REPORT II 2
Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Planning and Development Committee
held on April 27, 1981.
1.
Rezoning Z-A-3-6-8 Salco Sand & Gravel (Eastern) Ltd.
It was recommended to Council that:
1) Report P-66-8l be received.
2) The necessary authorizing by-law be passed to permit execution of the attached
Development Agreement.
3) The attached amendment to Restricted Area By-law 1592, as amended be forwarded
to Council for approval. (See By-law 81-51)
4) Copies of the approved Development Agreement and Zoning By-law be forwarded to
the Ministry of Natural Resources for information and the Ministry be advised that
the Town of Newcastle has no objection to the issuance of a Licence to Salco Sand
& Gravel (Eastern) Ltd. for aggregate extraction.
2. Ontario Neighbourhood Improvement Program
It was recommended to Council that:

The Clerk be requested to advise Mr. J. F. Brown, Director Community Renewal Branch,
Ministry of Housing that the Town of Newcastle will not be making an application to
the Ministry for "O.N.I.P." in 1981.
A copy of the Clerk's letter to Mr. Brown be forwarded to Ms M. Puff, Provincial-
Municipal Secretariat, Ministry of Intergovernmental Affairs, for information.

Proposed O.P.A. 80-56/D - Sceptre Management Services Limited
It was recommended to Council that:
1) Report P-68-8l be received.
2) The Region of Durham be advised that the Town of Newcastle has no objection to the
proposed amendment to the Durham Regional Official Plan as appended to Regional
Planning Commissioner's Report 8l-87(Revised)
4. Possible Non-Profit Senior Citizens' Housing Project - Cean Investments
It was recommended to Council that:

Report P-69-8l be received.
Mr. Zygocki be advised that it would be appropriate for him to contact the
Canadian Order of Foresters and the Dutch Reformed Church as to the possibility
of undertaking a private non-profit senior citizens' housing project.
Copies of this report be forwarded to the Canadian Order of Foresters and the Dutch
Reformed Church groups for their information.

5.
Rezoning Z-A-2-l3-3 ( E. Gingell)
It was recommended to Council that:
1) Report P-70-8l be received.
2) Application for rezoning, file Z-A-2-l3-3, affecting part of Lot 9,
Broken Front Concession, Town of Bowmanville be not approved at this time.
3) Said application be reconsidered by staff at such time as the applicant
satisfies the requirements of the Central Lake Ontario Conservation
Authority and the Regional Municipality of Durha~.
4) The applicant be so advised.
6. Rezoning Z-A-9-2 (G. Gerrits)
It was recommended to Council that:
1) Application for Rezoning Z-A-1-9-2 be approved. (Part Lot 25, Conc. 3 Darlington)
2) Attached by-law be forwarded to Council for approval. (See By-law 81-52)
3) The Region of Durham be advised of Council's action.
7. Energy Conservation

It was recommended to Council that Report P-78-8l, Energy Conservation - Planning Grants,
be received for information and Staff consider it for 1982 Works Program.
8.
Planning Directors' Conference
Report P-80-8l was received for information and forwarded to the Finance and Administration
Committee for approval.
9.
Planning Department Activities January - March, 1981
It was recommended to Council that Report P-8l-8l, Activities of the Planning
Department January through March, 1981, inclusive, be received for information.
10.
Courtice Heights Development l8T-76027, l8T-76048
It was recommended to Council that Report P-73-8l(Revised) be received and the following
resolution be forwarded to the Ontario Municipal Board:
"The Town of Newcastle respectfully requests the Ontario Municipal Board to, in
future, advise the Municipality of any requests to extend the period of draft
plan approval on subdivision plans l8T-76027 and l8T-76048 in order that the
Town may advise the Board as to the appropriateness of such extensions".
and a copy of the report be sent to the Honourable Claude Bennett, Minister of Housing.

11.
Proposed Subdivision Agreement - Romney Mead S-D-3-12-1
It was recommended to Council that Report P-76-81 be received and the attached
subdivision agreement for the East Woodbridge Developments proposed plan of
subdivision number 18T-19720 be executed by Council pursuant to by-law 80-154
of the Town of Newcastle.
12.
Proposed Subidivision Agreement - Rills of Liberty North 18T-77123 -S-D-1-8-1
It was recommended to Council that Report P-77-81 be received and the attached subdivision
agreement for the East Woodbridge Developments proposed plan of subdivision 18T-77123
be executed by Council and the Town Clerk be requested to prepare a by-law for the
purpose of authorizing the agreement, to be presented to the Council meeting of May 4, 1981.
13.
Minutes of Committee of Adjustment
It was recommended to Council that the minutes of the meeting of the Commitee of
Adjustment held on April 8, 1981, be received for information.
