HomeMy WebLinkAbout09/14/1959 ~ A regular meeting of The Bowmanville Town Council was held on Monday, September 14th, at 8:00 p.m. in the Town Hall, Bowmanville. Councillors K. Nicks and L. Preston absent. All others were present. Mayor W.D. Carruthers in the Chair. Moved by Councillor K. Lathangue, Seconded by Councillor I. Hobbs, That the Council minutes dated August 10th, August 11th, August 18th, and September 8th, be and the same are hereby adopted. Carried. . DELEGATIONS . Mr. Gingell, a resident of the East Beach, presented to Council a sufficiently signed petition for water at the East Beach and requested the installation of same. Moved by Councillor I. Hobbs, Seconded by Deputy-Reeve Brough, That the petition be accepted and the necessary by-law and reports be prepared. Carried. Mr. John Kennedy of The Frank Cowan Insurance Company add- ressed Council and presented a report showing the schedule of insurance in effect at this time. Ie Moved by Councillor O. Presson, Seconded by Councillor A. Sturrock, That this report be referred to the Finance Committee. Carried. Moved by Reeve W.D. Higgon, Seconded by Councillor I. Hobbs, That the office equipment floater be increased to ~20,000.00 and that the Municipal equipment floater be increased to $38,820.00. Carried. Mr. W. Abernethy presented a proposal to Council regarding the opening of a road way. Moved by Councillor I. Hobbs, Seconded by Councillor O. Presson, That this be referred to the Planning Board. Community Memorial Arena letter dated August 31st. "The Arena Management Committee have instructed me to write requesting that a Police Officer be on duty at the Arena on Friday evenings between the hours of 7:30 to 8:30 and again at 9:30 to 10:15 p.m. This not only controls the traffic but ensures the safety of the younger children at this very busy time, Your attention to this matter will be greatly appreciated." Moved by Councillor K. Lathangue, Seconded by Councillor O. Presson, That this be referred to the Police Committee, Carried, 5. Community Memorial Arena letter dated August 31st. "Please find attached a letter which we received from the Bowmanville Ratepayers Association. As this is a matter for Council, we are forwarding this letter to you." . Ratepayers Letter: I have been instructed by the Executive of the Bowmanville Ratapayers Association regarding the opening on the Arena Committee. We request that a member of our Association be permitted to be on this committee. Please reply as soon as possible. Moved by Councillor O. Presson, Seconded by Councillor A. Presson, Seconded by Councillor K. Lathangue, That the mover be granted leave to introduce a by-law to regulate the use of fire-arms in the Town of Bowmanville. Brough, That the mover be granted leave to introduce a by-law to borrow $343,500.00 upon debentures to pay for the construction of an addition to the Sewage Treatment Plant. Brough, That the Committee now rise and report favourable to Council on the following by-laws discussed in the Committee of the Whole. 1. Appoint Deputy-Clerk. 2. Fire-Arms By-Law. . Third Reading; Moved by Councillor I. Hobbs, Seconded by Councillor K. Lathangue. That By-law to appoint a Deputy-Clerk be now read a third time, passed and numbered By-law No. 1735. Carried. Moved by Councillor O. Presson, Seconded by Councillor A. Sturrock, That By-law to regulate fire-arms in the Town of Bowmanville be now read a third time, passed and numbered By-law No. 1735. Carried. NEW AND UNFINISHED BUSINESS .. Request Town to pay for incinerator. Moved by Councillor O. Presson, Seconded by Councillor A. Sturrock, That this be referred to the Board of Works Committee. Carried. School Debenture - $200,235.00 Clerk requested ~rmission from Council to obtain a legal opinion of this by-law instead of going to the Municipal Board for validation and also requested permission to obtain quotat- ions for the sale of these debentures. Moved by Councillor A. Sturrock, Seconded by Councillor O. Presson, That permission be granted. Carried. Moved by Deputy-Reeve J. Brough, Seconded by Councillor I. Lathangue, Seconded by Councillor I. Hobbs, That this be referred to the Board of Works. Carried. Salk Vaccine Free Shots . Moved by Councillor I. Hobbs, Seconded by Deputy-Reeve J. Brough, That the Clerk investigate the possibilit~es of obtaining these shots for the citizens of Bowmanville. Carried. Moved by Councillor I. Hobbs, .
