A regular meeting of the Council of the Town of Bowmanville was
held in the Council Chambers of the Town Hall at 8:08 P.M. on
the above mentioned date.
All members present.

Correspondence
1. Lions Club letter dates Jan. 16th, 1959.

I have been directed by the Bowmanville Lions Club to write Council
requesting a grant from the Town equal to the taxes of the Lions
Community Centre.
A reply regarding this decision will be appreciated at your
earliest convenience.

Town of Timmins letter dated Jan. 23rd, 1959.
The Council of this Municipality has been requested by Local
Service Station operators to limit the number of Service Stations
in the Municipality.

Could you please advise whether such a By-Law is in existence
in your minicipality and if so, would it be possible to obtain
a copy of the same.

3. Consumer's Gas Company letter dated Jan. 9th, 1959.
The Consumer's Gas Company and its subsidiary companies have formed
an Industrial Development Department. This department is designed
to assist the communities in our franchised area to obtain new
industry, and in other community development projects that may
be desired in their areas. To assist us in this project we retain
the Fantus Factory locating service who have been active in this
-field for the past 3$ years.

It is our intention this year to run a series of ads in the most
prominent business magazines. These ads will be designed to
present a picture of each area within our franchise. To assist
us in this, we would like to enlist your aid in obtaining a list
of names and addresses of all your Chamber of Commerce secretaries.

and any assistance you can render us to meet this deadline wIll
be greatly appreciated;

4. Cream of Barley Park letter dated Jan. 13th, 1959.
I would appreciate it if the Council would review the Trailer
Park By-Law as the $10.00 per month tax now levied is out of line
with other towns, we can~ot compete with other parks and still
make adequate nrofit. For instance in the Town of ~fuitby; our
nearest and main comnetition, a Town tax of $1.00 per week is
levied for each standing trailer ( this includes garbage pick-
up and sewer service according to the clerk's office in Whitby.)
As our business is seasonal and dependent on the weather we can
not operate as a park without a sure income to back us up in
case of bad weather. We have the room and facilities for large
lots and I am sure we would have ~ery little difficulty in getting
good tenants in attractive trailers if we could compete with
~ other parks.

5. Village of Port Credit letter dated Jan. 13, 1959.
At the meeting held at the Village of Port Credit on October 15,
1958, a resolution was passed requesting the municipalities
interested in the solution of lake pollution were requested to
ask the several municipalities conuerned to appoint a representa-
tive to attend a future meeting in this connection.

I have been directed by the Chairman appointed at that meeting to
a~vise you and through yon your Council that this meeting will
be held in the Canadian Legion Hall, #8 Elizabeth Street, North
Port Credit on Wednesday February 11th, 1959, at 7:30 P.M.
The Port Credit Council invites your representative to a dinner
at this time with discussions to follow regarding the future policy
of this organization. A representative from your Public Utilities
Commission or Board of Health may include in this invitation.
Kindly forward to me at the above address the name or names of
the representatives from your municipality. Thanking you in

6. Traffic Advisory Board letter dated Jan. 22nd, 1959.
At our last meeting January 14, 1959 the Traffic Advisory Board
decided that since some safety work would be expected from it as
well as recommendations to traffic problems, it would require
some funds to cover the cost of safety films.
Accordingly we are asking Council for a busget of ~100.00 to
cover the cost of sa~ety work for 1959.
7. Bowmanville Planning Board letter dated Jan. 19th, 1959.
As rer section 7 (1) of the Planning Act, 1955 Chapter 61, as
amended, Planning Boards shall submit to their f1unicipality,
annually, ~heir estimate of their financial requirements for the
ensuing year.
We estimate that our financial requirements for the Planning
Board will be $1000.00.
This amount includes the annual fee of the Planning Board for
membership in the Oshawa Regional Board.
8. Bowmanville Public Library letter dated Jan. 19th, 1959.
It is respectfully requested that you grant the Bowmanville
Public Library Board a sum of money amounting to eighty-five
cents per capita.
This amount, approximately $6000.00 will allow the Library tG
function in a reasonable manner because we have budgeted for a
loss of $1600.00 for 1959.

