David Lawson re CLOCA Master Plans TOWN OF NEWCASTLE Minutes of a regular meeting of Council held on Monday, February 28th 1983, at 7:00 p.m., in the Council Chambers. Mayor Rickard called the meeting to order and led in prayer. Present Were: Mayor G. B. Rickard Councillor K. Barr Councillor C. Cowman, 7:05 - 9:20 p.m. Councillor D. Hamre Councillor I. Fanning Resolution #C-124-83 Moved by Councillor Barr, seconded by Councillor Hamre THAT the minutes of a regular meeting of Council held on Monday, February 14, 1983, be approved as corrected: Resolution #C-118-83 was moved by Councillor Hobbs and seconded by Councillor Cowman. "CARRIED" Councillor Taylor advised Council that a group of Girl Guides and their leaders from the Enniskillen area were in attendance at the meeting to observe Municipal Government in action. Later in the meeting, Boy Scouts and their leaders from Orono, also attended. Mayor Rickard welcomed them and invited them to attend Town Meetings at any time and to visit the administrative offices. No person was present relative to By-law 83-35, being a by-law to stop-up and close and to authorize the sale of all that portion of the original road allowance between Lots 12 & 13, Concession 1, in the former Town of Bowmanville. Mr. David Lawson addressed Council regarding the CLOCA Master Plans for the Bowmanville Valley and Bowmanville Harbour Conservation Areas. He stated that the Bowmanville Creek Anglers Association felt that CLOCA should report Council Minutes - 2 - February 28, 1983 . back to Council, the public input. He suggested several changes to proposed day use areas. He stated that the Town was very fortunate to have a creek such as Bowmanville Creek with its potential for fishing. The Chairman to receive $1,680.00 while each of the other members receive $1,470.00. In addition, the daily per diem allowance for special meetings, etc., be increased to $42.00 per, all of which fall within the 5% provincial guidelines."
