Moved by Councillor Nicks, Seconded by Councillor Lathangue, That the mover be granted leave to introduce a by-law to govern and regulate the finances of the To\~ of Bowmanville for the fiscal year ending December 31, 1960. Said by-law be now read a first and second time. Nicks absent, all others present. l\layor W. Carruthers in the Chair. DELEGATIONS Mr. O. Fagan appeared before Council enqulrlng as to how the Lions Centre was operating and what exemption they had received from the Town. His Worship, Mayor Carruthers answered Mr. Fagan's enquiries. Carried. 2. Bowmanville Fublic Utilities He: Hydrant Rental Charge. Moved by Councillor Lathangue, Seconded by Councillor Presson, That this be received and filed. Carried. 3. City of Kitchener Letter dated r1arch 10th, 1960. "This is to advise you that the Council of the Corporatiol of the City of Kitchener, at a regular meeting held on March 7~ 1960, unanimously passed the following resolution:- "VfHEHEAS, the Municipal Public Library is considered an educational institute for the use, benefit and educational ad- vancement of the citizens of the l\\unicipality: AND WHEREAS, Public Libraries are constantly being re- quired to provide library services for the public is greatly in excess of what the existing facilities were designed to accom- modate: r- . . . e . . . 4"'4, .. 2 .. 3. AND WHEREAS, in the interest of the educational advancement of persons making use of library facilities, Municipalities are being requested by Public Library Boards to provide library fac- ilities desi~ned to meet the increased demand for such library services: THl<;REFORE BE IT ;u,;SOLVED TEAT the Frovincial Government be requested to enact the necessary legislation under the Fublic Libraries Act to provide that MunicirJ,lities erecting Public Library Buildings be entitled to receive a grant from the Province of Ontario substantially in excess of the present provincial grant paid to Municipalities towards the cost and construction of Public Library Buildings; AND FU!lTHER T:UT a copv of this resolution be forwarded to the Premier of Ontario, The'Provincial Treasurer, The Ontario Mayors & Reeves Association and other cities and towns be request- ed to endorse this Resolution;" 4. "At the regular meetinG of the BovlYnanville Public School Board, held on Ma~ch 10, 19$0, it was decided that additional accommodation is needed at the Central nlblic School. The Board passed a motion to build a two room and basement addition on the southeast corner of the existing building - the construction is to be similar to that of the present building~. To date, we have no drawings or plans of any shape, however, we believe the cost shoulD be in the neighbourhooci of $50,000.00 Today, we have written to i~r. McEwen, Inspector of Public Schools asking him to start the necessary procedures to get the Depart- ment of Education's approval. We would appreciate it if Council would give their approval to the project as soon as possible, as the new building will be needed for September 1, 1960". Petition for Garbage Collection from residents of the Cove Road, West Beach, Bowmanville, Ontario, dated Harch 9th, 1960. Moved by Councillor Stevens, Seconded by Councillor Lathangue, That this be referred to the Board of '.Iorks meeting. Carried. 6. Minister of Planning Developrlent - Re: Jkl()>3:ltion rGgarding Central Lake Ontario Conservation Authority proposal to build a park near Brooklin. His Worship, Mayor Carruthers explained to Council what had taken place at the meeting held with the Minister of Planning Development. . "Vie the Ladies' Auxiliary to the Canadian Legion request your permission from Council to hold a tag day in aid of the Navy League, Tag Day to be held the latter part of I'lay." Moved by Reeve Little, Seconded by Councillor Lathangue, That permission be granted. Carried. 8. Offer to Purchase corner of Liberty and Base Line - $750.00 Moved by Reeve Little, Seconded by Deputy-Reeve Hobbs, That this be referred to the Board of Works meeting. Carried. REPORTS Dog Control Report A meeting of the Dog Control Committee was held on Thurs- day, March 17th, 1960. at 4:00 p.m. The following members present: J'Ilayor U. Carruthers, Counc- :llors W. Fice and d. Stevens. This Committee has suggested that an advertisement should be placed in the paper outlining the hours in '-1hich the Dog Control Officer ~ill be in his office as follows: Monday - Friday - 8 a.m. - 9 a.m. 4 p.m. - 5 p.m. - 8 a.m. - 10 a.m. - Call MA 3-3335 for inFormation. Saturday Other hours The question of assisting Newcastle on their Dog Control problem was also discussed and it was decided if we requested a retainer of ;}25.00 per month, plus ;~5.00 per call, it wo,~ld be sufficient to cover any expense incurred by this Department. This arrangement could be terminated by either party on one month's notice. Meved by Councillor Stevens, Seconded by Councill~r Fice, That the above report be adopted. Carried. Suggested Agreement with Darlington Townsh~: de: Outside fires. The following is a suggested new agreement with the Town- ship: Retainer Fee - $1500. per year. First Hour or any portion thereof - ~~12 5.00 For each additional hour or portion , thereof - ~ 35.00 Chimney & Grass Fires - j~ 75.00 This agreement to be dated January 1, 1960, and to run for a period of one year at .,hich time negotiations will be re- opened.
