The Mayor called the meeting to order and led in prayer.
Mayor Rickard gave a tribute in memory of the late Councillor
Keith Barr. He expressed the deep feeling of regret and
sadness felt by Members of Council, Staff and all the
citizens of the Municipality. He spoke of Councillor Barr's
modesty, and devotion to duty and the numerous memorials
which will remain as testimony to his good work over the
past 15 years. He offered deepest sympathy to the family,
and asked all assembled to stand for a period of silence
in remembrance.

THAT the minutes of a special meeting of Council held on
Monday, May 30, 1983, at 9:30 a.m., in Court Roomm #2,
for the purpose of reconsidering Report Admin 31-83, be
approved as read.

THAT the delegations be heard.

Mr. Nelson J. Leudke addressed Council in opposition to
rezoning of Pt. Lots 11 & 12, Concession 3, Clarke, from its
present agriculture use to a landfill site. He questioned
the need for more landfill sites and the location.
He spoke of the costs of a new access to the site and the
upgrading of present roads. He said that farming is the
oldest 'free enterprise' of all times. He advocated recycling
as a progressive approach to waste disposal. He presented a
container of water from Graham Creek.
Mrs. Gina Brannan, of Gardiner Roberts, Solicitor for the
Committee of Clarke Constituents Inc., highlighted portions
of the Report of the Minister of the Environment, released
on November 22, 1982: the magnitude of the problem of
waste disposal and the need for each citizen to playa part
in alleviating this problem: the need to develop alternatives
to landfill sites. She spoke to the Planning Report and its
credibility before an O.M.B. Hearing. She said there were
too many questions left unanswered - what is the Town's
position? - who pays for the new access? - She asked Council
not to turn farmland into a dump.
Mayor Rickard declared a Conflict of Interest in the next
delegation, Don Rickard, a member of his family and asked
Councillor Hobbs to take the Chair.
Mr. Don Rickard spoke to Report PD-8S-83, the application for
an Amendment to the Regional Official Plan, Pt. Lot 34,
Concession 1, Clarke. He said that any changes from
Permanent Agricultural Reserve to General Agriculture Area
was unacceptable. This would permit the breakdown of lots
for ribbon development and the demand for services. Farmers
were required to obtain a "Certificate of Compliance" and
problems could arise if subsequent owners of separated lots
objected to the activity on adjoining farms. He asked Council
to study the long-term implications of setting such a precedent.

He objected to the change in the designations of even one
lot, as a matter of principle.
Mayor Rickard returned to the Chair.
Mrs. Carol Aiken and Mrs. Barbara Tucker invited the Mayor
and Members of Council to a Civic Reception to be held in
Soper Creek Park on Friday, July 15, 1983. A sports-cultural
exchange between 2 boys' ball teams, 30 boys ages 11 - 15,
from the Town of Newcastle Baseball Association, and a similar
number from St. Eustace Quebec is taking place on two week-
ends in July. They asked for $400.00 to help defray the
expenses of the Civic Reception.

THAT Miss Pat Lunn be heard at this time.

Miss Lunn, on behalf of the Employment Centre for Students,
said that in an effort to increase public awareness of the
need for summer jobs for students, she was asking Council
to proclaim "Hire-A-Student" week and fly the flag in a
prominent place. She gave out buttons and advised that
the students would be holding a car wash on the Bank of
Montreal parking lot on June 18th.

1. That Report PD-85-83 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objection to Official
Plan Amendment Application 83-7/0, submitted by
G. Hartemink, to redesignate a 0.4 hectare
parcel of land in Part Lot 34, Concession 1,
former Township of Clarke, from "Permanent
Agri cultura 1 Reserve" to "General Agri cultura 1
Area"; and
3. That the Region of Durham be further advised
that the Town of Newcastle recommends that the
parcel of land in Part Lots 34 and 35,
Concession 1 and Concession 2, former Township
of Clarke, as indicated on the keymap, as
amended and attached to Report PD-85-83, be
redesignated from "Permanent Agricultural
Reserve" to "General Agricultural Area."

AND WHEREAS with the passing of Councillor
Keith D. Barr, on Tuesday, June 7th 1983, the
seat of Local Councillor, Ward 3, Town of .
Newcastle became vacant;
NOW THEREFORE, pursuant to Section 43 of The
Municipal Act, R.S.O. 1980, the Council of the
Town of Newcastle does hereby declare the seat
of Local Councillor, Ward 3, Town of Newcastle,
to be vacant.

effort has been made to resolve the managerial problems
within the Treasury Department;

Genera 1 Purpose and Admi ni strati on Committee "In Camera"
on the progress being made in respect of the problems
associated with the management of the Treasury Department;
AND FURTHER THAT Mr. John Blanchard be notified of the
actions of Council.
