Minutes of a regular meeting of Council
held on Monday, March 28, 1983, at
7:00 p.m., in the Council Chambers.
Acting Mayor Ann Cowman, called the meeting to
order and asked Councillor Hamre to lead in prayer.

THAT the minutes of a regular meeting of Council held
on Monday, March 14, 1983, at 9:30 a.m., in Court
Room #2, be approved as read.

THAT Mr. Richardson and Mrs. Forsey be heard.

Mr. Ralph Jones had advised that he would not
be present.
Mr. Wm. Richardson presented to Council a petition containing
283 signatures, asking that the Hampton Pond be refilled
and rejuvenated in order that the residents of the
Hampton Area may have adequate fire protection.

He stated that the dry pond resulted in the lowering
of the water table, affecting wells in the area. The
pond should be used for flood control; is a breeding
ground for ducks and wild life; has a historic value
to the Village; could be used for recreational
activities; has a scenic value and adds to property
values. The recommendations to Council were:
1. Acquire the Venema Property (listed at $44,000);
2. Widen Mill Street;
3. Petition the Ministry of Natural Resources to
assist in the pond's rejuvenation and approve of
C.L.O.C.A. doing the rejuvenation;
4. Write to C.L.O.C.A. Chairman Joe Drumm, re
rejuvenation of pond;
5. Request Mr. Sam Cureatz, M.P.P. to petition the
Ministry of Natural Resources for support.
Mayor Rickard took the Chair at this time.
The Mayor expressed sympathy, on behalf of Council, to
Councillor Taylor and his family, in the loss of his
father, a devout Christian and a gentleman.
Mrs. P. Forsey addressed Council relative to a
condition imposed by the Town on her property at
555 Church Street, Village of Newcastle, requiring
the construction of a fence. She asked to have the
condition quit claimed so that the property could
be sold.

THAT Council approve the request of the Bowmanville
12Sth Anniversary Committee for permission to canvas
door-to-door during the period from April 6 to May 3,

to raise funds to help in defraying the costs
associated with the Anniversary Celebrations.

be acknowledged, and the petition be received and the

THAT Mrs. Forsey's delegation be acknowledged, and
Council concur with the submission by Mr. Paul Bellefontaine,
on behalf of Mr. and Mrs. Forsey, in his letter dated
March 15th 1983, requesting the Town to release its
interest under the provision in the Deed and Quit Claim
any interest the Town may have in the subject property;
being Lot 41, Part Lot 36, Block 30 and known municipally
as 555 Church Street, Newcastle Village;
AND FURTHER THAT the Mayor and Clerk be so authorized to
execute upon receipt of Quit Claim in respect of Condition
1 of the Land Division Committee's decision of October 3,
1977, requiring construction of a fence satisfactory to
the Town of Newcastle, along the boundary of Highway 401.

no employee subject to the inside collective agreement
with C.U.P.E. Local 74 shall be laid off from work during
the period of time in which the Town participates in the
Canada Community Development Program or the Canada/Ontario
Employment Development Program; and
FURTHER THAT the Corporation requests C.U.P.E. Local 74
to withdraw Grievance 01 - 83."
