All others present. Mayor W. Carruthers in the Chair. ADOPTION OF MINUTES. Moved by Con. Fice, Seconded by Con. Presson, That the Council Minutes dated November 7th, as printed, be and the same are hereby adopted. carried. CORRESPONDENCE 1. Durham County District High School Board - December 1/60. "Bert Parker's appointment on the Board expires in December, 1960, If your Council approves, we would be pleased to have him for a further term, 1961-62-63. . According to my file, Alan Strike is appointed to the end of 1961 and Alex NcGregor to the end of 1962." Moved by Deputy-Reeve Hobbs, Seconded by Con. Lathangue, That the above recommendation be approved, and Mr. Parker be appointed for the period 1961-62-63L carried. 2. W.T. Dempsey, P. Eng., Oshawa - December 1/60. REi Unoccupied Building at 1 Division Street. "Following our inspection of the above noted building on Wed- nesday, November 30th/60, I wish to report my observations and conclusions as follows:- The stone in the foundation wall is cracked and spalled and the mortar has lost its strength and crumbled. As a result, stones have fallen out of the wall and, over large areas, the foundat- ion can be considered as a pile of loose stone rather than a bonded masonry wall. There are cracks in the brick walls and, in the rear wall par- ticularly, the brick is badly spalled and over rather large areas the exterior width of brick has fallen out of the wall. In the interior, all of the .~oden posts or columns which were inspected were rotten at the base and the beams and joists app- eared to be affected by dry rot. Certain of the roof trusses are sagged to a degree which indicates dangerous overloading or a partial failure due to rotting of the timber at truss joints. The weak foundation wall, in itself, is not likely to cause total collapse of the building without previousWl.rning signs such as the opening up of large cracks in the brickwork. How- ever, the walls are weakened by the large window openings and because of the inadequate support of the foundation walls, a high wind or heavy snow load might cause a sudden and complete collapse of the entire bUilding. . e . . . . / - 2 - W.T.Dempsey (cont'd.) Total collapse could also result from a failure of the floor system or roof trusses with the fallin~ timbers dragginp, the walls down. In my opinion, the building is structurally unsafe and in, its present condition, presents a serio~s hazard to persons using the adjacent streets. It Cost ;~15. 00 Moved by Con. Mr. Annis was in attendance at the meeting and infornled Council that he intends to remove this building and he will put it in a safe condition until it is removed. REPORTS OF COMMITTEES.
