Minutes Resolution #C-292-82 Moved by Councillor Prout, seconded by Councillor Taylor THAT the minutes of the regular meeting of Council held on April 13, 1982, be adopted as read. . "CARRIED" Delegations Resolution #C-293-82 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT Mr. MacDougal be heard. "CARRIED" REzoning Z-A-2-8-4 (Evans) Mr. MacDougal addressed Council relative to rezoning Z-A-2-8-4. He said that he had spok~to Dr. Turner and was willing to withdraw his objection, if no outside kennels are included in the site plan. He said he hoped to be a good neighbor of the new business on King Street. Resolution #C-294-82 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT Dr. Turner be heard. "CARRIED" . Mr. Everett Turner introduced himself to Council and asked for their support for an application for rezoning to permit property on King Street in Bowmanville, between George and Ontario Streets, to . . . Council Minutes Adverse Publicity Works Department - 2 - April 26, 1982 be used as a veterinary clinic. He 9ave his qualifications and previous work experience. He explained that the clinic would be for the treatment of small animals. He said that a site plan agreement detailing renovations, privacy fencing, landscaping, etc., was pending, subject to the rezoning. He reiterated that there would be no outside runs or kennels. The clinic would be licenced by the Ontario Veterinary Association as a Small Animal Clinic and the facility could not be used as a large animal clinic. Waste disposal would meet Municipal standards such as those of the Town's Animal Control Facility and other clinics. "CARRIED" Dr. Aluin introduced herself to Council and thanked them for their support in this endeavour. She stated that she had previously worked in Bowmanville and had done post-graduate studies at Guelph University. She felt that the facility was compatible with the zoning and would be convenient to the downtown core for those with limited transportation. Resolution #296-82 Moved by Councillor Prout, seconded by Councillor Woodyard THAT Mr. I. Hamilton be heard. "CARRIED" Mr. I. Hamilton addressed Council on the same subject but stated that as the objection had been resolved, there was no need for a further presentation. Resolution #C-297-82 Moved by Councillor Prout, seconded by Councillor Taylor THAT Mr. Holliday be heard. "CARRIED" Mr. Jasper Holliday addressed Council re Adverse Publicity, Public Works Department. His presentation stated that Council directions were not being carried out in relation to statements being prepared for public release showing total costs of the settlements, and other reports not being released without Mr. Dunham's and Mr. Ashton's permission. He stated that a letter . . . Council Minutes - 3 - Apri 1 26, 1982 from Mr. Dunham and Mr. Ashton to the Mayor dated February 15, 1982, indicated they had no objections to releasing the concerned documentation to date. He asked for a formal response so that the delegation might conclude their deliberations. Council Minutes Region of Durham Weed Control Act Royal Canadian Legion re covering of meters for parade Salvation Army Red Shield Appeal Fl ag 1982 Central East Regional Games for the Physically Disabled - 5 - Apri 1 26, 1982 Resolution #C-304-82 Moved by Councillor Taylor, seconded by Councillor Prout THAT the correspondence from the Region of Durham be received and that Council authorize the publication of a Public Notice, regarding the destruction of weeds under the provision of the Weed Control Act of the Province of Ontario and directs the Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed in such a manner as they may deem proper and that the expenses incurred by the said Weed Inspectors in the discharge of their duties shall be placed on the Collector's Roll of this municipality against the respective parcels concerned and that such amounts shall be collectedin the same manner as taxes under The Municipal Act, and the notice be advertised in the newspapers between May 17 and May 22, 1982, and a certified copy of the notice and resolution be forwarded to the Region.
