TOWN OF NEWCASTLE April 22, 1985 Minutes of a Regular Meeting of Council held on Monday, April 22, 1985, at 7:00 P.M. in the Council Chambers The Mayor called the meeting to order and led in prayer. Campbell Resolution #C-240-85 Moved by Councillor Hobbs, seconded by Councillor Cowman THAT the Minutes of the Meeting of April 9, 1985, be approved as corrected, and the following be added to Resolution #C-232-85: "or the equivalent amoLlnt of money." "CARRIED" Mr. Ken Hooper addressed Council relative to the mileage claim of a Town employee while on leave of absence. He presented copies of a letter addressed to him from E. M. Fleming, Assistant Deputy Minister of Municipal Affairs, which gave an explanation of the situation. He asked for answers to four questions: 1. Why and by whom had the date on the claim been changed; 2. The dates of the 4 occasions when the Chief Administrative Officer had called the claimant; 3. How had the calls been made; 4. Was the employee paid wages for services when called in and if not, why not. . . . That the Ganaraska Region Conservation Authority be requested to adopt the procedure as outlined on Attachment No. 1 to Staff Report PD-66-85 as the procedure for the handling of applications under the new regulation for lands within the Town of Newcastle; and 4. That the Ganaraska Region Conservation Authority be requested to consider the concerns expressed by the Town of Newcastle as outlined on Attachment No.2 to Staff Report PD-66-86; and . . . "CARRIED" Councillor Taylor declared a Conflict of Interest in By-law 85-55, and refrained from voting. Resolution #C-262-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the third and final reading of By-law 85-55 be approved. "CARRIED" Confirming By-law Resolution #C-263-85 Moved by Councillor Cowman, seconded by Councillor Hamre THAT leave be granted to introduce By-law 85-59, being a by-law to confirm the proceedings of the Council of the Town of Newcastle at this meeting held on the 22nd day of April 1985, and that the said By-law be now read a first time. .
