THAT the Minutes of a regular Council Meeting of
December 14, 1981, be approved as read.

THAT the Minutes of a Special Council Meeting of
December 18, 1981, be approved as read.

Mrs. Alma Langmaid who was listed on the Agenda advised that
Mr. Jasper Holliday would be speaking for the delegation
present relative to the lack of response from Council
concerning the petition presented to Council December
14, 1981.
Mr. Holliday presented another petition with approximately
580 signatures asking for a complete comprehensive disclosure
of the events surrounding recent staff changes, including
the contents of the documents discussed during 'in camera'
meetings. He also asked that a copy of the petition of
signatures be sent to Mrs. Alma Langmaid.

THAT I-6 - Township of Hope re Via Rail Service,
be received for information as amended.

THAT the previous resolution be amended by adding
"and Council endorse the concerns voiced by the Township
of Hope and communicate their approval directly to The
Honourable James Snow, Minister of Transportation and
Communications and The Honourable Jean-Luc Pepin,
Minister of Transport for Canada and Mr. Sam Cureatz, M.P.P.
for Durham East.

THAT D-l, the correspondence received from the Central
Lake Ontario Conservation Authority, re Lake Ontario Shoreline
Mapping Project - Endorsement of the Canada-Ontario Flood
Damage Reduction Program, be referred to the Planning
Department for a report back.

THAT D-2, the correspondence from the Region of Durham, re
Guidelines for Outdoor Gatherings - Durham Regional Health
Unit, be referred to staff for comment and a report back
to the General Purpose and Administration Committee.

Mayor Rickard declared a conflict of interest in the
correspondence from Durham Growers Co-Operative Storage
Limited, and as he is a shareholder in the company, asked
Councillor Prout to take the Chair.

THAT D-3, Durham Growers' Co-Operative Storage limited re
Removal of Foundation of the old water tower located on
Monroe Street Road Allowance in the Village of Newcastle,
be forwarded to Regional Council for their information
and possible action, and further, that the Region be
requested to advise the Town of the status of this matter.

THAT leave be granted to introduce the following by-laws:
82-1 - being a by-law to authorize the execution of an
agreement with Real Time Datapro Limited
82-2 - being a by-law to provide for interest to be
added to tax arrears
82-3 - being a by-law to establish a penalty charge for
non-payment to current taxes
82-4 - being a by-law to authorize the execution of an
an agreement with Pakasura Inc.
82-5 - being a by-law to establish the Chairmanship of
the General Purpose and Administration Committee for the
period January 4th 1982 to November 30th 1982
and that the said by-laws be now read a first time

THAT the Chief Administrative Officer be requested to bring
forward to the next meetin9 of the General Purpose and
Administration Committee Meeting, a report on the cost of
school board and the Town's Sharing Facilities.

THAT the attendance of Council and staff at the Rural Ontario
Municipalities Associatiorr Convention. be authorized in
accordance with present Town Policy and Members of Council
notify the Clerk of their intentions as soon as possible.

of the Audit Committee meeting on January 6, 1982, had been
cancelled and would be rescheduled.

THAT in future, all job postings and job advertisements
clearly establish the criteria for the position and all
applicants judged on the basis of those criteria;
AND THAT all members of interviewing teams be required to
be thoroughly familiar with the obligations under The
Human Rights Code;
AND FURTHER THAT the Ontario Human Rights Commission,
c/o Mr. Rick Della Vella, Human Rights Officer, 400
University Avenue, Toronto, Ontario, M7A IT7, be advised of
Council's decision.
