HomeMy WebLinkAbout01/19/1981 . . . REPORT # 2 Mayor Rickard and Members of Council:- The following is a report of the meeting of the Planning and Development Committee held on January 19, 1981: 1. By-law 80-80 - Township of Scugog It was recommended to Council that By-law 80-80, Township of Scugog be received and filed. 2. Courtice Staging - File 2.2 It was recommended to Council that there be no limit placed upon the amount of residential development within the Court ice Urban Area for the year 1981. 3. Rezoning Z-A-1-4-3 (Bob's Towing) It was recommended to Council that Report P-14-8l be received for information and the request for rezoning of Part 3, Plan 10R-1190 be approved and the attached by- law be forwarded to Council for approval. See By-law 81-13 4. O.P.A. to Sec. 8.2.3.4 Regional Plan It was recommended to Council that Report P-15-8l be endorsed and the Region of Durham be advised that the Town of Newcastle would have no objection to Oshawa's proposed amendment to the Durham Regional Official Plan, File 80-37/D, provided that the minimum size for a Local Central Area is not greater than 1000 square metres (10,765 square feet) and that a mechanism is established for requiring a retail analysis for commercial proposals of less than 1000 square metres where sufficient concern about potential impacts exist to warrant such an analysis. 5. By-law 80-148 Sucee It was recommended to Council that Report P-16-8l be received for information and 1. The Ontario Municipal Board be advised that the Council of the Town of Newcastle has reviewed by-law 80-148 in light of the objection filed and wishes to pro~eed with the said by-law, as approved by Council on November 3, 1980; and 2. Staff be authorized to attend any Ontario Municipal Board Hearing which may be held in respect of the said by-law, accompanied by the Town's Solicitor, if deemed necessary; 3. In the event that the appeal is not successful, that Staff be authorized to request the Ontario Municipal Board to award the Town of Newcastle an amount equal to the Town's costs in respect of the said Hearing; and 4. A copy of this report be forwarded to the objector for information. . . . - 2 - Report 1/2 6. Rezoning Z-A~l-ll-lO - Boundary Road (Ashton) It was recommended to Council that the Application for Rezoning Z-A-l-ll-lO, proposed redesignation of Boundary Road (Newcastle/Scugog) Lots 11 and 12, Concession 10, former Township of Darlington (Mr. and Mrs. R. Ashton) be approved and the attached by-law be forwarded to Council for approval. See By-law 81-14 7. Ridge Pine Park Inc. Rezoning Z-A-1-7-5 (2) S-P-1-5 It was recommended to Council that Report P-20-8l relative to Ridge Pine Park Incorporated, application for rezoning Z-A-1-7-5(2), Development Agreement S-P-1-5, Part of Lots 33, 34 and 35, Concession 1, of the former Township of Clarke and part of Lots 1, 2 and 3 of the Broken Front Concession of the former Township of Darlington be endorsed and: 1) Town Council adopt the attached zoning by-law (81-15) and adopt the attached Development Agreement and instruct the Town Clerk to prepare the necessary by-law for execution of the said development agreement for consideration of Council at their meeting of January 26, 1981; and 2) Authorization be given to the Town Solicitor and the Director of Planning to attend the anticipated Ontario Municipal Board Hearing in respect of these matters and to request the Board on behalf of the Municipality to consider approval of the attached by-law and development agreement. 8. Municipal Street Numbering It was recommended to Council that Report P-2l-8l, relative to Municipal Street Numbering, be received for information. 9. Manure Storage Facilities It was recommended to Council that Report P-23-8l, Manure Storage Facilities, File 28.1 be received for information. 10. Resignation Current Operations Planner It was recommended to Council that the resignation of Ms Norma Forrest as Current Operations Planner be accepted with regret and the Mayor and Director of Planning prepare a formal acknowledgment from Council.
