Minutes of a regular meeting of Council held
on Tuesday, October 15, 1985, at 9:45 a.m.,
in the Hall of the Trinity United Church
The Mayor opened the meeting in Prayer.

THAT the Minutes of a special meeting of Council, held on
Friday, September 20, 1985, be approved as read.

The Mayor presented a Recycling Award of Merit to Mrs. Susan
Laing, who accepted the Award on behalf of the former
Newcastle Environment Watchers.
Glenda Gies gave Council an up-to-date report on
Recycling Promotion.
Mr. & Mrs. A. Hofstede, Lot 17, Concession 1, former Township
of Darlington, were present to ask Council to reconsider the
denial recommendation in the General Purpose & Administration
Committee's Report relative to their rezoning and proposed land
severances.

THAT the communication dated October 1, 1985, from Mrs.
Louise Aasen, Central Committee Member, Town of Newcastle
Block Parents Inc., requesting that the week of October
21st to 27th 1985 inclusive, be declared "Block Parent Week" in
Newcastle, and also requesting permission to fly the flag during
the same period, be received;
AND THAT the requests detailed herein be approved and Block
Parent Week be advertised in accordance with Town PoliCY;
AND FURTHER THAT Mrs. Louise Aasen, 20 Morgandale Crescent,
Bowmanville, Ontario, L1C 3N2, be advised of Council's decision.

THAT the communication from Dr. Ian Wilson, Chairman of the
Northumberland and Newcastle Board of Education relative to
funding of public education and funding for Roman Catholic
Separate High Schools be received for information.

THAT Resolution #C-536-85 be amended by adding the following:
AND THAT the communication be referred to Sam Cureatz, M.P.P.,
for comment;
AND FURTHER THAT Mr. Cureatz be informed of the Town's concerns
relative to the potential rise in costs to the taxpayer.

THAT a copy of the Town's letter be sent to the Premier of Ontario,
advising him that the Town is supporting the Northumberland and
Newcastle Board of Education's request that the Province restore
its funding of public education to the proportion it paid in 1975.

THAT the communication dated September 12th 1985, from Robert
M. MacFarlane, Executive Director, United Way Campaign, requesting
permission to fly the "United Way Flag" for the month of
October, be received;
AND THAT the request to fly the flag for the month of October
be approved;
AND FURTHER THAT Mr. Robert MacFarlane, Executive Director,
United Way, 52 Simcoe St. 5., Oshawa, Ontario, L1H 4G3, be

AND THAT the matter of street lighting on Metcalf Street,
Newcastle Village be referred to the Newcastle Hydro Electric
Commission for inclusion in the 1986 Capital Budget for
street lighting;
AND FURTHER THAT Mr. H.Th. M. Kraayvanger, Box 401, Newcastle
Ontario, LOA 1HO, be advised of Council's decision.

THAT the recommendations in Mayor's Report No. 20-85 be
endorsed; and
1. That this report be received; and
2. That Mr. David W. Oakes be congratulated on his achievement
of the advanced designation of CERTIFIED MUNICIPAL OFFICER,
through the Association of Municipal Clerks and Treasurers
of Ontario.

Electric Commission
Request for Bridge THAT the recommendations in Report TR-66-85 be endorsed; and

68.2.3. THAT this report be received; and
THAT the request from the Newcastle Hydro-Electric Commission
to provide bridge financing for the operations centre construction
project to a maximum of $300,000 be approved; and
THAT Newcastle Hydro-Electric Commission be charged interest on
any funds advanced at the same interest rate which the Corporation
receives on the investments outstanding at that time; and
THAT the Newcastle Hydro-Electric Commission be required to repay
the advanced funds to the Town as soon as funds are available
from their own sources.

85-115 being a by-law to amend By-law 84-63, the comprehensive
zoning by-law of the Corporation of the Town of
Newcastle (Willison);
85-116 being a by-law to dedicate certain lands as a Public
Highway in the Town of Newcastle (Mearns Avenue).

THAT Resolution #C-553-85 be amended, and that the Town offer
to pay for the use of the Church Hall in accordance with the
Church's fee schedule. "CARRIED"
The Mayor commented that Randy MacDonald, Hampton, was
declared the winner of the Novice Class Auto Race. In order to win,
Randy had to compete in 30 races. He is the first
Canadian to win this event.
