TOW N 0 F NEW CAS T L E December 12, 1983 Minutes of a regular meeting of Council held on Monday, December 12, 1983, at 7:00 p.m., in the Council Chambers. The Mayor called the meeting to order, and led in prayer. Present Were: Mayor G. B. Rickard Councillor Ann Cowman Councillor Diane Hamre Councillor Ivan M. Hobbs Councillor Marie Hubbard Councillor R. Bruce Taylor Councillor E. R. Woodyard Also Present: Deputy Clerk, Gertrude Gray Chief Administrative Officer, D. Johnston Director of Public Works, R. Dupuis Director of Planning, T. T. Edwards Director of Community Services, T. A. Fanning Deputy Treasurer, J. Blanchard Town Clerk, David W. Oakes, at 8:00 p.m. The Mayor asked those present to join in a minute's silence in memory of Mr. Ray Goodwin, the Town's By-law Enforcement Officer, who passed away on December 6, 1983. The Mayor asked Councillor Taylor and Mr. T. A. Fanning, Director of Community Services, to present Certificates of Appreciation to members of the Recreation Master Plan Committee for their many hours of work on this project. Present for the ceremony were Ms. Suzanne Stickley, Mr. Jack Hale, Mr. Bill Bagnell. Absent were Mrs. Kellie Macdonnell, Mrs. Sandra Best, Mr. Rick Allen, and Mr. Gary Blazak. Resolution #C-889-83 Moved by Councillor Woodyard, seconded by Councillor Hubbard THAT the minutes of a regular meeting of Council held on Monday, November 28th 1983, be approved as read. "CARRIED" Mr. Donald Welsh, made a submission to Council on behalf of the Durham Federation of Agriculture, relative to the decision to assess 30% of the cost of street lighting on the general tax levy. The Federation objects to this policy and feels that those requesting or requiring this service should be assessed the total cost. He asked Council to reconsider this decision. Counci 1 Mi nutes Delegations re ~,rtice Urban ....... e.., Area - 2 - December 12, 1983 Mr. Bill Manson, representing Courtice Heights Development, the owners of four parcels of land located in Neighbourhoods 3B and 3C of the Courtice Urban Area, objected to the reduction in the area of the Courtice Urban Area Envelope. He said he had not been advised that this matter was before Committee and did not see the notice in the local newspaper. He felt that Amendment #12 to the Township of Darlington Official Plan, indicated that application of the Environmental Impact Analysis would be of a responsive nature and local positive and negative effects of the development would be considered on a site-specific basis. His conclusions relative to the study were not the same as those in the report presented to the General Purpose and Administration Committee. He felt that shrinking the Courtice Urban Envelope was bad planning and the proposed population re.distribution would encourage glorified strip development along Nash Road. Increasing density would be decreasing options. He said it appeared that the hurried manner of the amendment coming before Council was precipitated by subdivision applications. He said he would appreciate further dialogue with the Planning Department. Mr. Elmer Pollard spoke to Council relative to Planning Report PD-182-83. As a taxpayer, he said he was concerned with the effects on Neighbourhoods 3B and 3C in the Courtice Urban Area. He felt there had not been enough time for interested parties to have discussions with the Planning Department prior to the report coming forward. There were several points he and his architect needed to discuss with Planning, and he suggested to Council that the report be referred back. He felt there were areas in Neighbourhood 3C that were on a sandy plain and could be developed. He was concerned with the area being deleted in 3C. "CARRI ED" Resolution #C-905-83 Moved by Councillor Woodyard, seconded by Councillor Hamre THAT WHEREAS the General Purpose and Administration Committee, at the meeting of Monday, November 7th 1983, gave consideration to, and recommended to Council the adoption of Treasurer's Report TR-83-76, being a policy for the installation of street lightin9 in the Town of Newcastle; AND WHEREAS the policy recommended to Council for adoption provides for the costs of installation and maintenance to be apportioned 30% to General Ratepayers and 70% to benefitting land owners; AND WHEREAS Council adopted and ratified the recommended policy respecting Street Lighting in the Town of Newcastle at the meeting of Monday, November 14th 1983, and directed the preparation of a by-law; AND WHEREAS it appears that the establishment of such a street lighting policy will have an adverse effect upon the rural taxpayers of the Town of Newcastle; NOW THEREFORE BE IT RESOLVED THAT the Council of the Town of Newcastle is hereby requested to reconsider their earlier decisions with respect to a new street lighting policy for the Town of Newcastle and rescind their earlier decision.
