A regular meeting of the Bowmanville Town Council was held
on Monday, November7th, at 8:00 p.m.
All members present. Mayor Carruthers in the Chair.
Moved by Reeve Little,
Seconded by Deputy-Reeve Hobbs,
That the Council Minutes dated October 3rd, and October 17th,
as printed, be and the same are hereby adopted.

CORRESPONDENCE
1.
County Clerk-Treasurer, County of Peel - October 2oth/60.
"Enclosed you will find a resolution passed by the Council of
the County of Peel, requesting additional grants for hosp~tal
construction from the Dominion and Provincial Goverm,lents.
Would you please present this resolution to the next meeting
of your Council, and notify this office of the action taken.
If your Council endorses this resolution, would you please
notify the Minister of Health and 11lelfare of the Government
of Canada; the Minister of Health of the Province of Ontario;
The Canadian Federation of Mayors and Municipalities and the
Ontario Mayors and Reeves Association and the Ontario Hospital
Association. II

"Whereas costs of Hospital Construction continues to remain high;
And whereas the grants towards hospital construction presently
being paid by the Dominion and Provincial Government are wholly
inadequate;
And whereas local municipalities either individually or as a
body are faced with providing the major portion of funds not pro-
vided by Grants by Grants from the Dominion or Provincial Govern-
ments;
And whereas the local municipalities are limited in the manner by
which funds may be raised through taxation:
Now therefore be it resolved that this County request the Dominion
and Provincial Governments to review immediately the question of
Hospital financing with a view to either increasing grants or
providing funds by some other means:
And be it further resolved that copies of this resolution be for-
warded to the ~Unister of Health and 'vVelfare of the Governlnent
of Canada, the Minister of Health of the Province of Ontario, Mr.
John Pallett, M.O., Mr. \~. Davis, M.P.P., all municipal governments
in the Province of Ontario, the Canadian Federation of Mayors and
Municipalities, the Ontario Mayors and Reeves Association) and the
Ontario Hospital Association:
And be it further resolved that all municipal bodies be asked to
fully support this resolution and advise the Minister of Health
and Welfare of the Dominion of Canada, and the Minister of Health
of the Province of Ontario of their support."

1. Land Rental

Population
This Council was advised that the population of the Town of Bo\~an-
ville is now 7308; an increase of 105 ~ver last year.

Entrance to Town Hall
The problem of enterin~ the Town Hall at night was discussed as
it was mentioned that at times all the doors were locked. and
people have to wait to get into the Town Hall.

That this be referred to the Public Property with the
suggestion that all doors be left open until a reasonable time,
preferably 8:00 or 8:15 p.m.

4. Moving Board of Works Office to First Floor.
Moved by Con. Presson,
Seconded by Deputy-Reeve Hobbs,
That the Clerk check with the Central Lake Ontario Conserv-
ation Authority to see what committments we have made regarding
the office vacated by the Bell Telephone Company.

5.
Remembrance Day.
Moved by Deputy-Reeve Hobbs,
Seconded by Reeve Little,
That the necessary advertisement be placed in the paper and a
wreath be purchased for this day, which is Sunday, November 13/60.

6. Christmas Lighting. Main Street.
It was brought to the attention of Council that the Merchants are
desirous of installing additional decorations on Front Street, and
are wondering if the Town could supply some men to erect these
decorations. Con. Hughes suggested that the Public Property would
accept ~150.00 towards the cost of labour.

That the Works Department supply the men and that we accept
the generous offer of the Public Property Committee in the amount
of $150.00

7. Police Arbitration Decision.
All Council members were given a copy of this decision for their
records.
