Fanning Resolution #C-409-82 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the minutes of a regular meeting of Council of May 10th 1982, be approved as read. "CARRIED" Resolution #C-410-82 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the minutes of a special meeting of Council of May 13th 1982, be approved as read. "CARRI ED" Resolution #C-411-82 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the delegations listed on the agenda, be heard. "CARRIED" Mr. Frank Hoar spoke to Council on behalf of the Executive Committee of Parkview for Seniors in the Village of Newcastle. He stated that Parkview had been in operation for almost one year, was operating smoothly and the 43 apartments have been filled from the opening, with a waiting list. He compared the assessment of 74590 with . . . CQu~<;il Mi.~ut;es Mrs. Bonita Cunningham Residenttal care - Group Homes Communications - 2 - May 25, 1982 the assessment of 26380 on the Orono Seniors Lodge with taxes of $8,100 as compared to $22,000 for Parkview. The executive had been advised that the difference in assessment is due to Parkview's classification as a high-rise for providing profit on an investment. He asked for Council's support in having the classification changed to 'non-profit' housing in order to avoid a large increase in rents for the apartments. Mrs. Bonita Cunningham presented a brief, outlining her experiences investigating Group Homes and residential care. She questioned the definition of 'Group Homes' in the Town's By-laws, and the manner in which the Province supervised and monitored the regulations. She gave a summary of the information she had gathered and the sources from which it had been received. She asked Council to evaluate the situation thoroughly and not endorse the program any further until they have implemented policies which would safeguard the present and future inhabitants of the municipality. Osborne appeared before the General Purpose and Administration Committee on May 17, 1982; AND WHEREAS the General Purpose and Administration Committee did not have the benefit of the expertise of the Treasurer, Solicitor or Tax Collector at that time; and WHEREAS Committee dealt with the matter in good faith; and WHEREAS at the Council Meeting of May 25, 1982, the Mayor pointed out that the recommendation relative to a tax refund was ultra-vires; THEREFORE, the matter be referred to the Solicitor for a report to the Mayor and Members of Council as soon as possible. Councillor Hubbard challenged the ruling of the Chair in accepting a referral motion and Council supported the challenge. "CARRIED" Resolution #C-432-82 Bowmanville Week Jaycees Moved by Councillor Prout, seconded by Councillor Taylor THAT Report CS-C-03-82, be approved, and . 1. That this report be received; and 2. That the Bowmanville Jaycees be granted permission to hold Bowmanville Week in the Darlington Sports Centre on July 1st, 2nd and 3rd of 1982, subject to the following conditions: (a) That the outstanding 1982 rental account in the amount of ($1,440.00) be paid to the Town prior to June 30th 1982; and (b) That the rental fee for 1982 of ($265. x 3 = $795.00) be paid prior to June 30th 1982; and (c) That they execute the standard facility contract; and (d) That they provide the Town with an Insurance Policy in the amount of ($1,000,000.00) covering the period of the event; and (e) That all Regional Health and L.C.B.O. requirements be met; and (f) That all activities be carried out within the building; and . (g) That the Jaycees be requested to monitor and control the parking in the parking lot; and (h) That the Jaycees be requested to employ two (2) off duty Policemen to patrol the arena during the periods that alcoholic beverages will be served; and (i) That the Jaycees be requested to provide their own tables and chairs.
