TOWN OF NEWCASTLE December 6, 1982 Minutes of the Inaugural Meeting of the Council of the Town of Newcastle, held on Monday, December 6, 1982, at 7:00 p.m., in the Council Chambers. Present Were: Mayor G. B. Rickard Councillor Keith Barr Councillor Ann Cowman Councillor Diane Hamre Councillor Ivan Hobbs Councillor Marie Hubbard Councillor R. Bruce Taylor Town Clerk, David W. Oakes Deputy Clerk, Gertrude Gray Also Present: Chief Administrative Officer, D. N. Smith Director of Public Works, R. Dupuis Director of Planning, T. T. Edwards Treasurer, K. Campbell Fire Chief, J. Hayman The Clerk called the meeting to order, and administered the Oath of Office of Mayor and the Oath of Allegiance to the Queen, to Garnet B. Rickard. The Clerk then administered the Oath of Office as Councillor of the Town of!Newcastle and the Oath of Allegiance. Regional & Area Councillors Ann Cowman Diane Hamre Marie Hubbard Area Councillors Keith Barr Ivan Hobbs R. Bruce Taylor Reverend Byron Yates, Rector, St. John's Anglican Church, Bowmanville, spoke a few words and gave the Invocation. Councillor Hubbard thanked Reverend Yates on behalf of Council. Mr. Allan Lawrence, M.P., Mr. Sam Cureatz, M.P.P., and Mr. Gary Herrema, Chairman of the Region of Durham, sent their regrets that they were unable to attend because of prior commitments. Council Minutes . Appointments of Members of Council as Chairmen of Town Departments . Meetings for December 1982 . - 2 - December 6, 1982 Mayor Rickard delivered his Inaugural Address. He spoke of the positive achievements of the Town in the past two years, the promotional day, the Master Plan for Culture and Recreation, the expansion of the fire services and the improvements in Town policy and administration. He outlined some of the problems facing the new Council and offered his co-operation to the other members of Council and staff. He thanked the press and invited participation and constructive criticism from the citizens of the Muni cipal ity. Resolution #C-963-82 Moved by Councillor Barr, seconded by Councillor Hamre THAT the Mayor's Report re Appointments of Members of Council as Chairmen of Town Departments be approved; and 1. That this report be received; and 2. That each of the six Councillors be appointed annually as Chairman of a particular Municipal Department to act as a political liaison with the Department Head and confer on matters relating to that Department; and 3. That the Members of Council be appointed as Chairmen to the various Departments in accordance with Schedule "A" attached hereto; and 4. That all Department Heads will continue to report to the Administrator and Council as a whole. Council Minutes Striking Committee Appointees to Conservation Authorities By-Laws - 3 - December 6, 1982 Resolution #C-965-82 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the following Councillors be appointed as members of the Striking Committee for the period from December 6th 1982, to November 30th 1983: Councillor D. Hamre Councillor I. Hobbs Councillor R. Bruce Taylor Mayor G. B. Bruce Taylor Kawartha Conservation Authority Councillor Keith Barr "CARRIED" Resolution #C-967-82 Moved by Councillor Hamre, seconded by Councillor Barr THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time: 82-176 being a by-law to appoint Acting Mayors for the year 1982-1983; 82-177 being a by-law to establish the Chairmanship of the General Purpose and Administration Committee for the period December 13th 1982 to November 30th 1983. Confirming By-law - 4 - December 6, 1982 Resolution #C-968-82 Moved by Councillor Hamre, seconded by Councillor Barr THAT the second reading of the following by-laws be approved: 82-176 and 82-177. "CARRIED" Resolution #C-969-82 Moved by Councillor Hamre, seconded by Councillor Barr THAT the third and final reading of the following by-laws be approved: 82-176 and 82-177. "CARRIED" Resolution #C-970-82 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT leave be granted to introduce By-law 82-178, being a by-law to confirm the proceedings of the Council of the Town of Newcastle at this meeting held on the 6th day of December 1982, and that the said by-law now be read a first time. "CARRIED" Resolution #C-971-82 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the second reading of By-law 82-178 be approved. "CARRIED" Resolution #C-972-82 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the third and, final reading of By-law 82-178 be approved. "CARRIED" Mayor Rickard invited comments from Members of Council. Councillor Barr expressed his willingness to co-operate with other Members of Council and Staff. Councillor Cowman supported the remarks of the Mayor and Councillor Barr and complimented staff with special mention to David Gray, Deputy Director of Public Works. . . . Counci 1 Mi, nutes - 5 - December 6, 1982 Councillor Hamre supported the Mayor's remarks and spoke of the improvements to administration. She expressed co-operation with Council and Staff. Councillor Hobbs thanked the Mayor for the opportunity to speak, but stated that he had no comments at this time. Councillor Hubbard said that she supported the presentation of Reverend Yates which solicited co-operation and compromise by Council. Councillor Taylor promised his best efforts for the term of Council. He supported the inaugural address that the most urgent matters facing Council are the updating of the Road Needs Study, the Comprehensive Zoning By-law, and the Master Plan for Culture and Recreation. He promised co- operation but stated that he would not compromise his principles. The Mayor thanked everyone for their attendance.
