REPORT # lA (CONFIDENTIAL)
Mayor Rickard and Members of Council:
At the meeting of the Planning and Development Committee held on January 5, 1981
the following was recommended to Council:
THAT the Town of Newcastle hereby advises the Ministry of
Transportation and Communications that the proposed intersection
construction at Highway 115/35 and Regional Road 9 and Clarke
7th Line is acceptable provided that the lot created at the west
of the proposed access ramp from the 7th Line is of sufficient
size to accommodate a septic tank and private well and further that
the Town of Newcastle will consider the exchange of the Cochrane
property for the .9 acres of land adjoining the Old Kirby School
(Museum) as shown on M.T.C. drawing WP No. 7-79-00, sheet 88.

REPORT III
Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Planning and Development
Committee held on January 5, 1981:
1. Darlington Generating Station
It was recommended to Council that:
(1) Report P-11-8l be received.
(2) The attached amendment to by-law 76-24 be forwarded to
Council for adoption at the meeting of January 12, 1981.
(See By-law 81-7).
(3) The Town of Newcastle proceed with the issuance of
Building and Plumbing permits for the Darlington
Generating Station in accordance with the above, and in
accordance with the 'Master Agreement' with Ontario Hydro.
2. Work Program 1981
It was recommended to Council that the Planning and Development Department
1981 Work Program be adopted as presented in Report P-1-8l.

By-law 70-80 - Township of Scugog
It was recommended to Council that By-law 70-80 of the Township of Scugog
be received and filed.
4.
Highway 401 Mosport Signing
It was recommended that Report P-3-8l be forwarded to Council for consideration
in conjunction with reports from the Public Works Committee and Finance and
Administration Committee regarding Highway 401 Mosport Signing.
5.
Rezoning Z-A-1-13-4 (Laycoe)
It was recommended to Council that:
(1) Report P-4-8l be received for information.
(2) Application for Rezoning Number Z-A-1-13-4 be approved
(3) The attached by-law be forwarded to Council for approval
at such time as the Town has been notified by the Region of
Durham Works Department that their request for road widening
has been satisfied and received.

6.
Rezoning Z-A-1-15~7 (Henderson)
It was recommended to Council that:
(1) The subject application Z-A-1-15-8 (Henderson) be approved.
(2) The by-law attached to report P-5-8l be forwarded to Council for
approval at such time as the applicant has executed a Site Plan
Agreement, said Agreement to be forwarded to Council with the
attached by-law.
7. Rezoning Z-A-1-1-6 (Higginson)
It was recommended to Council that Application for Rezoning Number Z-A-1-1-6,
Road Allowance Lot 7, Conc. 4, Darlington, be approved and the attached by-law be
fon,arded to Council for approval. (See By~law 8l~8)
8.
Community Services Contribution Program
It was recommended to Council that the following Resolution be adopted:
WHEREAS the Town of Newcastle has entered into an agreement with
the Ministry of Housing through the Ontario Housing Action Program
for the provision of funds for the construction of a Storm Water
Control System;
AND WHEREAS the O.H.A.P. Agreements include an allocation of
$50,000. from C.M.H.C.;
AND WHEREAS the $50,000, updated to 1981 figures, would now be
allocated to the Town of Newcastle through the Community Services
Contribution Program;
BE IT NOW THEREFORE RESOLVED that the Town of Newcastle hereby
requests the Minister of Housing to allocate suitable funds
through the C.S.C.P. program for the construction of Storm
Water Control facilities in Courtice in accordance with
existing Ontario Housing Action Program Agreements.
9.
Ontario Housing Deficit
It was recommended to Council that Report P-8-8l, Ontario Housing Deficit, be
received for information subject to 7~% being substituted for 7% in Item 1.

10.
O.P.A. 76-35/D(Revised) Waverly Heights Subdivision
It was recommended to Council that the Town of Newcastle recommend denial of
Official Plan Amendment 76-35/D(Revised) for part of lot 24, Concession 9,
former Township of Clarke. (Waverly Heights Subdivision).
11.
Rezoning Z-A-1-5-4 (Gay)
It was recommended to Council that:
(1) Report P-lD-8l be received.
(2) Application for rezoning File Z-A-1-5-4, affecting part of
lots 29 and 30, Concession 2, former Township of Darlington,
be denied and the applicant Mr. Richard Gay, be so advised.
(3) Mr. Gay be further advised that it would be appropriate for
him to file an Official Plan Amendment with the Region of
Durham to amend the Regional Official Plan and to further
amend Amendment 12 to the Darlington Township Official Plan.
12. O.M.B. Hearing Subdivision l8T-79067 (Danad Properties)
It was recommended to Council that:
(1) Planning Staff and the Town Solicitor be authorized to
attend the O.M.B. Hearing relative to Proposed Draft Plan
of Subdivision l8T-79067, Danad Properties Limited, part
lots 11 and 12, Concession 2, former Township of Darlington and
(2) Prior to the Hearing, the Director of Planning and the Town
Solicitor be authorized to attempt to negotiate a settlement
with Danad Properties Limited.
13.
Committee of Adjustment
It was recommended to Council that the minutes of the meetings of the Committee
of Adjustment held on October 22, 1980, November 26, 1980 and December 17, 1980
be received for information.
