Committee of the Whole Minutes THAT the minutes of the Committee of the Whole dated August 8th, 1972, be approved. "CARRIEDiI Marianna Subdivision Mr. M. Veltri appeared before Council with the request that Council request the Ministry of Intergovernmental Affairs to approve the Small Subdivision of 6 single lots on Simpson Avenue at Base Line, as the approval is held up at the moment pending the granting of tenders for the new water filtration plant. THAT the Clerk-Administrator write the Minister of Intergovernmental Affairs to request the approval of Mr. Veltri's subdivision after checking with the Public Utilities Commission relative to the awarding of tenders for the new filtration plant. Mr. Bob Colwell of 17 Fourth Street appeared before Council relative to Item #14 on the Correspondence Agenda which is a letter from Mrs. Jean Devitt, Secretary of the Association complaining about the action of the Recreation Connnittee in reducing the amount of ice time allocated to the Association. Resolution #C-542-72 Moved by Con. Hubbard, seconded by Con. Allin. THAT Item #14 of the Correspondence be dealt with at this time. "CARRIED" Resolution #C-543-72 Moved by Con. Prout, seconded by Deputy Reeve Stephen. THAT the letter from Mrs. Devitt be received and filed and that the Association be advised that Council agrees with the ice time schedule as reconnnended by the Recreation Connnittee. "CARRIED" Mr. K. Shackleton of 106 Wellington Street appeared before Council to suggest that Council meet with the Council of Darlington Township to discuss not only the building of a new arena, but also a swinnning pool. THAT the request of the Bowmanville Rotary Club to sell lottery tickets in the draw sponsored by the Rotary Club of Windsor with regard to a Children's Rehabilitation Centre in Windsor, be approved. THAT the request of the Recreation Department contained in a letter dated July 14th, 1972, from the Chief Supervisor of Playgrounds to conduct a Mardi-Gras Parade on Tuesday, August 15th, 1972, be granted and the Chief of Police notified. THAT the request of the Recreation Department contained in a letter dated July 18th, 1972, from the Chief Supervisor of Playgrounds to conduct the Annual Soap Box Derby on Thursday, August 10th, 1972, be approved and the Chief of Police notified. THAT the resolution of the Township of Hope attached to their letter dated July 14th, 1972, relative to the proposed hydro line from Pickering Generating Station to proposed Lennox Generating Station be endorsed and any necessary action taken. THAT Council concur with the request of the local Liquor Control Board of Ontario Store to open six days per week in July and August, 1972. THAT the Clerk-Administrator be instructed to send a strong letter of protest to the Secretary of a Counties Committee on Planning pointing out the previous correspondence to the effect that this Council does not wish to participate in the proposed Counties Planning Board as it is satisfied with the present membership in the Central Ontario Joint Planning Board and that a copy be sent to the. THAT the application of Robert Ellis for a grant towards the operation of the parking lot behind Ellis Shoe Store be referred to the next meeting of the Committee of the Whole. THAT By-Law No. 72-31 passed on the Fourth Day of July, 1972, a By-law to amend Zoning By-Law No. 1587 is not in conformity with the Official Plan in force on that date, but is in general conformity with the principles and policies contained in the proposed new Official Plan which was adopted by Council on the First Day of November, 1971, by By-Law No. 71-38, but which is not yet approved by the Minister of Economics and Intergovernmenta Affairs. THAT By-Law No. 72-32 passed on the Fourth Day of July, 1972, a By-law to amend Zoning By-Law No. 1587 is in conformity with the present Official Plan and also with the proposed new Official Plan which was adopted by Council on the First Day of November, 1971, by By-Law No. 71-38, but which is not yet approved by the Minister of Economics and Intergovernmental Affairs. THAT Council concur in the proposal of the Association of Ontario Municipalities contained in their letter of July 17th, 1972, relative to a proposed levy of 3/4 of a cent per capita ($66.47) to intervene against Bell Canada's application for a rate increase.
