The Mayor called the meeting to order and led in prayer. Roll Call Present Were: Mayor G. B. Rickard Councillor A. Cowman Councillor D. Hamre Councillor I . M. Hobbs Councillor R. B. Gray Resolution #C-267-85 Minutes Moved by Councillor Hobbs, seconded by Councillor Cowman THAT the Minutes of the Regular Meeting of Council held on Monday, April 22, 1985, be approved as read. "CARRIED" The Town Clerk introduced the Deputy Clerk, Rosemary Rutledge. Delegations Mrs. Elaine Sheridan, the Ontario Ladies Senior Division Racquetball Champion for 1985 was introduced by Mayor Rickard. Mrs. Sheridan who lives in the Town of Newcastle will be competing in the Canadian Championships in B.C. and the World Championships in Toronto. Councillor Taylor presented her with the Town's Medallion, for outstanding achievement and crests, pins and coins. Delegations Mr. B. Heming, representing the Tyrone Community Centre Board, spoke to Council relative to the disposal of the Old Tyrone Hall. He spoke of the community efforts on behalf of the Old Hall, and suggested that some value 40 should be placed on it for disposal purposes and the equivalent amount be placed in the new Hall , in some manner. Council Minutes - 2 - May 13, 1985 Delegations He said that the Chattels in the Old Hall had been placed there by the community and should be made available to the new hall , at no expense. Under questioning he said, that the Davey family, of Tyrone, had given the property to the Sons of Temperance. In the early 20's the Sons of Temperance sold the building to the McLaughlin 's, who turned it over to the Tyrone Community. He asked that the matter be tabled until an evaluation had been made, prior to any sale. "CARRIED" D - 1 Resolution #C-272-85 Newtonville Hall Moved by Councillor Hobbs, seconded by Councillor Woodyard Board re Appointment THAT the communication dated April 24, 1985, from Mrs. Olive Henderson,R.R. #3, Newcastle, Ontario, LOA 1HO, advising that the Treasurer of the Newtonville Hall Board is Mrs. Doris Tompkins, not Mrs. Doris Chrysler, be received; AND THAT the records of the Town of Newcastle be amended to reflect the correction. "CARRIED" D - 4 Resolution #C-276-85 Bowmanville District Moved by Councillor Taylor, seconded by Councillor Hobbs Horticultural Society Annual Plant Sale THAT the communication dated April 30th 1985, from Mrs. Doreen E. Perrett, Secretary, Bowmanville District Horticultural Society, requesting that the Society be granted the use of the east half of the east parking lot, • Church Street, Bowmanville, as the site of their annual plant sale on May 15th 1985, from 3:00 p.m. to 6 o'clock p.m. and further requesting that the meters located in that area of the parking lot be bagged for the same period of time be received; Council Minutes - 5 - May 13, 1985 AND THAT Council concur with the request; • AND FURTHER THAT Staff take the actions necessary to make the space requested available to the Society. Jaschko, Pastor, St. Elizabeth of Hungary Church, requesting permission to serve beer at their annual picnic be received; AND THAT they be advised that the Town of Newcastle has no objection to the serving of beer at their annual picnic, to be held at Loyola Park, Lot 23 & 24, Concession 3, Township of Clarke, on June 15th 1985; AND FURTHER THAT the Reverend B. B. Harness , P.Eng. , Maintenance Engineer, Regional Municipality of Durham, requesting that Council pass a resolution dealing with the destruction of weeds, pursuant to the Weed Control Act be received; AND THAT the following resolution be passed by Council: "THAT this Council authorizes the publication of a Public Notice, regarding the destruction of weeds under the provision of the Weed Control Act of the Province of Ontario and directs the Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed in such a manner as they may deem proper and that the expenses incurred by the said Weed Inspectors in the discharge of their duties shall be placed on the Collector's Roll of this municipality against the respective parcels concerned and that such amounts shall be collected in the same manner as taxes under the Municipal Act. " AND THAT the Clerk' s Department publish the requested notice • in all of the newspapers serving the Town of Newcastle; AND FURTHER THAT Mr. Harness be advised of Council 's actions. Receive Administrator's Report Admin 32-85; • 2. Authorize staff to submit on behalf of the Town an application for the funding of Canada Day Celebrations; 3. Authorize the distribution of a Tenth Anniversary coin to each child participating in Canada Day Celebrations at the Bowmanville Museum; 4. Advise affected parties of Council 's action. Authorize staff to take the necessary corrective action to provide a potable water supply to the hall and municipal facilities with an upset limit of approximately $5,000.00; • 3. Provide the funds to make the necessary repairs from contingency account number 7007-298-X-9; and 4. Advise the Hampton Hall Board of Council 's actions. "CARRIED" • By-laws Resolution #C-290-85- Moved by Councillor Taylor, seconded by Councillor Woodyard THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time: 85-60 being a by-law to amend By-law 76-23, of the Town of Newcastle (Appointing persons as Inspectors for the Town of Newcastle) ; 85-61 being a by-law to amend By-law 77-33 of the Town of Newcastle as amended by By-law 84-17, and entitled a "By-law to designate an area in the Bowmanville Central Business District as an Improvement Area and to establish a Board of Management for the Bowmanville Central Business Improvement Area"; 85-63 being a by-law to dedicate certain lands as a public highway in the Town of Newcastle (Windsor Valley Place) ; 85-64 being a by-law to authorize payment of $3,000 by way of a loan to the Orono District Business Improvement Area for the Beautification of the Main Street in Orono; 85-65 being a by-law to authorize the execution of Supplementary • Agreement #13 with Ontario Hydro (Advancement of Improvements to the Bowmanville Memorial Hospital; Council Minutes - 9 - May 13, 1985 85-66 being a by-law to adopt the estimates of all sums required during the year for municipal purposes and to strike the rates of taxation for municipal purposes for the year 1985; 85-67 being a by-law to authorize the execution of an Agreement of Purchase and Sale with the Trustees of the Loyal Orange Association Hall Board - Tyrone.
