Anderson" Road School be received; D - 2 Ontario Flue- Cured Tobacco Growers' Market- ing Board AND THAT Mr. Smith be congratulated on his having successfully completed the course and that a presentation to Mr. Smith be arranged for the next Council Meeting. Cureatz, M.P.P., be received, and referred to the Mayor for appropriate action. "CARRIED" D - 6 Resolution #C-46D-85 Castle Hotel Moved by Councillor Hubbard, seconded by Councillor Taylor Re-Classification THAT the communication from Mrs. Margaret Weir, Castle Hotel, undated (received September 4, 1985), advising that they have applied for a change in their Hotel Licence and indicating a change in the status of the business be received; AND THAT the correspondence be referred to staff for review and a report to the General Purpose and Administration Committee. Report of September 3/85 Hydro Liaison Report of September 6/85 - 5 September 9, 1985 Resolution HC-462-85 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the communication from Vincent G. Kerrio, Minister of Energy, enclosing a cheque in the amount of $3,434.00 representing the Ministry's contribution towards the cost of the energy conservation project at the Newcastle Memorial Arena be received for information. Kerrio, Ministry of Energy, enclosing a cheque in the amount of $593.00, representing the Ministry's contribution towards the cost of converting the heating plant from oil to natural gas at the Orono Armouries, be received for information. Unfinished Business Improvements to Newcastle Public Library By-laws "CARRIED" Resolution He-468-85 Moved by Councillor Hamre, seconded by Councillor Taylor THAT Administrator's Report Admin 49-85 be received; THAT Administrator's Report Admin 45-85 be lifted from the table and approved; THAT the Library Board be advised of Council's actions. Resolution #C-469-85 Moved by Councillor Hobbs, seconded by Councillor Cowman THAT the matter of the improvements to the Bowmanville Branch of the Newcastle Public Library be referred back to staff; and THAT staff divide and clearly state the items for improvement and list the cost of each improvement and other related costs and effects. Counci I Mi nutes By-laws Other Business - 7 - September 9, 1985 85-101 being a by-law to authorize the execution of Supplementary Agreement #14 with Ontario Hydro (Advancement of Facilities for Law Enforcement Activities); 85-102 being a by-law to authorize the execution of an Amendment to Supplementary Agreement #8, as amended, (Studies of the Potential for Heat Utilization), with Ontario Hydro (Amendment No.5). "CARRIED" Resolution HC-472-85 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the third and final reading of the following by-laws be approved: 85-100; 85-101; 85-102. "CARRIED" Resolution HC-473-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the request of Hugh Laing to unveil a small sign on Carlisle Avenue, to commemorate its construction by Goodyear to be done by Mr. Carlisle, son of the first plant manager, on SAturday, September 14, 1985, be approved; and THAT the Mayor prepare a report for the next General Purpose and Administration Committee Meeting. "CARRIED" Resolution HC-474-85 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT Councillor Cowman, Liaison person for the Clerk's Department, and David Oakes, Clerk, arrange to have refreshments at the Town Hall Council Library, for Goodyear Dignitaries and Members of Council, after the Goodyear parade on Saturday, September 14th 1985; and THAT up to $1,000.00 be expended from the Receptions and Tributes Account. Council Minutes Confirming By-laws - 8 - September 9, 1985 Resolution #C-475-85 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT leave be granted to introduce By-law 85-103, being a by-law to confirm the proceedings of the Council of tae Town of Newcastle, at this meeting held on the 23rd day of August 1985, and that the said by-law be now read a first time. "CARRIED" Resolution #C-476-85 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the second reading of By-law 85-103 be approved. "CARRIED" Resolution HC-477-85 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the third and final reading of By-law 85-103 be approved. "CARRIED" Resolution #C-478-85 Moved by Councillor Cowman, seconded by Councillor Hamre THAT leave be granted to introduce By-law 85-104, being a by-law to confirm the proceedings of the Council of the Town of Newcastle, at this meeting held on the 9th day of September 1985, and that the said by-law be now read a first time.
