Minutes of a regular meeting of
Council held on Monday, March 29, 1982,
at 7:00 p.m., in the Council Chambers

Moved by Councillor Prout, seconded by Councillor Taylor
THAT the minutes of a regular Council Meeting of
March 15th 1982, be adopted as read.

Delegations
Mr. Elwood G. Ward spoke to Council on behalf of the
Tyrone Community Centre. He detailed the history of
the Centre from the construction in the early 70's
and stated that the Town had not contributed funds
to this time, although they had made a loan to the
centre. He said that the cost of the new extension
which was estimated at a cost of $42,000, had now
escalated to $90,000, and they would require $30,000
in order to complete the project including a kitchen.
They also wished to construct a playground at a cost
of $5,000. He requested an outright grant from the
Park Reserve Fund of $35,000. He also presented
letters of support from the Tyrone Senior Citizens
Club, The Tyrone Athletic Association, Club 50, and
the Tyrone U.C.W.

Arnot Wotten, Chairman for Committee of Concerned
Citizens of Newcastle, relative to Adverse Public
Works Publicity.

He stated that as there were more than 20 persons in
his delegation, and Town policy permitted 2 speakers
in this situation, Mr. George Pollitt would also be
addressing Council. The brief stated that by copy
of the letter, the Hon. Claude Bennett, Minister of
Municipal Affairs & Housing was being requested to
conduct a Commission of 1111 uiry under Section 323 of
The Municipal Act. The letter summarized the events
associated with the termination of employment of two
former Public Works employees, and concluded by
demanding that the Council resign and take the
necessary steps to call an immediate election to
resolve who the Newcastle taxpayers wish to direct
the control of the administration of the Municipality.
Mr. George Pollitt also spoke on behalf of the
delegation and said that he felt there had been a
miscarriage of justice. He felt that Council had a
moral obligation to provide a front page apology to
Messrs. Dunham and Ashton. He also stated that if
no action was taken by Council within one week, the
request for an inquiry would be forwarded to the
Minister.
Mr. 1dalo Cappuccitti spoke relative to Report
PD-32-82, rezonings, Courtice Special Commercial
Area. He objected to the rezoning of his property,
Part Lot 35, Concession 2. His lot would not meet
the requirements of the by-law as it was too small and
he asked what he could do with the property. He stated
that he had opposed the rezoning since it was first
considered.
