TOWN OF NEWCASTLE November 25, 1985 Minutes of a regular meeting of Council held on Monday, November 25, 1985, at 7:00 p.m., in the Council Chambers The Mayor opened the meeting in prayer. Rutledge Resolution #C-614-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the Minutes of a regular meeting of Council, held on Monday, November 4, 1985, be approved as read. "CARRIED" Bruce Wendall Todd, R.R. #1, Newtonville, informed Council that in May, 1984, he purchased 63 acres of land assessed at 50 acres as farm and 13 acres as residential. After inquiring at the Assessment Department, he was given the impression the entire 63 acres would be assessed as farm for 1985. Mr. Todd stated, that he received two 1985 Assessment Notices; 47,000 - farm and 22,000 - Residential. A few days later, he received another notice for 47,000 but not for 22,000. He presumed the last notice was the correct notice. When he received his tax bill he noticed that his taxes were based on the 47,000 and 22,000 Assessments. He contacted the Assessment Department and was informed he should appeal to Council to have the taxes adjusted by submitting an application to Council for an adjustment of taxes under Section 496 of The Municipal Act. He submitted the form to the Assessment Department. The Assessment Department made no recommendation. Mr. Todd requests that Council approve his application and adjust his taxes for 1985 accordingly. . Council Minutes Delegations . Conmunications . . - 2 - November 25, 1985 Mr. J.R. Simser, President, Rotary Club of Bowmanville, gave a brief history of the Club's involvement in the Soper Creek Park. The Club has 3 projects for the 1985-86 year which they request the Town's support: 1. Permission to erect a sign at the south entrance to Soper Creek, acknowledging the donation of the land to the Town by the Rotary Club; 2. Permission to construct a Rotary Park south of Highway #2 and adjacent to Soper Creek on Town land with a Rotary Cairn; 3. Permission to build a Rotary Cairn south of the Town Hall utilizing the old Town Hall bell as part of the project. D - 3 Rotary Club Project Soper Creek 16.7.152. - 3 - November 25, 1985 Resolution HC-616-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the correspondence dated November 6, 1985, from Timothy Johnston, of the Law Firm of Scott and Gemmill, 189 Kent Street West, Lindsay, Ontario, K9V 4S5, requesting that the road allowance between Lots 26 & 27, Clarke, be maintained so as to permit his client Mr. William Clarence Allin, to have access to his residence on a year-round basis be received; AND THAT the correspondence be referred to the Director of Public Works for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT Mr. Johnston be advised of Council's decision. "CARRIED" Resolution HC-617-85 Moved by Councillor Hobbs, seconded by Councillor Taylor THAT the correspondence dated October 22, 1985, from Judith E. Gray, Clerk-Treasurer, Town of Durham, Box 639, Durham, Ontario, NOG 1RO, and the Town of Durham's resolution requesting the Province of Ontario to amend the School Boards and Teachers Collective Negotiations Act, to provide that where an agreement cannot be negotiated between a bargaining unit of a teacher's federation and a school board, the matter be resolved by binding arbitration and that it be an offence for teachers to strike or walk out or for the school board to lock them out, be received for information. "CARRIED" Resolution HC-618-85 Moved by Councillor Hobbs, seconded by Councillor Taylor THAT the correspondence dated November 6, 1985, from J. R. Simser, President of the Rotary Club of Bowmanville P.O. Box 217, Bowmanville, Ontario, L1C 3K9, requesting the Town's support of three Rotary projects for the 1985-86 program be received; AND THAT the correspondence be referred to the Chief Administrative Officer for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT Mr. Simser be advised of Council's action. Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the correspondence dated October 31st 1985, from Canon Borden Purcell, Chairman, Ontario Human Rights Commission, Suite M-1-59A Macdonald Block, Toronto, Ontario, M7A 1A2, requesting that Council declare December 10th 1985, as lnternational Human Rights Day in Newcastle be received; AND THAT Council concur with the request and advertise the day in accordance with Town Policy; AND FURTHER THAT Canon Purcell be advised of Council's decision. AND THAT the correspondence be referred to the Director of Public Works for review and a report to the General Purpsoe and Administration Committee; AND FURTHER THAT Mr. Caspari be advised of Council's decision. "CARRIED" Resolution #C-634-85 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time: 85-135 being a by-law to authorize the entering into of an Agreement with the Corporation of the Town of Newcastle and Luverme Investments Limited; 85-136 being a by-law to authorize the entering into of an Agreement with the Corporation of the Town of Newcastle and Oakland Developments Limited.
