TOWN OF NEWCASTLE March 25, 1985 Minutes of a Regular Meeting of Council held on Monday, March 25, 1985, at 7:00 p.m. in the Council Chambers. Mayor Rickard called the meeting to order and led in prayer. Present Were: Mayor G. B. Rickard Councillor A. Cowman Councillor D. Hamre Councillor I. M. Hobbs Councillor M. Hubbard Councillor R. B. Taylor Absent: Councillor E. R. Woodyard (Due to Illness) Also Present: Chief Administrative Officer, D. Johnston Town Clerk. D. W. Oakes Deputy Clerk, G. Gray Treasurer, K. Campbell Director of Public Works, R. Dupuis Director of Community Services, T. A. Fanning Fire Chief, J. Aldridge Resolution #C-167-85 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the minutes of the regular meeting of Council, held on March 11, 1985, be adopted as read. "CARRIED" Fire Chief J. Aldridge introduced Miss Laura Russell of Lord Elgin School, and Master Shean Kennedy of Orono Public School, the winners of the poster contest for Fire Prevention. Mayor Rickard congratulated the winners and called on Councillor Hobbs to present each of them with a cheque for $25.00, a plaque, and Mementos from the Town. The posters will now be forwarded to the Durham Region Fire Prevention Poster Contest. Fire Prevention Officer H. Davey was also present. "CARRIED AS AMENDED" Resolution #C-171-85 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT Council concur with the requests and offer assistance. "CARRIED" D - 1 Resolution #C-172-85 . Royal Canadian Legion Moved by Councillor Hobbs, seconded by Councillor Cowman Sale of Tulip Bulbs THAT Council concur with the action being taken by the Legion and the correspondence be referred to the appropriate staff to see how many bulbs the Town can use, and report back to Committee. "CARRIED" D - 2 Resolution #C-173-85 Community Justice Week Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the correspondence dated February 25th 1985, from Mr. Jim Bradfield, Community Relations, Community Justice Week - Durham Region,c/o John Howard Society, 158 Harwood Avenue, South, Ajax, Ontario, L1J 2H6, requesting that the week of April 14th to 20th 1985, be proclaimed as "Justice and Youth" week in the Town of Newcastle be received; . AND THAT the request to have the week of April 14th to 20th 1985 proclaimed as "Justice and Youth" week in the municipality be approved; AND THAT the week be proclaimed in accordance with Town POlicy; AND FURTHER THAT Mr. Jim Bradfield be advised of Council's decision. D - 4 Goodyear Week . - 3 - March 25, 1985 Resolution #C-174-85 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the. communication (undated) from Mrs. H. Louise Aasen, Publicity Chairman, Town of Newcastle Block Parents, 20 Morgandale Crescent, Bowmanville, Ontario, L1C 3N9, requesting that Council declare the week of April 14th to 20th 1985, as "Justice and Youth" week in the Town of Newcastle, and as well, requesting that Council declare Friday, April 19th 1985 as "Block Parent Appreciation Day" in the Town of Newcastle be received; AND THAT Mrs. Aasen be advised of Council's decision respecting the declaring of the week of April 14th to 20th 1985 as "Justice and Youth" Heek; AND THAT the request that Friday, April 19th 1985 be declared "Block Parent Appreciation Day" in the municipality be app roved; AND THAT the day be proclaimed in accordance with Town Policy; AND FURTHER THAT Mrs. Aasen be advised of Council's decision. "CARRIED" Resolution #C-175-85 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the correspondence dated March 18th 1985, from C. E. Trim, Manager, Industrial Relations, Goodyear Canada Inc., 45 Raynes Avenue, Bowmanville, Ontario, L1C 1J3, requesting that Council designate the week of September 8th 1985 as "Goodyear Heek" in the Town of Newcastle and as well, requesting Council's permission to hold a parade on Saturday, September 14th 1985 be received; AND THAT the request to have the week of September 8th 1985 designated "Goodyear Heek" in the Town of Newcastle be approved; AND THAT the request for permission to hold a parade on Saturday, September 14th 1985 be approved; AND THAT copies of the correspondence be referred to staff with the direction that everything necessary be done to assist Goodyear Canada Inc., in making all of the events being held to celebrate their 75th anniversary a success; AND FURTHER THAT C. Appointments to the Ontario Traffic Conference for 1985 D - 6 - 4 - March 25, 1985 Resolution #C-176-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the correspondence dated January 1st 1985, (received March 15th) from B.M.S. Elliott, President, The Ontario Traffic Conference, 20 Carleton Street, Suite 121, Toronto, Ontario, M5B 2H5, advising that the municipality's membership fee has been paid and requesting that Council appoint six (6) representatives to the Conference, be received; AND THAT the Ontario Traffic Conference be advised that the Town of Newcastle has re-appointed the following persons for the year 1985: Mayor G. THAT the correspondence from Consumers Gas Company Ltd., Re Increase in Rates, be received for information. "CARRIED" Resolution #C-178-85 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the General Purpose and Administration Committee Chairman's Report of March 18th 1985, be approved, except for Items #5 and #14. "CARRIED" Councillor Taylor declared a Conflict of Interest in Item 5, as his son is employed by the Public Works Department. Meeting with The Honourable Sinclair Stevens, March 13th 1985 Appointments to Boards . 1. 2. That Report PD-46-85 be received; THAT the attached by-law authorizing execution of a Subdivision Agreement between Gatehouse HOldings Limited and the Town of Newcastle be approved; and That the Mayor and Clerk be authorized to execute the Subdivision Agreement between Gatehouse HOldings Limited and the Town of Newcastle at such time as an agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning. 3. "CARRIED" Resolution #C-183-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the recommendations in Report CD-11-85 be endorsed; and 1. THAT the appointments to Community Hall and Cemetery Boards for 1985, as listed on Attachment #1 to this Report be approved; 2. That the Secretary of each Board be so advised. "CARRIED" . . . "CARRIED" Resolution #C-185-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time: 85-29 being a by-law to authorize the release of the conditions of an agreement respecting Part 2, Plan 10R-708 (Darlington Industrial Estates) between the Town of Newcastle and Darlington Industrials Limited and Marilyn Carswell; 85-30 being a by-law to amend By-law 84-142, of the Town of Newcastle, entitled "A by-law to authorize the expenditure of $300,000 by the Newcastle Hydro Electric Commission and the issuing of Debentures for same."; 85-31 being a by-law to authorize the entering into of an Agreement with Gatehouse Holdings Limited and the Corporation of the Town of Newcastle. Resolution #C-188-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT leave be granted to introduce By-law 85-32, being a by-law to confirm the proceedings of the Council of the Town of Newcastle at this meeting held on the 25th day of March 1985, and that the said by-law be now read a first time. "CARRIED" Resolution #C-189-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the second reading of By-law 85-32 be approved. "CARRIED" Resolution #C-190-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the third and final reading of By-law 85-32 be approved.
