Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Planning and Development Committee
held on February 16, 1981:
1.
Rezoning Z-A-1-12-4 - (B. Faber)
It was recommended to Council that Application for Rezoning Z-A-1-12-4, part of lot 18,
Concession 5, former Township of Darlington (Mrs. Bonnie Faber) be approved and the
attached by-law be forwarded to Council for approval at such time as the applicant
has executed a Development Agreement, the said Agreement to be forwarded to Council
with the attached by-law.
2.
Rezoning Z-A-3-3-5 (Zosik)
It was recommended to Council that application for rezoning Z-A-3-3-5, part of
lot 29, Concession 3, former Township of Clarke, 394256 Ontario Limited (Mr. H. Zosik)
be approved, report P-34-8l be received and the attached by-law be forwarded to Council
at such time as the required site plan agreement has been executed.
3.
Appraisal of Lands for calculating Cash-in-lieu
It was recommended to Council that the current procedure for appralslng lands for
calculating cash-in-lieu, as outlined in report P-36-8l be endorsed and the
Committee Secretary advise Mr. Zygocki that the Town will proceed under the
current procedure and, in accordance with this procedure, Mr. Zygocki be requested
to forward the letter of undertaking described in the correspondence of January 2,
1981 between the Town Manager and Mr. Zygocki, directly to the Director of Planning.
4.
Burketon Parkland Requirements
It was recommended to Council that Report P-38-8l, Burketon Parkland Requirements -
Background information - be received for information and referred to the Treasurer
and Director of Community Services.
5.
O.P.A. 75-29/D - Brooks Lovell McLellan
It was recommended to Council that Report P-40-8l relative to Proposed Official
Plan Amendment 75-29/D (Revised), part of lot 3, Concession 4, former Township of
Darlington (Brooks Lovell McLellan) be received and the application denied.
6.
Rezoning Z-A-3-5-7 - P. Irwin
It was recommended to Council that Report P-4l-8l relative to rezoning Z-A-3-5-7
part of lot 29, Concession 4, former Township of Clarke (P. Irwin) be received and
the applicants advised that the Town of Newcastle will consider approval of the
attached Special Provision By-law recognizing the existing use of the property,
subject to compliance with the requirements of the Ministry of Transportation and
Communications in respect of access and requested to advise Town Staff of their
intention in respect of the subject application. The applicants also be advised
that a site plan agreement must be executed with the Town prior to the rezoning.

7.
It was recommended that the Minutes of the Committee of Adjustment
for January 28, 1981, be received for information.
8.
Special Purpose Commercial Courtice - File 3.1.1
It was recommended to Council that report P-37-8l relative to the Courtice Special Purpose
Commercial Areas be received and staff be authorized to proceed with the circulation
of the draft by-laws and development plan amendments and to convene a meeting to
respond to any issues or concerns which may be identified during circulation.
