Oath of Office of Mayor and the Oath of Allegiance to
Mayor Elect John Winters.
The Clerk then administered the Oath of Office of Councillor
and the Oath of Allegiance to the following:
Regional and Area Councillors
Ann Cowman
Diane Hamre
Marie Hubbard
Area Councillors
Hal McKnight
Frank Stap leton
Arnot Wotten
The Clerk then turned the meeting over to His Worship
Mayor Wi nters.
The Invocation was given by Reverend Edward Schamerhorn, Rector,
St. Paul's United Church, Bowmanville.

Sam l. Cureatz, M.P.P., Durham East, brought greetings
and congratulations. Mr. Cureatz assured the new
Council that the existing good working relationship
between himself and Council will continue. He
encouraged all Council Members to trust each other
because it takes a team to get things done.
Allan Lawrence, M.P., Northumberland and Durham, and
Gary Herrema, Chairman, Region of Durham, were unable
to attend the meeting, because of other commitments.
In his Inaugural Address, His Worship John Winters
thanked those who worked and voted for him. Mayor Winters
outlined his ambitions for the development and promotion
of the Town. More public participation will be encouraged. and
priority will be given to attracting new business and industry.

Moved by Councillor Hamre, seconded by Councillor Cowman
WHEREAS the Regional Municipality of Durham is responsible for
the making of appointments to the conservation Authorities;
AND WHEREAS the Regional Municipality of Durham is responsible
for the making of appointments to the Regional Land Division
Committee;
AND WHEREAS the Clerk of the Regional Municipality of Durham
has requested that the Council of the Corporation of the Town
of Newcastle determine its nominees to the Conservation
Authorities and Land Division Committee;
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle resolves that the following persons shall be
designated as the Municipality's nominees:
Ganaraska Region Conservation Authority
Mayor John Wlnters
Councillor Frank Stapleton
Central Lake Ontario Conservation Authority
Counclllor Ann Cowman
Councillor Marie Hubbard
Kawartha Region Conservation Authority
CounCillor Arnot Wotten
land Division Committee
Mr. Wllllam Allln
AND THAT Mr. C. W. Lundy, A.M.C.T., Clerk, Regional Municipality
of Durham be advised of Council's actions.

Striking Committee
By-laws

Resolution HC-644-85
Moved by Councillor Hamre, seconded by Councillor Cowman
WHEREAS the Council of the Corporation of the Town of
Newcastle deems it to be expedient to the orderly processing
of appointments to the many Boards and Committees to establish
a Striking Committee;
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle resolves that a Striking Committee will be
established for the period ending November 30th 1988;
AND FURTHER THAT the membership of the Striking Committee
shall consist of Mayor John Winters, Councillor Arnot Wotten,
Councillor Hal McKnight, and Councillor Frank Stapleton.

THAT leave be granted to introduce the following by-laws
and that the said by-laws be now read a first time:
85-138 being a by-law to appoint the Members of the
Newcastle Public Library Board;
85-139 being a by-law to establish the Members of
Council as Chairmen of Departments and to establish
the order of proceedings at the General Purpose and
Administration Committee Meetings;
85-140 being a by-law to appoint an Acting Mayor.

THAT leave be granted to introduce By-law 85-141,
being a by-law to confirm the proceedings of the Council
of the Town of Newcastle at this meeting held on the 2nd
day of December 1985, and that the said by-law be now
read a first time.
