REPORT # 2
Mayor Rickard and Members of Council:-
The following is a report of the Planning and Development Committee Meeting held
on September 28 1981:
1.
Group Homes
It was recommended to Council that:
1) Report P-160-8l be received.
2) The draft zoning by-law amendments attached to this report be forwarded
to Council for approval: See by-laws 81-152, 81-153, 81-154, 81-155.
3) The draft by-law to register Group Homes under Section 386a of The
Municipal Act be forwarded to Council for approval. See By-law 81-156
4) Mr. Sam Gust be advised that his application for rezoning has been considered
in conjunction with staff's review of Group Homes and has been dealt with
through incorporation within the draft by-law amendments referred to by
recommendation 2) above.
5) The Regional Municipality of Durham Social Services Department and the
Local Social Planning Council be advised of the Town's actions.
2. Newcastle Village Urban Area Plan
It was recommended to Council that:
1) Report P-15l-8l be received.
2) Staff be authorized to hold two (2) public meetings to present the
revised draft Newcastle Village Urban Area Plan to the public. Tentative
meeting arrangements are as follows:
Time: 8 p.m.
Place: Newcastle Village Hall Auditorium
Dates: October 21 1981
October 28 1981
3) Copies be sent to the Newcastle Business Improvement Area for information
and they be advised of the dates of the public presentations.

Site Plan S-P-2-26 - L & L Tool
It was recommended to Council that relative to Site Plan S-P-2-26, L & L Tool Ltd.
part of lot 10, B.F. Concession, Bowmanville:
D Report P-165-8l be received
2) The attached Site Plan Agreement between the Town of Newcastle and
L & L Tool Ltd. be executed.
3) The Clerk be directed to prepare a by-law for the purpose of authorizing
the execution of the attached Site Plan Agreement for submission to and
consideration by Council at its meeting of October 5 1981. See By-law 81-157.

Subdivision l8T-8l008 - Danarus Management Ltd. S-A-3-l3-6
It was recommended to Council that:
1) Application for Plan of Subdivision Number l8T-8100 8 be accepted as
a formal application; and
2) The Region of Durham be advised that the Town of Newcastle recommends
draft approval of Application for Plan of Subdivision Number 8lT-8100 8
subject to the conditions in Report P-167-8l.
5. The minutes of the meeting of the Committee of Adjustment, held on September 9 ,
~ 81 were received for information.
