The following is a report of the IlEeting of the Planning and fuvelopment Comni ttee
held on May 11, 1981:
1.
Re2l:.llling Z-A-2-8-2 (Mrs. S. Hanan) King & lmrbert Streets Bo.vmanville
It was reconrnended to Council that Report P-87-81 be received, the applicants be
advised that the Town of Newcastle will consider approval of a Special Condition by-law
to penni t the use of the prcperty for business offices subject to the applicant
entering into a Site Plan Agreement and the applicants be requested to advise 'Ibwn
staff of their intentions in respect of the subject application.

S-P-1-9 - Bo.vman
Construction Ltd.
It was reconrnended to Council that Report P-84-8l be received, the attached Site Plan
Agreement, part of lot 29, Concession 1, former Townshipaf Darlington, Bowman Construction
Limited File S-P-1-9 be executed and the Clerk be directed to prepare a by-law for the
purposes of authorizing the execution of the attached development agreement for submission
to and consideration by Council at its IlEeting of May 19, 1981.

NEWtonville fuvelopment Plan
It was recomnended to Council that Report P-85-8l be received for infonnation and a copy
be forwarded to T. J. Huzar in reply to his letter of March 26, 1981.

S-P-l-ll - Misener Beverages Ltd. Part of lot 30, Concession 1, Thlrlington
It was recoomended to Council that Report P-88-81 be received, the attached agreement
be executed and the Clerk be directed to prepare a by-law for the purposes of authorizing
the execution of the attached development agreement for submission to and consideration by
Council at its IlEeting of May 19, 1981.
5.
Rezoning Z-A-1-1-7 (Marwald Agricultural Resources Ltd.)
It was recomnended to Council that Application for rezoning Z-A-1-1-7, part lot 6,
Concession 1, former 'Ibwnship of Darlington, Marwald Agricultural Resources Ltd. be
approved and the attached by-law be forwarded to Council for approval at such time as the
applicant has executed a fuvelopment Agreanent, the said Agreement to be fOl:warded to
Council with the attached by-law.
6.
Group Hanes
It was recomnended to Council that Report P-9G-8l be received and the Planning and
Development Ccmni ttee of Council convene a IlEeting with the Regional Social Services
professional staff to discuss possible amendments to the Restricted Area by-laws for
the Town of Newcastle to recognize existing Group Homes and provide a procedure by which
new group hane proposals may be evaluated and the fuputy Clerk be requested to arrange
for the joint IlEeting with the Regional Social Services professional staff.

7.
Carrni ttee of Adjustloont Minutes
It was reCO!l'llEnded to Council that the minutes of the meeting of the Carrnittee of
Adjustloont, held on April 22, 1981 be received for information.
8.
Terms of Reference for Study of Administrative Facilities
It was recOllm3nded to Council that they authorize:
1) the undertaking of "A Study of the Administrative Facility
Requirements of the '!'aNn of Newcastle" according to the Terms
of Reference prepared for the study;
2) a Technical Review Carrnittee to administer the "Study of the
Administrative Facility Requirements of the '!'aNn of Newcastle"
according to the Terms of Reference prepared for the Cbmnittee;
3) the Technical Review Ccmnittee to, on behalf of Council, invite
proposals for the conpletion of the Study fran the list of
Consulting Architects included on the attachment to Report P-92-81
to review same and make further recoomendations in respect of
engaging a particular consultant, with a view to having the study
CO!l'IIEnce in the first week of July as specified in the Terms of
Reference.
