Edwards Director of Public Works, R. Dupuis Director of Community Services, T. A. Fanning Treasurer, K. Campbell, at la:35 a.m. Mayor Rickard called the meeting to order and led in prayer. The Mayor welcomed Mi ss Mantell and her Grade 2 students from Waverley Road Public School, and asked one of the students to join him at the Council table. ReSolution#C-231-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the minutes of the regular meeting of Council, held on March 28, 1983, be approved as read. "CARRIED" Resolution #C-232-83 Moved by Councillor Taylor, seconded by Councillor Hamre THAT the Agenda be altered to hear Mr. Ralph Jones as a delegation. "CARRIED" Mr. Ralph Jones, Solicitor for Mr. Geisberger and Mr. Mark Hancock, spoke to Committee. He asked on behalf of his clients, for some positive action by Council toward maintenance of the unopened road allowance, Townline Road, to permit entrance to farm property. Resolution #C~234-83 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the letter dated March 22, 1983, from the Committee of Clarke Constituents for the EnVironment Inc., respecting the rezoning application of Regional Reclaimers Ltd., be received for information and further that a copy be forwarded to the Planning Department for consideration when reviewing the rezoning application. "CARRIED" ReSolution #C-235-83 Moved by Councillor Taylor, seconded by Councillor Barr THAT the correspondence from the Region of Durham dated March 29, 1983, be received; AND THAT Council authorize the publication of a Public Notice, regarding the destruction of weeds under the Provision of the Weed Control Act of the Province of Ontario and directs the Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed in such a manner as they may deem proper; . . . "CARRIED" Resolution#C-237-83 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the recommendations in Report CD-23-83, request by Mr. and Mrs. Leonard Glover for permission to occupy existing residence during the construction of new residence, be endorsed; and 1. That this report be received; and 2. That the application be approved, on condition that all necessary permits and zoning clearances are obtained from the Planning Department; and 3. That the Mayor and Clerk be authorized to execute the Standard Agreement with the applicant, authorizing the temporary use of the existing residence during the construction of the new residence for a period not exceeding six months. Tender T83-2, Salt & Sand Spreader Dual Dump Bodies Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendations in Report TR-83-18 be endorsed; and 1. That this report be received; and 2. That MTI Schmidt, Bracebridge, Ontario with a bid of $20,601.78 for the supply of two only Salt & Sand Spreader Dual Dump Bodies being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T83-2 be awarded the contract to supply the Dual Dump Bodies to the Town of Newcastle; and 3. That the funds expended be provided from Account #7212-0504-00209-4. "CARRIED" Resolution #C-240-83 Rose Sikma, to use a Moved by Councillor Hamre, seconded by Councillor Barr mobile home during the period of residence THAT the recommendations in Report CD-24-83 be endorsed; and reconstruction . 1. That this report be received; and 2. That the application be approved, subject to Mr. and Mrs. Sikma meeting all of the Town's requirements with respect to zoning, and building permit applications; and 3. That the Mayor and Clerk be authorized to execute the standard Agreement with the applicants, to permit the use of a mobile home as a temporary residence during the period of construction, not exeeeding six months. Hooper "CARRIED" ReSolution #C-243-83 Moved by Councillor Taylor, seconded by Councillor Hamre THAT Mr. Jones' delegation be acknowledged and the matter of unopened Townline Road, former Darlington, be referred to the Director of Public Works to consider in a future report on the maintenance of unopened road allowances and that section be included in the upcoming road tour. "CARRI ED" The Director of Planning gave a verbal report on Item 4 in the General Purpose and Administration Report (Amendment 91 to the Regional Official Plan). Resolution #C-244-83 Moved by Councillor Hamre seconded by Councillor Hubbard THAT the Director's verbal report be received; and The Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objection to proposed amendment 91 to the Durham Region Official Plan to permit a Mineral Aggregate Resource Extraction Area in Part of lot 12, Concession 1, former Township of Cartwright, Township of Scugog, subject to the following considerations being addressed: (a) for safety reasons, and to mitigate any possible negative effects of heavy vehicular traffic on the draft approved plan of subdivision 18T-75362 immediately to the south of this site, it is suggested that access from the Scugog/Newcastle Boundary Road be located at the east limits of the site, and that truck traffic be required to travel east from that point directly to Regional Road 57; and Council Minutes - 6 - Apri 1 11, 1983 . (b) that the Boundary Road Agreement between the Town of Newcastle and the Township of Scugog be amended, as necessary, to ensure implementation of (a) above, and to ensure that all necessary road improvements and related maintenance shall remain/become the responsibility of the Township of Scugog; and (c) That the sequence of excavation be altered to permit immediate excavation of Phases I, VI and VII, in order to minimize the long term effects of operation upon the draft approved plan of subdivision 18T-75362 to the south; and That a copy of the Staff Report PD-58-83 and Council's Resolution be forwarded to the Ministry of Municipal Affairs and Housing. Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT leave be granted to i.ntroduce the following by-laws, and that the said by-laws be now read a first time: 83-57 being a by-law to regulate the temporary closure or occupancy of highways in the Town of Newcastle 83-59 being a by-law to amend restricted area by-law number 1587, as amended, of the former Town of Bowmanville, now in the Town of Newcastle (Trafford) 83-60 being a by-law to lift and authorize the conveyance of a one-foot reserve shown as Parts 1 and 3, Registered REference Plan 10R-1592 83-61 being a by-law to lift and authorize the conveyance of a one-foot reserve shown as Parts 2 and 3, Registered Reference Plan 10R-1411 83-62 being a by-law to lift and authorize the conveyance of a one-foot reserve shown as Part 1, Registered Reference Plan 10R-1566 83-63 being a by-law to amend Section 4 of By-law 77-33, being a by-law to designate an area in the Bowmanville Central Business District as a Business Improvement Area and to establish a Board of Management for the Bowmanville Central Business Improvement Area. Adjournment . - 8 - Apri 1 11, 1983 ReSolution.#C-252~83 Moved by Councillor Hamre, seconded by Councillor Barr WHEREAS the Town of Newcastle on December 20, 1982, agreed to the request of the Ministry of the Environment, to form an Information Committee for Hale's Landfill Site; and WHEREAS, now, April 11, 1983, the Town has had no information as to such a Committee Meeting being called; NOW THEREFORE, the Town of Newcastle inquire as to the status of the Committee and make available accommodation for their meeting to assist, if necessary; and THE Local Provincial Member, Mr. Sam Cureatz, M.P.P., receive a copy of the letter.
