Committee Of The Whole Minutes THAT the minutes of a meeting of the Committee of the Whole dated April 10th, 1972, be approved as printed. "CARRIED" With regard to Resolution #CW-42-72 the Mayor appointed Con. Allin and Con. Bell as members of the Committee. Resolution #C-284-72 Moved by Con. Bell, seconded by Reeve Dykstra. Committee Of The Whole Minutes THAT the minutes of a meeting of the Committee of the Whole dated April 11th, 1972, be approved as printed. "CARRIED" Mr. Kilpatrick appeared before Council with several other persons with a request that the Works Department carry out some grading work to improve Cove Road on the West Beach as the residents had already put some gravel down. G. Goodwin, Mr. R. Gibbs, Mr. G. L. Corner and Mr. L. Coombes, appeared before Council:. Mr. Goodwin being the spokesman. Mr. Goodwin explained certain facts about the 1972 Budget and answered various questions from members of Council. Mr. P. Desrocher of East Beach appeared before Council regarding the operation of a store at his home at East Beach, which was not in accordance with the Zoning by-law. Mr. Desrocher was advised that in order to operate a store at this location, he would have to make an application and have the Zoning changed. A petition signed by Mr. & Mrs. Frank Fleetwood, 19 East Beach and 59 other residents of East Beach was presented to Council in favour of keeping the business open. Resolution #C-286-72 Moved by Con. THAT the letter dated April 5th, 1972, from Boy Scouts of Canada be answered to the effect that the request to use the old fire hall be not granted as the building is unfit for the purpose because of lack of heating and possible unsafe condition, and further, that the Boy Scouts Council be advised to approach the Lions Club for the use of an unused basement at the Lions Centre. THAT Central Lake Ontario Conservation Authority be advised that Council wishes the grading permit to Mr. Veltri renewed as the proposed building creates no conflict with the official plan. THAT Council concur with the recommendation of Planning Board contained in their letter dated March 27th, 1972, relative to the minor alterations to the interior Streets in Stage 2 to the WilSwar Subdivision. THAT Council concur with the letter dated March 27th, 1972, from the Planning Board relative to the proposed study of the Central Area. THAT the letter dated April 3rd, 1972, from the Clerk- Treasurer of the United Counties of Northumberland and Durham relative to the 1972 levy be received. THAT Council concur with the request of Sport Ontario, contained in their letter dated March 27th, 1972, to sell lottery tickets in the Town of Bowmanville. THAT the letter dated April 12th, 1972, from the Peterborough-Victoria-Northumberland and Durham County Roman Catholic Separate School Board relative to the 1972 levy be received. "CARRIED . . . Hooper, seconded by Con. Allin. THAT Mrs. Colwell's resignation be accepted with regret and the Clerk-Administrator be authorized to advertise interview and hire a replacement. THAT Council accept the offer of the Horticultural Society contained in their letter of April 12th, 1972, relative to tree planting, and that the Clerk-Administrator and Town Engineer confer with Mr. Slute and indicate that the Works Department would do the planting if this is preferable to the Society. "CARRIED" Resolution #C-297-72 Moved by Con. Hooper, seconded by Con. Prout. THAT the Town Engineer's Report dated April 27th, 1972, regarding the County Engineer's refusal to pay for emergency work carried out on Liberty Street be referred to Council's representatives on Counties Council and that the policy be advised to call Counties Roads Department in emergancy situations relative to Liberty Street. THAT the Planning Board's letter dated April 13th, 1972, regarding Planning Board's 1972 budget be referred to Committee of the Whole for Budget purposes. THAT the letter dated April 13th, 1972, from Planning Board regarding the renewal of the permit for grading of the lot for proposed apartment building be concurred with. THAT the Town Engineer's Report relative to the estimated price of a new Sweeper be received and tenders be called with the notation that the lowest or any tender may not necessarily be accepted. THAT the Statement of Accounts for the period of April 1st to 15th, 1972, in the amount of $49,563.46, be approved, with the exception of cheque #4585 in the amount of 17.85. "CARRIED" Resolution #C-307-72 Moved by Con. Hooper, seconded by Con. Prout. THAT the Statement of Accounts - Reserve Account in the amount of $20,000.00 be approved. "CARRIED" Resolution #C-308-72 Mayor Hobbs reported on a meeting with the Chamber of Commerce, and their advice that they will endeavor to raise the money to finance the servicing of the lights so that they may be replaced in the Fall. THAT the Public Utilities Commission be authorized to take down the Christmas lights so that they may be serviced when the money has been raised by the Chamber of Commerce "CARRIED" Resolution #C-309-72 Moved by Con. THAT the Clerk-Administrator and Recreation Director be requisted to look after the purchase of Trophies for presentation to the Pee Wee Minor and Bantam Minor Hockey Teams who won the Ontario Championship this year.
