"CARRI ED" The Mayor presented a Recycling Award of Merit to Mrs. Susan Laing, who accepted the Award on behalf of the former Newcastle Environment Watchers. Glenda Gies gave Council an up-to-date report on Recycling Promotion. Mr. & Mrs. A. Hofstede, Lot 17, Concession 1, former Township of Darlington, were present to ask Council to reconsider the denial recommendation in the General Purpose & Administration Committee's Report relative to their rezoning and proposed land severances. "CARRIED AS AMENDED" Resolution #C-537-85 Moved by Councillor Hamre, seconded by Councillor Cowman THAT Resolution #C-536-85 be amended by adding the following: AND THAT the communication be referred to Sam Cureatz, M.P.P., for comment; AND FURTHER THAT Mr. Cureatz be informed of the Town's concerns relative to the potential rise in costs to the taxpayer. "AMENDMENT CARRIED" Resolution #C-538-85 Moved by Councillor Taylor, seconded by Councillor Hobbs THAT Resolution #C-537-85 be amended by adding the following: THAT a copy of the Town's letter be sent to the Premier of Ontario, advising him that the Town is supporting the Northumberland and Newcastle Board of Education's request that the Province restore its funding of public education to the proportion it paid in 1975. THAT this report be received; and THAT the request from the Newcastle Hydro-Electric Commission to provide bridge financing for the operations centre construction project to a maximum of $300,000 be approved; and THAT Newcastle Hydro-Electric Commission be charged interest on any funds advanced at the same interest rate which the Corporation receives on the investments outstanding at that time; and THAT the Newcastle Hydro-Electric Commission be required to repay the advanced funds to the Town as soon as funds are available from their own sources. "CARRIED" . . . Council Minutes By-laws Other Business 7 - October 15, 1985 Resolution #C-549-85 Moved by Councillor Taylor, seconded by Councillor Hobbs THAT the delegation of Mr. & Mrs. A. Hofstede be acknowledged, and advised of Council's actions. "CARRIED" Resolution HC-550-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT leave be granted to introduce the following by-laws and that the said by-laws be now read a first time: 85-115 being a by-law to amend By-law 84-63, the comprehensive zoning by-law of the Corporation of the Town of Newcastle (Willison); 85-116 being a by-law to dedicate certain lands as a Public Highway in the Town of Newcastle (Mearns Avenue). "CARRIED" Resolution #C-553-85 Moved by Councillor Hobbs, seconded by councillor Cowman THAT the Trinity United Church Association be sent a letter of appreciation for allowing the Town to use the Hall facilities and that the Church be advised that the same consideration will be granted to the Church should the occasion arise. Council Minutes Randy MacDonald Hampton 8 - October 15, 1985 Resolution #C-554-85 Moved by Councillor Taylor, seconded by Councillor Hamre THAT Resolution #C-553-85 be amended, and that the Town offer to pay for the use of the Church Hall in accordance with the Church's fee schedule. "CARRIED" The Mayor commented that Randy MacDonald, Hampton, was declared the winner of the Novice Class Auto Race. In order to win, Randy had to compete in 30 races. He is the first Canadian to win this event. Resolution #C-555-85 Confirming By-laws Moved by Councillor Hobbs, seconded by Councillor Taylor THAT leave be granted to introduce By-law 85-117, being a by-law to confirm the proceedings of the Council of the Town of Newcastle at this meeting held on the 5th day of September 1985, and that the said by-law be now read a first time.
