Minutes of a Regular Meeting of Council
held on Monday, June 27, 1983, at 7:00 p.m.
in the Council Chambers.
Mayor Rickard called the meeting to order and led in prayer.

THAT the minutes of a special meeting of Council held on
Monday, June 20th, 1983, at 4:00 p.m. be approved as read.

The Mayor called for public response to the Culture and
Recreation Master Plan, as proposed.
Mr. D. Barnett, asked Donna Robins to present the brief
prepared by the Clarke Township Museum and Archives Board.
She stated that they agreed with Recommendation 15, relative
to separate boards. She asked which Museum Feasibility
Study was referred to in Recommendation 16 and asked that
this be clarified. The brief included the new Five Year
Plan and asked that it be acknowledged in the Master Plan.
Mr. Mike Woodcock, President of Bowmanville United Soccer
Club told Council that the proposed plan makes no
provision for soccer pitches within Bowmanville. He said
that the Club has over four hundred (400) players and

Mr. Dick Budell, Vice-President of Bowmanville United
Soccer Club, spoke for the Newcastle Village Soccer
organization. He said he had responded to the initial
survey for the Master Plan, had received a follow-up
letter and had responded to it. He said the Village
Organization was made up of one hundred and thirty (130)
boys and girls, ages four (4) to fourteen (14) and
fourteen (14) volunteers. He said that they use two
pitches at the Newcastle Public School which required
maintenance. He felt the Organization needed an additional
soccer pitch, better field maintenance, change room and
washroom facilities. He responded to questioning, that he
felt a Planning Committee concept would only add another
level of bureaucracy.
Mr. Alan Strike spoke on behalf of Mr. John James, editor
of the Canadian Statesman and presented a formal request
to Council to consider changing the name of the Town of
Newcastle to the Town of Bowmanville by initiating an
amendment to the Regional Municipality of Durham Act. In
response to a questionnaire published in the Newcastle
Independent and the Canadian Statesman in two issues, the
response indicated: 1,958 "for" and 95 "against" the change
of name. In support of the change of name, he submitted:
1. Name confusion
2. 125 years of Bowmanville
3. Bowmanville is the largest area
4. The Regional Municipality of Durham Act, in several
instances, continued the name of larger existing
municipalities in expanded municipal areas.
5. No expansive campaign to publicize the questionnaire.

AND FURTHER THAT the Town request the province of Ontario
when printing new road maps to include the Town of Newcastle's
hamlets and developing urban areas by name and in printed type
relative to their population size as they do for other hamlets
and urban areas in Ontario. The people that live in this
municipality should not be discriminated against because of
restructured local government.
