Gray Resolution #C-355-85 Present Were: Also Present: Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the Minutes of a Regular Meeting of Council, held on Monday, June 10, 1985, be approved as read. "CARRIED" Miss Joy Brooks, a student at Bowmanville High School, and a Member of Red Cross Youth, introduced Miss Criselda Aparente of the PHillipines, who is in Canada to attend the World Youth Congress in Calgary in August. 1985 has been designated as 'Youth Year' and the Red Cross Youth International is sponsoring youth from 30 developing countries. Miss Aparente is spending some time with two families in Bowmanville, and thanked Canada and the Canadian Red Cross. She said she was happy to be in Canada. Councillor Taylor presented the young ladies with Town of Newcastle pins and stickers. . . . Council Minutes COlllDunications 1-1 - 2 - June 24, 1985 Resolution #C-356-85 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the communications to be received for information be approved, except for 1-1. "CARRIED" I - 2 Minutes of a Meeting of the Darlington Cemetery Board, held on June 4, 1985; I - 3 Minutes of a Regular Meeting of the Newcastle Community Services Planning Board, held on June 5, 1985, at Solina; I - 4 Minutes of a Meeting of the Clarke Museum & Archives, held on May 13, 1985. Resolution #C-357-85 Addiction Awareness Moved by Councillor Hobbs, seconded by Councillor Hamre Week D - 1 Method in Which Education Taxes Are Assessed and Collected D - 2 Arbor Theatre Company THAT 1-1 be received, and the week of November 17-23 1985, be proclaimed "Addiction Awareness Week" in the Town of Newcastle according to Town Policy. "CARRIED" Resolution #C-358-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the correspondence from the Corporation of the Town of Valley East Re Resolution relative to the method in which education taxes are assessed and collected, be received for information. "CARRI ED" Resolution #C-359-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the correspondence from the Arbor Theatre Company re "Community Nights Program" be received, and Council decline with thanks. "CARRIED" . . . Counci I Minutes D - 3 - 3 - June 24, 1985 Resolution #C-360-85 Bowmanville Museum Moved by Councillor Hubbard, seconded by Councillor Taylor Board - Resignation THAT the communication dated June 4, 1985, from the Chairman of the Bowmanville Museum Board, advising of the resignation of Mr. Doug Jackman, be received; AND THAT Mr. Jackman's resignation from the Bowmanville Museum Board be accepted; D - 4 AND FURTHER THAT he be thanked for his contribution to the Museum Board's activities. Report of June 17, 1985 Conclusion of Bicentennial Committee Activities THAT the correspondence from the Chairman of the Bowmanville Museum Board be received, and Mrs. Dudley Deeley, R.R. #4, Bowmanville, Ontario, L1C 3K5, be appointed to the Board, for the balance of Mr. Jackman's term to December 1985. "CARRIED" Resolution #C-362-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the General Purpose and Administration Committee Chairman's Report of June 17, 1985, be approved. "CARRIED" Resolution #C-363-85 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the recommendations in Report Admin 38-85 be endorsed. Resolution #C-364-85 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the motion be divided into 5 recommendations. "CARRIED" . . . Council Minutes Conclusion of Bicentennial COfIIDittee Activities - 4 - June 24, 1985 The Mayor called the vote on Recommendation #1. Recommendation #1. Request the Mayor on behalf of Members of Council to thank Mr. & Mrs. Doug Jackman for their contribution towards the celebration of the Town's 10th Anniversary and the Province's Bicentennial, and that Mr. & Mrs. Jackman be presented with a gift to appropriately recognize their contribution to this effort. "CARRIED AS AMENDED" Resolution #C-365-85 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT the Mayor present to Mr. & Mrs. Jackman, on behalf of Council, a copy of "Loyal She Remains" and 2 silver coins. "CARRIED" Recommendation #2. Assume the responsibility for the residual coins generated by the Bicentennial Project and use said coins for the promotion of the Corporation. "CARRIED" Recommendation #3. Use the residual funds to, in conjunction with the Museums, acquire the artifacts outlined in the joint letter from both Museums dated May 27th 1985. Resolution #C-366-85 Moved by Councillor Cowman, seconded by Councillor Woodyard THAT Recommendation #3 be referred to the General Purpose and Administration Committee for further review and dialogue. Formally thank the appointees to the Bicentennial Committee for their valuable contribution throughout the