9. Bowmanville Memorial Hospital letter dated Jan. 24th, 1959.

Your Hospital Board would like to request, that when work is
being done on the Town's lighting systeLl, some consideration
be given to the placing of 80re lights around the Hospital,
we believe that some Mercury Vapor lights would make a big
difference, and make it easier for visitors to find their way
into the Hospital.
The chairman of our property Co~~ittee Mr. Dave Higgon and of
the grounds committee Mr. J. Stutt, would be pleased to assist
in any study of the situation.

Reports
1. Burglary Insurance
I would recommend that a basic amount of $2,000.00 be carried with
a specific excess amount of $10,000.00 on taxes; I would also
recommend that this coverage be incorporated in one policy along
with the Town's Fidelity Bonds. This keeps the number of policies
you have to handle to a minilUm. It also provides that the Insurance
Will run out at the same time as the Town's Insurance Programme
is reviewed each year, that is July 15th, 1959 and it will give
the Town Council an opportunity to review the amount of Burglary
Insurance required when the Town's entire Insurance is being
reviewed.
I sh.ould point out that there is one further advantage in having
the Bond and Burglary in one policy. Frequently, there is some
question as to whether a money loss is a Bond loss or a Theft
loss, When all of the coverage is provided under one policy the
Compan.!' has to pay anyway and one Company can't pass the buck to
another Company. The cost of adding the recommended amount of
insuranc~ to the Towns Fidelity Bond is $106.49.

E. In paragraph seventeen the following will be added "who is
not a resident of Bowmanville?"

Letter dated January 19, 1959.
As you have been made aware in many ways, a serious outbreak
of rabies has been experienced in the United Counties during
the last ten months. In fact, it has been so serious that we have
had 239 laboratory proven cases to date, and 34 of these cases
were in dogs and cats, som~ of which had been properly vaccinated.
In August, the Canadian Department of Agriculture, Health of
Nnimals Division, recognizing the gravity of the situation,
proceeded with a program of vaccination in Durham County of all
pets (dogs & cats) free of charge in an effort to place a protective
barrier between humans and wild animals, especially the fox.
Beginning February 2, the same program will be carried out in
Northumberland County.

This vaccination of pets is one step in the over-all Rabies'
Control program, but the most important step, and one which
your Council must consider is the formulation of a by-law to
control all dogs and eliminate strays.
It is with this in mind that the United Counties' Rabies' Contrel
Committee are presenting to the Council a by-law for the licensling
controlling, impounding and elimination of pets. This by-law
is being presented in the hope that with your approval accept and
pass it without undue delay or alterations.
May w~ have your serious consideration of a very iulportant subject
Granted, there will be opposition to control measures, but surely
it would be easier to face this opposition than to face the
indignation which would be inevitable if someone in the Counties
were to be unfortunate enough to die of the disease.

Appointment of Dog Control Committee.

Bowmanville Memorial Hospital letter dated February 2, 1959.

During the discussion Friday evening, January 30, 1959, it was
the consensus of opinion of those present, that the fairest
met,od of financing the addition Has on :'.n ASscssm2nt Basis.
As the Town of Bowmanvillc has 41.31% of the total assessment
of the four municipalities involved; Bowmanville's share of
the revised total of $424,214.00 amounts to $175,243.00. In
the event a larger grant is received from the United Counties
than we estimated, or grants are received from other sources;
the amount required from each municipality will be reduced
correspondingly.
In accordance with Section 386, Faragraph 29 of the Municipal
Act; it was decided to reouest each municipality to issue
their own debentures.
We would much appreciate you referring this matter to your next
council meeting and letting us know your decision as quickly
as possible.
