Delegatims TOWN OF NEWCASTLE July 22, 1985 Minutes of a Regular Meeting of Council, held on Monday, July 22, 1985, at 7:00 p.m., in the Council Chambers Mayor Rickard called the meeting to order and led in prayer. Aldridge Deputy Clerk, Rosemary Rutledge Also Present: The Mayor informed those present to: TAKE NOTICE that the Council of the Corporation of the TO,o/n of Newcastle intends to pass an amending by-law under section 35 of the Planning Act. to remove the holding provision fran lands within Lot 32, Cone. 2, former TO,o/nship of Darlington zoned "(H)R1-Urban Residential Type One Zone-Holding". ANY PERSON wishing to make written or verbal representation either in SUPP~lrt of or in opposition to this by-law may do so at this time. The Mayor asked three times if there was anyone present wishing to speak regarding this By-law. No person spoke. The public meeting was concluded. "CARR I ED" Resoluti on #C-402-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT Mr. Elmer Pollard be entered as a delegation and that he be heard at the beginning of the delegations in view of the anticipated length of the other delegations "CARRIED" C aunc i I Mi nutes Delegati (]1S . . . - 2 - July 22, 1985 Elmer Pollard, Group 19, Box 19, R.R.#3, Bawmanville LIC 3K4 informed Council, that he has enjoyed with enthusiasm, the eff orts of the Mayor and C ounc i I in pr anot i ng the T awn of Newcastle. To shaw his appreciation, Mr. POllard presented the Mayor with a walking stick made by Mr. Pollard fran Northern Spy apple wood. The Mayor graciously accepted and thanked Mr. Pollard for the walking stick. Susan Laing, Chairman, Bawmanville Museum Board, P.O. Box 188, Bawmanville L1C 3K9 made a presentation to Council supporting the present system established for the operation and financing of the Bawmanville Museum Board. Mrs. Laing's presentation encouraged Counci I to evaluate the "Museum Services and Recanmendati ons to Council" report prepared by the Newcastle Canmunity Services Planning Board. Acceptance of the report would have a devastating effect on the Bawmanville Museum Board. Both Museums are unique; theref ore req u i re sepa ra te Boards. Derek A. Barnett, Chairman, The Clarke Museum & Archives, Orono, Ontario LOB lMO informed Council that he was making the same presentation that was made at Brawndale. He listed the various fund raising events that took place to help support the Museum. The Board requires a minimum of $14,000 with an inflation factor. The Board has made an extreme effo~to manage in a businesslike way. The Clarke Museum and Archives request that Council seriously consider the points mentioned in Mr. Barnett's report prior to approving the "Museum Services and Recanmendati ons to Counci I" report. Milt Dakin, Chairman, Newcastle Canmunity Services Planning Board, R.R.#6, Bawmanville, L1C 3K7 informed Council of the details and work involved in preparing the "Museum Services and Recommendati on to Council" report. A Sub Canmittee was formed, who met with both Curators, both Museum Boards and with the Ministry. The Ministry is setting the standards but telling the Municipality to pay. Each Museum was asked to give the bottan line figure with which they could live. In canparison with other areas the Tawn of Newcastle is on the high side of operating costs. Mr. Dakin canmended both Museum Boards for their time and efforts. He also canmended his Board on their report and asked Council to give careful. consider- ati on to the Museum Services report. Peter Hobb, Chairman, Tawn of Newcastle Development Group, 23 Silver Street, Bawmanville L1C 3C4 outlined to Council the objectives of the Group. The Group request formal recognition by Council as an organization working with the Tawn to assist in pranoting the Tawn as a place to invest. There are several groups representing specific areas within the Tawn of Newcastle but none representing the Tawn as a whole. At this point, Mr. Hobb asked to be excused for 5 minutes because he felt ill. "CARRIED" The meeting reconvened at 9:00 p.m. In response to questions, Mr. Ron Strike, Lawyer, a member of the T OlIn of Newcastle Deve 1 opment Group, outl i ned the experti se that is available from the Group. Mr. Strike asked that the Development Group be included on circulation lists about devel- opml!!nt. They do not wish confidential information. They would like to provide a single voice but not the only voice. Glenda Gies, Durham Recyling Centre Inc. was not present. Mayor Rickard explained that the Regional Council letter re the Waste Management Study did not arrive in time for the agenda and because of other complications, Ms. Gies thought it best to cancel until September. That snOH fences be erected around the serving and consumpti on area in a manner satisfactory to Town Staff; 2. That all beverages be dispensed in plastic containers; 3. That the Board insure that washroom facilities are located on site in sufficient numbers to meet the requirements of Durham Regional Health; 7. That when all conditions are satisfied, the Clerk be authorized to issue a letter to the Liquor Licensing Board of Ontario advising that Council has no objection to the issuing of a temporary permit to the Hampton Board. 8. That the Hampton Board be advised of these conditions.
