The Canadian Legion letter dated April 24, 1959,
I have bc,en instructed by the Executive of our Legion Branch
to forward t;lis letter to you, the Town Council in order to
ascertain if a hearing could be orranged at a future Council
meeting regarding the qUEstion of inscribing the names of the
fallen of this community who p'licl the s'-1prc:m: s:'crifice during
th,e war of 193G - 45 on thu Town Cenotaph.

We would also like to bring to your attention the setting of
the date by the Council for the coming Decoration Day at
Bowmanville Cemetery.

Mrs. Wilson addressed Council asking various questions regarding
the garbage dump, in the south ward, side walks on Simpson Ave.,
cost of Dog Pound, Industrial Cormnission,:::r , when the n.w
industry is coming to town and her cu~stions were answered by
Reeve W. Higgon, Deputy-Reeve Brough, Board of Works superintendant
and other Council members.

7. Letter from the City Clerk, City of London dated April 22,
I hereby certify that the Municipal Council of the Corporation
of the City of London, at its session on Epril 20, 1959, adopted
the following resolution, namely,
Whereas the Council of Municipali ticcs throughout Ont'irio
are required to provide moneys for various municipal bodies and
purposes, such as Board of Commissioners of Police, Library
Boards, parks and playgrounds Boards of Education and Suburban
Roads.

And whereas the taxation base is very restricted a:Jd lEaves
the Councils with almost no sources for their revenue, other
than real property and business assessments:

Therefore Be It Resolved, that, for the purpose of glvlng
the Councils which arc responsible for raising the funds for
such purposes a greater degree of control over the expenditures
oE such bodies and for such purposes, the ProvincLJ 1 Government
be respectfully requested to consider providing, by general
legislation, that the Councils of the Municipalitias of Ontario
shall have a degree of control over the budgets of Police.
CO~~issions, Library Boards, Boards of Education and over park
playgroud and suburban road expenditures: that the Association
of Ontario Mayors and Reeves be respectfully requested to endorse
this resolution: that the local representatives in the
Provincial Legislature be requested to give the matter their
support and that the other cities and Towns throughout Ontario
be also requested to give the matter their support.

of debenture issue. In view of the gravity of tho problem of
overcrowding that is facing the Board, would you be good enough

thoughts of the Board and discuss the urgency of the situation?
