Council Minutes Roll Call Minutes TOWN OF NEWCASTLE June 10, 1985 Minutes of a Regular Meeting of Council, held on Monday, June 10, 1985, at 9:30 a.m., in Court Room #2. The Mayor called the meeting to order and led in prayer. Present Were: Mayor G. B. Rickard Councillor A. Cowman Councillor I. M. Hobbs Councillor M. Hubbard Councillor R. B. Taylor Councillor E. R. Woodyard Absent Were: Councillor D. Hamre (On Regional Business) Also Present: Chief Administrative Officer, D. Johnston Town Clerk. D. W. Oakes Director of Planning, T.T. Edwards Director of Community Services, J. Devantier Treasurer, K. Campbell Director of Public Works, R. Dupuis Deputy Clerk, R. Rutledge Deputy Clerk, G. Gray Resolution #C-331-85 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT THE Minutes of a Regular Meeting of Council held on Monday May 27, 1985, be approved as read. "CARRIED" Resolution #C-332-85 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the Minutes of a Special Meeting held on Monday, May 27, 1985, be approved as read. "CARRIED" Mayor Rickard welcomed Mrs. Joan Greenways, Grade 4 Class from Central Public School. He noted this class is the same class who participated in "Public Works Week" by attending at the Works Department. The Mayor introduced the Council and Staff to the class and explained the procedures followed by Council. Each student was given the new Town of Newcastle Apple Blossom Lapel Sticker. D - 1 Increase in RAtes for Taxicab Companies . - 2 - June 10, 1985 Councillor Taylor, on behalf of the Mayor and Council, presented Mrs. Jane Lunn, the Recreation Practioner's Certificate for Municipal Recreation as approved by the Parks and Recreation Federation of Ontario, through the Society of Directors of Municipal Recreation of Ontario. Councillor Taylor congratulated Mrs. Lunn on her accomplishment. The Mayor asked if there was any person wishing to speak re By-law 85-79, being a by-law to stop-up and close and to authorize the sale of an unopened lane, all in Block "c" according to the Lockhart-Simpson Plan of Part of Lot 12 in the Second Concession of the former Town of Bowmanville, now in the Town of Newcastle. No person present wished to speak re By-law 85-79. Resolution #C-333-85 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the communications to be received for information be approved. "CARRIED" I - 1 Minutes of a Meeting of the Ganaraska Region Conservation Authority held on April 18, 1985; I - 2 Minutes of a Meeting of the Ganaraska Region Conservation Authority of April 25, 1985; I - 3 Minutes of the Central Lake Ontario Conservation Authority of May 28th 1985; I - 4 Public Works Department participation in the Co-operative Student Program - Clarke High School; I - 5 Railway Transport Committee, Canadian Transport Commission re Transportation of Dangerous Commodities by rail; I - 6 Minutes of the Audit Committee held on June 7, 1985. Resolution #C-334-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the correspondence dated May 24, 1985, from the owners of Deluxe Taxi and Bowmanville Taxi, requesting that Council approve an increase in the Tariff Rates be rece i ved; AND THAT the correspondence be referred to staff for review and a report to the General Purpose and Administration Committee. Report of June 3. 1985 Item 114 Receive for Information - 3 - June 10, 1985 Resolution #C-335-85 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the General Purpose and Administration Committee Chairman's Report of June 3, 1985, be approved, except for Item #4. "CARRIED" Councillor Cowman declared a Conflict of Interest re Item #4, because the Land Division Committee List contained severances relating to her property, and left the table. Resolution #C-336-85 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT Item #4 of the General Purpose and Administration Committee Chairman's Report of June 3, 1985, be approved. "CARRIED" Resolution #C-337-85 Tender T85-9 Moved by Councillor Taylor, seconded by Councillor Woodyard Construction of the Baseline Community THAT the recommendations in Report TR-40-85 be endorsed; and Centre 1. That this report be received; and 2. That Gerr C08struction Limited, Bowmanville, Ontario, with a total bid of $251,800.00 being the lowest bidder, meeting all terms, conditions and specifications of Tender T85-9, be awarded the contract to construct the Baseline Community Centre as required by the Town of Newcastle; and 3. That a purchase order be issued to the Regional Municipality of Durham in the amount of approximately $5,000.00 to cover the cost of bringing the water and sanitary sewer lines to the lot line; and 4. That the funding for the total cost of the Baseline Community Centre be provided from the Expropriation Proceeds - Community Centres Reserve Fund and the Provincial Grant; and 5. That once the building is completed any funds required for the opening ceremonies be drawn from the reserve funds; and . . . Council Minutes - 4 - June 10, 1985 6. That approval of final payments to the contractor will be the responsibility of Mr. Jan Devantier, Director of Community Services, upon recommendation of such payment from the architect. "CARRIED" Unfinished Business Resolution #C-338-85 By-laws Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT Council acknowledge the presence of Mrs. Joan Greenway's Grade 4 Class from Central Public School, and welcome them to the meeting. "CARRIED" Resolution #C-339-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT Council acknowledge Mrs. Jane Lunn's accomplishment. "CARRIED" Resolution #C-340-85 Moved by Councillor Hubbard, seconded by Counncillor Hobbs THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time. 85-76 being a by-law to amend By-law 84-63, as amended, of the Town of Newcastle (Preston Transport); 85-77 being a by-law to authorize the entering into of an Agreement with Betty Jo King and 594829 Ontario Limited and the Corporation of the Town of Newcastle; 85-78 being a by-law to authorize the entering into OP an Agreement with Her Majesty the Queen in Right of the Province of Ontario, as represented by The Minister of Transportation and Communications; 85-79 being a by-law to stop-up and close and to authorize the sale of an unopened lane, all in Block "C" according to the Lockhart-Simpson Plan of Part of Lot 12 in the Second Concession of the former Town of Bowmanville, now in the Town of Newcastle; 85-80 being a by-law to authorize the execution of an Agreement with Frist City Capital Ltd., in respect of a lease for AES Word Processing Equipment (Planning Department) "CARRIED" . . . "CARRIED" Resolution #C-344-85 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the correspondence from the Bowmanville S.I.A. be referred to Mr. Dupuis, Director of Public Works, for investigation and report to the General Purpose and Administration Committee. "CARR I ED" Resolution #C-345-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the .General Purpose and Administration Committee meet at 9:00 a.m., instead of 9:30 a.m., on Monday, June 17th 1985, with the intent to recess at 10:30 a.m. and reconvene at 1:30 p.m., for the purpose of attending the opening of Jimmy's Restaurant. Council Minutes Burst Watennain Martin Road Confinning By-law - 6 June 10, 1985 Resolution #C-347-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the matter of the burst watermain on Martin Road, which is a Regional responsibility, be referred to Mr. R. Dupuis, Director of Public Works, and the Mayor, to have the matter resolved and that Mr. Dupuis notify the Mayor and Councillor Hubbard of any action. "CARRI ED" Resolution #C-348-85 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT leave be granted to introduce By-law 85-81, being a by-law to confirm the proceedings of the Council of the Town of Newcastle, at this Special Meeting held on the 27th day of May 1985, and that the said by-law be now read a first time. "CARRIED" Resolution #C-349-85 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT the second reading of By-law 85-81 be approved. "CARRIED" Resolution #C-350-85 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT the third and final reading of By-law 85-81 be approved. "CARRIED" Resolution #C-351-85 Moved by Councillor Cowman, seconded by Councillor Hobbs THAT leave be granted to introduce By-law 85-82, being a by-law to confirm the proceedings of the Council of the Town of Newcastle, at this meeting held on the 10th day of June 1985, and that the said by-law be now read a first time.
