Curve Inn Junction - Bowmanville M.S. # il.
We are forwarding herewith 1 print of oulr dralving No. 95891-5
E.T. Roll No. 8538 which shows transmission line from Curve
Inn Junction to Bowmanville M.S. # 1 as labove-noted. This line
was built a number of years ago and was Ie overed by term ease-
ments which have now expired. i
In the renewal of our property rights fO~ this line, it has
been found that a portion of this line is located on the un-
opened road allowance between Lots 12 an 13, Concession 1 and
Concession B.F. Town of Bowmanville. AS~ 'e would like to con-
tinue occupancy of this unopened road al owance, we were wond-
ering if there are no objections on your part to the location
of this line if we might have your appro al thereof in accord-
ance with the Power Commission Act. You kind co-operation in
this matter is indeed appreciated." i

Board recommending the reappointment of Mr. A.A.H. Strike, as
the Corporation's representative on that Board, be received and
referred to the 1962 Council for their action.

4. Department of Highways.
"We are enclosing herewith your copy of the Audit Report
on the Road Expenditures of your Municipality for the year 1960.
The Department will be glad to receive any comments by the
Officers of the ~lunicipality on the matters contained therein. fI

received and filed.

5. Department of Municipal Affairs.
flAs in the past years I again bring to your attention the hazards
of structural defects and accumulation of snow and ice on the
roofa of buildings and structures used as places of assembly.
Regular inspection of such buildings or structures by appropriate
municipal officials and the subsequent correction of defects or
removal of snow and ice from roofs may prevent a serious accident
or disaster. It is important that your Council be aware of the
responsibilities devolving upon municipal councils regarding the
safety of the inhabitants while assembled in public buildings and
their authorities in respect thereto. Ample legal authority for
the enactment and enforcement of effective protective measures
by municipal councils is provided in The Municipal Act, partic-
ularly in Section 379(1) paras. )8, 40, 54 and 55 which have been
recited in a previous memorandum. The Fire Marshal has advised
you under date of October 19 of the necessity of ensuring fire
safety in places of public assembly and the statutory authorities
therefor. I ask you co-operation in advising your Council of
these matters."

6. Mrs. W. E. Fice.
flI am writing you this leTter in regards to the conveyance of a
lot from land of \mich I am a joint owner. The land in question
in known to all members of Cnlln~'l so I will dispense with des-
cription of same. I have built a 1,,-._ _ ~" ~,~,le land and wish to
convey this to my son lrith a suitable lot. As it now stands this
can only be done by conveying 10 acres of land with it which is
not practical. I have been to the Flanning Board \rithout sucess
and now request the Council to recommend the Planning Board grant
permission to convey this house and lot as a last resort. I would
like to make it clear I believe in sound planning and cannot see
where this right to convey said land would be detrimental. I also
believe in democracy and sent two sons to defend it in the last
war and now see what I believe is my privilege to give one of
those sons sons a piece of land and home thwarted by our planning
board. Is it democratic when one is refused the right to give
his son a parcel of land. We cry because taxes are too high and
yet here is a home built that will net the town between three and
four hundred dollars a year in taxes at no expense to them. No
roads have to be built and no one is asking for sewer or water
and our provincial government sanctions the use of septic tanks

providing they are properly installed and inspected which
according to our town by-laws must be done so why do they
refuse to grant this right to convey this lot and house.
I close by appealing to you the elected government of this
municipality to give this request immediate consideration
and recommend as a matter of sound judgement the preceeding
request. It

amend bylaw No. 1826 in accordance with the recommendations of the
flanning Board and that the bylaw as amended be presented to
REFORTS Council for enactment. carried.

Hunt Street Drainage
(a) Mr. Stevens reported that the drainage in front of Mr.
Piper's property is satisfactory for the present time.
(b) Moved by Con. Stevens and Hughes:
That the drainage in front of H. Edmondsonts property be
referred to next years Council. carried.
2. Bulldozer for Municipal uump.
Moved by Con. Stevens and Fice:
That the recommendation of the Roads & Streets to accept
the tender of Mr. R. Rowe be accepted and this to COLwence
December 1/61, and the Clerk to advise Mr. Rowe.

3. High Street Drainage.
Moved by Con. Fice and Oke:
That the proper levels be taken and the ditch work on High
Street proceed. carried,
4. Moved by Con. Stevens and Dep-Reeve Hobbs:
That Parkway Crescent having been constructed in accordance
with the Town's requirements under the provisions of the Sub-
division agreement between the Corporation of the Town of Bow-
manville and Mr. J. Flett, and said Construction having been
approved by the Ontario Department of Highways, we accept
Parkway Crescent as a Street under the control of the Corp-
oration. carried.
5. Moved by Dep-Reeve Hobbs and Con. Fice:
That the matter of the work to be done on Martin Road be
left in the hands of the Roads & Streets Committee and follow up.

6. Emergency Measures Organization
Councillor G. Hughes, Council's representative at the recent
E~urgency Measures Organization Conference in Arnprior gave a
detailed report respecting the effects of nuclear attach.. A
Summary of his report is attached as l<ppendix ItA fl.

establishment of a local emergency measures organization in
Bowmanville.
