That the Region of Durham be advised that the Town of Newcastle shall forward its formal position on the subject application, 82-17/D, submitted by the Township of Scugog to amend the Durham Regional Official Plan, to permit a Mineral Aggregate Resource Extraction Area in part of Lot 12, Concession 1, former Township of Cartwright, at such time as the Region of Durham has convened a public meeting, in the Burketon Area, to solicit public input. Notwithstanding this position, the Town of Newcastle has identified the following concerns which are being forwarded to the Region for information purposes only and which may be further expanded upon pending the outcome of the aforementioned public meeting. a) For safety reasons and to mitigate any possible negative effects of heavy vehicular traffic on the draft approved plan of subdivision (18T-75362) immediately to the south of this site, it is suggested that access from the Scugog Newcastle Boundary Road be located at the east limit of the site and that truck traffic be required to travel east from that point directly to Regional Road 57. b) That the Boundary Road agreement between the Town of Newcastle and the Township of Scugog be amended, as necessary, to ensure implementation of (a) above, and to ensure that all necessary road improvements . . . That the attached application for the "Ontario Employment Incentive Program" requesting additional funding be forwarded to the Ministry of Municipal Affairs and Housing and that the following resolution be adopted and forwarded with the application: "The Town of Newcastle hereby requests the Ministry of Municipal Affairs and Housing to approve the attached application for additional employment incentive grant funding." Sucee and Gertrude Irene Sucee; drainage rates borrowed under 82-89 being a by-law to authorize the entering into of an agreement with Canadian Foresters (Eastern) Group; 82-90 being a by-law to amend by-law 82-63, being a by-law for prescribing standards for occupancy of property within the Town of Newcastle; . . . Pine Street Other Business Councillors' Expense Accounts - 10 - July 5th 1982 Mr. Lucian Michaels spoke to Committee on behalf of Glenson Investments Ltd. Resolution #560-82 Moved by Councillor Hamre, seconded by Councillor Cowman THAT consideration be given to opening Pine Street conditional on: 1. Further negotiations being held with C.L.O.C.A., as to increasing number of parking sites on site and the Town request C.L.O.C.A. to review parking with a view to allocating more spaces urgently; 2. Road being built to municipal standards with all costs borne by developer; 3. Ongoing maintenance costs and liabilities to be addressed through development agreement; and a report and recommendation come to next Council meeting.
