The Acting Mayor called the meeting to order and led in prayer. Present Were: Councillor R. B. Taylor, Acting Mayor Councillor A. Cowman, at 9:35 a.m. Councillor D. Hamre Councillor I. Campbell Council Mi nutes Resolution #C-734-83 Minutes Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the minutes of a regular meeting of Council held on Monday, September 26, 1983, at 7:00 p.m., in the Council Chambers, be approved as read. . "CARRIED" Recorded Vote Yea Nay Absent Councillor Councillor Counc ill or Council 1 or Hamre Hobbs Hubbard Taylor Councillor Cowman Councillor Woodyard Delegations Mrs. Janice Slocombe, the Chairman of the Waverley Block Parents Committee, spoke to Council relative to the Waverley Road Tunnel. She reiterated the requests in a petition: 1. Lighting in the tunnel; 2. Construction safety; 3. Bullying in the tunnel, which resulted in children running across Martin Road where there was no fencing in that area; 4. Loose rocks in the ditch retention area caused by the mesh being broken. She suggested that a crossing guard at the tunnel when the children were going to and coming from school might help the situation. . . . . Council Mi nutes - 2 - October II, 1983 Delegations Mr. James Major was not present. He had advised that he was in agreement with subsequent Report PD-150-83, on this Agenda. Resolution #C-735-83 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the Agenda be altered to deal with the matter introduced by the delegation at this time. "CARRIED" Resolution #C-736-83 Waverley Road Tunnel Moved by Councillor Hubbard, seconded by Councillor Hamre THAT Mrs. Slocombe's delegation be acknowledged; and WHEREAS the safety of school children is of utmost importance in the Town of Newcastle; NOW THEREFORE BE IT RESOLVED THAT the Town Clerk be authorized to hire a crossing guard to service the Waverley Tunnel as soon as possible; THAT funds to pay for that crossing guard be drawn from Account No. 7240-0006-X-9; THAT the Clerk's Department monitor the effectiveness of this crossing guard at the tunnel by year end; THAT consideration be given for a permanent crossing guard at the Waverley Tunnel in the 1984 budget. Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the request of the Block Parent Inc. to fly the Official Block Parent Flag at the Fire Hall, October 17-23, 1983, be approved and the Flag be flown beneath the United Way Flag. "CARRIED" Resolution #C-747-83 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the correspondence from the Ministry of Municipal Affairs and Housing relative to Community Planning Study Grant Program, be received and referred to the Director of Planning, to discuss a proposed work program with Ministry of Municipal Affairs and Housing staff in the Community Planning Advisory Branch at the earliest possible opportunity to determine if the program could be of assistance to the Town of Newcastle, and report back to the General Purpose and Administration Committee. That this report be received; and 2. That William Hollingworth & Sons Ltd., Gormely, Ontario, with a bid of $82,910.00 for the construction of Storm Sewers on Wellington Street and Baseline Road, Bowmanville, being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender T83-17, be awarded the contract to construct storm sewers on Wellington Street and Baseline Road, Bowmanville, for the Town of Newcastle; and 3. Conveyance to Town - James Major, Station Street Right-of-Way, Orono . . - 7 - October 11, 1983 Resolution #C-758-83 Moved by Councillor Woodyard, seconded by Councillor Hamre THAT the recommendations in Report PD-150-83 be endorsed; and 1. That staff Report PD-122-83 be received; and 2. That Staff Report PD-150-83 be received; and 3. That Mr. James Major be requested to convey to the Town of Newcastle the travelled portion of Station Street indicated on Key Map 2 attached to Staff Report PD-122-83; and 4. That in consideration of the aforementioned conveyance, the Town shall provide comments to the Region of Durham Land Division Committee in support of the severance of one (1) lot from Mr. Major's property, said severance being conditional upon the approval of the Durham Regional Health Unit; and further that the Town of Newcastle will pay to Mr. Major the cost of a water connection to the proposed severed lot, up to the value of Eighteen Hundred Dollars ($1,800.00); and further that the Town will pay all legal and survey costs associated with the proposed conveyance and that these costs be paid for out of an account to be designated by Council; and 5. That the following resolution be forwarded to the Regional Municipality of Durham for their consideration: "WHEREAS the Corporation of the Town of Newcastle has deemed it adviseable to acquire certain lands occupied by part of the travelled portion of Station Street in Orono and comprising Part of Lot 28, Concession 5, geographic Township of Clarke in order to obtain municipal ownership of an appropriate road allowance for Station Street; AND WHEREAS such acquisition will allow Mr. J. Major to apply for land severance for one (1) residential lot fronting on Church Street, Orono; AND WHEREAS such acquisition recognizes previous commitments to the development of residential lots on the Major Property; BE IT NOW THEREFORE RESOLVED that the Region of Durham is hereby requested to consider charging only the service connection charge applicable to the development of the residential lot." Resolution #C-759-83 Community Celebrations Moved by Councillor Cowman, seconded by Councillor Hamre Grant Associated with Ontario's Bicentennial THAT the recommendations in Report Admin 48-83 be endorsed; and 1. That Staff Report Admin 47-83 be received; 2. That Staff Report Admin 48-83 be received; 3. That Council endorse the attached resolution with respect to their participation in the Ontario Bicentennial Celebrations; 4. That Council authorize the establishment of a Steering Committee; 5. That the Committee be composed of five persons; two elected, three non-elected; 6. That the non-elected representatives be appointed on the basis of one representative per Ward; 7. That the appointed Bicentennial Committee be given the mandate to develop terms of reference which emphasize the promotion of the Bicentennial and the Town of Newcastle by advertising existing social and cultural events; . 8. That the Chief Administrative Officer investigate the availability of additional funding to enhance the program which might be developed and the possibility of utilizing support staff to co-ordinate the projects; and 9. That if funds are available through other Provincial or Federal programs, Council consider the appointment of project staff and a temporary co-ordinator. "CARRIED" Report #6. Council Minutes - 9 - October II, 1983 Resolution #C-761-83 Rabies Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the Clerk investigate and report to the General Purpose and Administration Committee on the feasibility of requiring proof of rabies vaccine with the issuing of dog licences, and further that the Clerk confer with the local veterinarians as to the possibility of a mutual effort to address the very serious concern of increased incidence of rabies.
