Present Were: Mayor G. B. Rickard Councillor D. Hamre Councillor I. M. Hobbs Councillor M. Hubbard Councillor R. B. Taylor Absent Were: Councillor A. Cowman Councillor E. R. Report of May 21, 1985 Item #17 Regional Municipality of Pee 1 Re Request to C.R.T.G. - 3 - May 27, 1985 Resolution #C-302-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the correspondence from Gwen Woodcock, dated May 10th 1985, relative to the former Blacksmith Shop in Tyrone be received and referred to the Chief Administrative Officer for comments; AND THAT Mrs. Woodcock be so advised. "CARRIED" Resolution #C-303-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the General Purpose and Administration Committee Chairman's Report of May 21, 1985, be approved, except for Item #17. "CARRIED" Councillor Hamre declared a Conflict of Interest in Item #17, as her husband is employed by Bell Canada. Resolution #C-304-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT Item #17 be approved. "CARRIED" Resolution #C-305-85 Budget Review Moved by Councillor Taylor, seconded by Councillor Hobbs By-law Enforcement THAT the recommendations in Report TR-37-85 be endorsed; and 1. Receive this report; and 2. That the By-law Enforcement - Travel & Expense Account 7104-232-X-3 be increased to $1,700; and 3. That the additional $1,000 for this budget re- allocation be drawn from the Contingency Account 7007-298-X-9. "CARRIED" Council Minutes . - 4 - May 27, 1985 Resolution #C-307-85 Municipal Energy Moved by Councillor Taylor, seconded by Councillor Hubbard Audit Project . Word Processors Planning Dept. By-laws . THAT the recommendations in Report CS-12-85 be endorsed; and 1. That Report CS-12-85 be received; and 2. That Council authorize participation in the Municipal Energy Audit Program including authorizing staff to: (a) submit a detailed proposal for funding to the Ministry of Municipal Affairs and Housing for the MEAP Program ; (b) tender for an independent auditor pending grant approval using the terms of reference attached; and 3. That Council authorize funds from account 7007-X-298-9 to a maximum of $5,000 to cover the Town's portion of the project subject to Ministry approval. "CARRIED" Resolution #C-308-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the recommendations in Report PD-90-85 be endorsed; and 1. That Report PD-90-85 be received; and 2. That the amount of One Thousand Dollars ($1,000) be allocated from Account 7702-0247 to cover the unbudgeted costs of exercising the Town's purchase option for the Planning Department's Word Processor; and 3. That the Planning Department be authorized to lease a second word processor utilizing presently budgeted funds for word processor leasing. "CARRI ED" Resolution #C-309-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time: 85-62 being a by-law to dedicate certain lands as a Public Highway in the Town of Newcastle (Lakeshore Road and the Road Allowance Between Lots 24 and 25, Clarke); 85-69 being a by-law to amend By-law 84-63, as amended, of the Town of Newcastle (464367 Ontario Limited); . . . Counci I MinlJ:hes By-laws Other Business Renews Award Forestree Place - 5 - May 27, 1985 85-70 being a by-law to amend By-law 84-63, as amended, the Comprehensive Zoning By-law of the Corporation of the Town of Newcastle (P. Pisani); 85-71 being a by-law to dedicate certain lands as a Public Highway in the Town of Newcastle (1. Rosalynn Crescent - 2. Rhonda Boulevard). "CARRIED" Resolution #C-310-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the second reading of the following by-laws be approved: 85-62; 85-69; 85-70; 85-71. "CARR I ED" Resolution #C-311-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the third and final reading of the following by-laws be approved: 85-62; 85-69; 85-70; 85-71. "CARRIED" Resolution #C-312-85 Moved by Councillor Hamre, seconded by Councillor Taylor THAT staff submit an application for a "Renews Award" relative to Forestree Place. "CARRIED" Confirming By-law Resolution #C-313-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT leave be granted to introduce By-law 85-72, being a by-law to confirm the proceedings of the Council of the Town of Newcastle, at this meeting held on the 27th day of May 1985, and that the said by-law be now read a first time.