Bicentennial year. "CARRIED AS AMENDED" Resolution #C-367-85 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT each Member of the Committee be presented with a copy of Professor Squair's book and a Bicentennial Coin. "CARRIED" Resolution #C-368-85 Newcastl e CODIDunity Services Planning Board THAT the recommendations in the Newcastle Community Services Report Re,Restructur- Planning Board Report be endorsed; and ing of'MuOicipal Grant Apptications 1. Adopt the attached revised Grant Application Form as the form to be used by the municipality; 3. Advise the Newcastle Community Services Planning Board of Council's actions. "CARRIED" Resolution #C-369-85 Tender T85-7 - Moved by Councillor Hamre, seconded by Councillor Hobbs Reconstruction of Baseline Road Between THAT the recommendations in Report TR-46-85 be endorsed; and Spry Avenue and Liberty Street, 1. That this report be received; and Bowmanvi lIe 2. That Dagmar Construction, Markham, Ontario, with a bid in the amount of $378,962.09, being the lowest responsible bidder, meeting all terms, conditions, and specifications of Tender T85-7 be awarded the contract for the reconstruction of Baseline Road, between Spry Avenue and Liberty Street, Bowmanville; and . . . Council Minutes Tender T85-7 Striking Committee Report Re Vacancy on N.C.S.P.B. Structuring of the Term of Office Respecting Appointments to the N.C.S.P.B. - 6 - June 24, 1985 3. That the funds for the Town's portion of $295,742.72 be drawn from the approved Public Works budget #7205-X-84008 of $360,000.00. "CARRIED" Resolution #C-370 85 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the recommendations in Confidential Report CD-28-85 be endorsed; and 1. That this report be received; and 2. That Council approve the appointment of Mr. Gordon Robinson, R. R. #1, Newtonville, Ontario, to the Newcastle Community Services Planning Board as a representative of Ward 3; and 3. That the Board and Mr. Robinson both be advised of Council's decision. "CARRIED" Resolution #C-372-85 Hydro Liaison Moved by Councillor Hubbard, seconded by Councillor Woodyard Committee Chairman's Report of June 21/85 THAT the Hydro Liaison Committee Chairman's Report of the meeting held on June 21, 1985, be approved. "CARRI ED" Resolution #C-373-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT Miss Brooks and Miss Aparente's delegation be acknowledged, and they be thanked for their presentation. Council Minutes By-laws - 7 - June 24, 1985 Resolution #C-374-85 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT Miss Brooks be congratulated for welcoming Miss Aparente to Canada, and the Mayor on behalf of Council, take the young ladies to lunch. "CARRIED" Resolution #C-375-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time. 85-83 being a by-law to amend By-law 84-63, as amended, of the Corporation of the Town of Newcastle; 85-84 being a by-law to amend Tariff "A" to By-law 74-72, being a by-law for the establishing of rates and fares to be charged by the owners or drivers of taxicabs or other vehicles used for hire; 85-85 being a by-law to establish the composition of the Newcastle Public Library Board; 85-86 being a by-law to authorize the entering into a lease with Harry Locke (Community Services Depot); 85-87 being a by-law to authorize the entering into of an agreement with Foster Creek Developments Limited (Chibra) and the Corporation of the Town of Newcastle. "CARRIED" . . ~ Council Minutes Reduction In Taxes Arestonvale Road - 8 - June 24, 1985 Resolution #C-378-85 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT Council express appreciation to Mrs. Gertrude Gray, for her many years of efficient service. to the municipality. "CARRIED" Resolution #C-379-85 Moved by Councillor Hamre, seconded by Councillor Cowman THAT where Provincial legislation does not give Council the authority to deal with the matter, the Mayor's verbal report on a request for a reduction in taxes, be received for information. "CARRIED" Councillor Cowman thanked Mr. Dupuis, Director of Public Works, for solving a difficulty relative to an article in the press conc erning Prestonvale Road. Resolution #C-380-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT leave be granted to introduce By-law 85-88, being a by-law to confirm the proceedings of the Council of the Town of Newcastle, at this meeting held on the 24th day of June 1985, and that the said by-law be now read a first time. "CARRIED" Resolution #C-381-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the second reading of By-law 85-88 be approved. "CARRIED" Resolution #C-382-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the third and final reading of By-law 85-88 be approved. "CARRIED" . . .
