THAT the delegations listed on the agenda, and anyone
wishing to speak re Bondhead Harbour Village, be heard.

Mr. Alan Berk, spoke on behalf of D'Angelo Homes, relative
to the proposed rezoning to permit apartments at Quinn
and Waverley in Bowmanville. He stated that a portion of
the property owned by the proponents at that location had
been used for shopping purposes. Because of the vacancy
rate in the present plaza, the owner decided to rezone
to permit rental apartments. He spoke to Report PD-184-82
and the reasons for the recommendation that the application
be denied, as premature insufficient services. He also
stated that his clients were prepared to negotiate a
reduction in the number of units proposed.
Mr. Harold Hammond, 95 Waverley Road, Bowmanville, spoke on
behalf of 919 petitioners in the area of the proposed
rezoning. He asked that Council deny this application.
He felt that deeming it premature would be simply deferring
the project until services were available. Services for
this area are included in the 1983 Capital Forecast for the
Region of Durham. He stated that when the original planning
for this area of Bowmanville was prepared, there was no
indication of this type of rezoning. The present residents
moved there on the strength of those planning principles.
He asked that Council submit an amendment to the Region of
Durham Official Plan to plug any loopholes which would allow
high density.
Mr. Gordon Carveth, a resident of Bond Head, spoke to the
Bondhead Harbour Development Agreement. He personally had
no objection to the project itself but was concerned with
the proposed realignment of Mill Street. He suggested that,
if a T-intersection was necessary, that Mill be the through
street so that traffic on Mill would not have to stop on a
grade, which was dangerous, especially in inclement weather.
He felt that realignment was not necessary or advisable.
He also recommended an amber flashing light at the hole-in-the
wall under the railroad bridge, and that the approaches to
the underpass be aligned so that they are at right angles to
the underpass itself, then identify the centre line throughout
in the normal manner.
Mr. Roger Yates, a resident of the south end of Newcastle
Village, spoke to the Development. He stated that he felt it
was a good plan which had been in the planning stage for many
years, and should not be delayed. His concern was with the
underpass on Mill Street. He does not recommend signalization
but a flashing amber light. He agreed that the incline at
that point is a hazard.

At this point, a Cub Group from Orono, who had been
attending the meeting as a part of their training, left
the meeting. One of the Cubs, Bradley Thompson had been
invited to sit with Mayor Rickard.

THAT Council welcome the group and were pleased that
they were able to attend and hoped that they would return
at a later date, when business was being transacted.

Mr. Bob Stephenson, owner of Newcastle Salvage, also
expressed concern with the re-alignment of Mill Street.
He said his trucks would be unable to negotiate a right-
angle turn on Mill Street.
Mr. Keith Barr asked if the text of the Newcastle
Village Urban Area Plan had been considered in the
preparation of the Bondhead Development Agreement,
insofar as they speak to the development of the
Village from the core, outwards and support for the
downtown core. He also regretted that Waltona Park
would disappear and asked how the lot levies had been
calculated.
Mr. M. Spearing spoke on behalf of Bondhead Development
Corporation. He stated that the agreement was the
culmination of 13 years of planning. He thanked the
Newcastle Planning and Public Works Departments for their
assistance in preparing such a comprehensive agreement.
In principle, he did not object to the change in the
road alignment suggested by other speakers.
Mr. Paul Riley, a neighbour to the Bond Head area said
that he was in favour of development, but felt that
Council should be looking at road alignments to accommodate
future development in the area.

3. That, failing Item 2, the Town draw on the Letters of
Credit provided by Darlington Industrials Limited and
Marilyn Carswell, to complete the necessary works and,
further, assess any costs not covered by the Letters
