December 5th, 1961, with His Horship

I ADOPTION OF MINUTES.
Moved by Reeve Little and Con. Presson:
That the minutes of the meeting held on Tuesday, November
21st, be received and adopted. carried.
II PETITIONS & DEPUTATIONS.
A petition was presented by Mr. M. Tabb which requested the
construction of a storm sewer on High Street under the pro-
visions of the Local Improvement Act. Council was advised
that this petition was insufficiently signed, whereupon the
following resolution was adopted:
Moved by Dep-Reeve Hobbs and Reeve Little:
That the local improvement petition for a storm sewer
on High Street be received and filed, subject to a further
scrutiny by the Town Clerk for sufficiency and subject to
the petition being signed by other owners which at present
did not appear on the petition. carried.
On behalf of the petition and the delegation present, Mr. Tabb
strongly objected to the proposed opening of an open ditch on
High and Third Streets.
III COMMUNICATIONS.
1. Bowmanville Chamber of Commerce.
Reference is made to the offer of Steinberg's Limited to
rent their property on a month-to-month basis, for use as
a parking lot, at a rental of $40.00 per month, and to Mr.
Tom Stewartts estimate that an expenditure of about $300.
will Cover the necessary grading and gravelling.
Having obtained the pledged support of a sufficient number
of merchants located east of Temperance Street we hereby re~
quest that the Town, or persons acting under the Town's super-
vision, proceed at once with the necessary work on our behalf,
at the approximate cost mentioned above. If you will invoice
us for this work as soon as it is completed, we will make
prompt payment.
Payment of the monthly rent has been arranged by us direct
with Steinberg's Limited."
Moved by Con. Presson and Oke:
That we authorize the Road Superintendent to proceed
and carry out the request contained in the letter submitted
by the Bowmanville Chamber of Commerce dated December lst/61.
carried.
2. Bowmanville Chamber of Commerce.
"The purpose of this letter is to relay to you the inform-
ation that, at a recent meeting of retail merchants many of
them expressed the wish that Town Council would remove the
parking meter heads or otherwise grant free parking privileges
to the shopping public for two weeks prior to Christmas."

Moved by Con. Fice and Presson:
That the letter from the BOMfianville Chamber of
Commerce dated December 4th, respecting parking meters be
received and filed. carried.
3. Bowmanville Santa Claus Parade Committee.
"It has only now come to our attention that we should have
asked your permission to hold our Santa Claus Parade next
Saturday before proceeding so far with our plans and arrange-
ments. We sincerely hope that you will now authorize our
parade. We also request that you authorize the Police Dept.
to co-operate with our committee in finalizing parade arrange-
ments, including the closing of Division and Temperance Sts.
at King Street from 9:30 a.m. until the crowd disperses after
the parade.,
For your information, the parade will leave McQueen Motor
Sales and travel west on King Street to Scugog, up Scugog to
Church, east on Church to Temperance, south on Temperance
to King, and east on King to the point of origin.
Please be assured that your co-operation will be sincerely
appreciated."

That we concur with the requests outlined in the Dec. 5th,
communication from the Bowmanville Santa Claus Farade Comm-
ittee. carried.
4. John E. Hendry.
"We are hereby requesting the opening of Frank Street
between King Street and Prince Street. As we are building
a building for the Dept. of Agriculture of the Province of
Ontario, we request that the street be opened to accomodate
this building wh1ch is scheduled to be opened March 1st."

That the matter contained in the letter of J.E.Hendry
dated December 5th, be referred to the Roads & Streets Con~-
ittee for study and their reccommendations at the December
18th, meeting of Council. carried.

Authority dated November 22nd, be adopted.

Moved by Con. Presson and Oke:
That in accordance with the prov~slons of the contract
between the Town of Bowmanville and the Bowmanville Police
Association, and at the recommendation of Chief Constable
B.R. Kitney, we promote 2nd. class constable L.G.Phillips
to 1st. class rnonstable effective January 1st, 1962.

VII NEW & UNFINISHED BUSINESS.
1. Low Rental Housing.
Nothing further was reported in this respect.
2. Museum Board.
The Clerk advised that a meeting had been arranged between
the Council and the Museum Board for 8:00 p.m. Monday, December
11th, at which time Mr. Gooding of the Department would be
present to discuss the formation of a Museum ~y-Law.
3~ Boxing Day.
Moved by Reeve Little and Con. Hughes:
That we declare Tuesday, December 26th, as Boxing Day in
the Town of Bowmanville. carried.
4. Weed Inspector.
Moved by Con. Oke and Nicks:
That the Weed Inspector's remuneration be increased by an
amount of $50.00 for 1961. carried.
5. St. George Street.
Moved by Con. Stevens and Hughes:
That we authorize the installation

7. Street Sweeping.
Councillor Oke requested that Council consider a further
concentrated effort to street sweeping the main streets of
the Town by re-engaging Mr. Jackman for this purpose.
After lengthy discussion, no action was taken.
The next regular meeting of Council being the last for 1961,
is to convene at 8:00 p.m. Monday, December 18th, 1961.
The meeting adjourned at 9:25 p.m. on motion of Eon. Fresson
and Reeve Little.
